This study examines Turkey's foreign policy towards the Western Balkans during the government of ... more This study examines Turkey's foreign policy towards the Western Balkans during the government of Justice and Development Party (AKP) within the framework of the four guidelines to which the AKP adhered rigorously. These are attempts to aid resolution of the political conflicts between the contentious parties in the region, to contribute to the peace-building missions in the Western Balkans in addition to help Western Balkan states in their quest to integrate with the North Atlantic defense structure, to encourage the Turkish investments in various sectors of the Balkan economies and to ensure the diffusion and expansion of different facets of Turkish soft power to the Western Balkans through education, restoration work and distribution of products of popular culture. Although the Turkish foreign policy recorded some progress with regard to defense cooperation, economic penetration, cultural expansion in the Western Balkans, its success in political mediation was limited and it failed to make any important breakthrough.

This article on the other hand, aims to throw light on the policies and actions of a middle power; namely, Turkey, which has been designing various international scholarship programs for foreign policy ends since the early 1990s. Following a brief evaluation of the international educational exchange programs launched by the USA, Russia, the UK, the EU and China for foreign policy purposes, the study examines the Great Student Exchange Project introduced by Turkey in 1992 to carve out an influential place for itself in the South Caucasus and Central Asia. It will then delve into the Türkiye Scholarships Program, Mevlana Exchange Program and the scholarship programs of the Türkiye Diyanet Foundation, which have been introduced during the Justice and Development Party period to build up and/or boost friendly ties ...

T he death of Stalin and Khrushchev's taking the helm of the Soviet Union following outmatching o... more T he death of Stalin and Khrushchev's taking the helm of the Soviet Union following outmatching of his rivals brought out a new foreign policy in the country in the early Cold War period which was called peaceful coexistence. The new foreign policy line anticipated foundation of manageable relations with the Western bloc countries without losing the revolutionary ardor to beat them in economic well-being, scientific progress and cultural development. A significant ramification of peaceful coexistence policy became the Soviet Union's endeavor to straighten out its knotty relations with Turkey, Yugoslavia and Greece which had gone downhill due to Stalin's immediate post-Second World War foreign policy decisions. This paper aims to cast light on the various diplomatic, economic and security initiatives taken by Moscow under the leadership of Khrushchev to release these three Balkan countries from the firm grip of the Western alliance and to gravitate them towards closer association with the Soviet Union .

The Kosovo War of 1998-1999 while being the final nail in the coffin of Yugoslavia became the har... more The Kosovo War of 1998-1999 while being the final nail in the coffin of Yugoslavia became the harbinger of an active and involved European Union (EU) foreign policy in the Western Balkans. The Union started the biggest and most expensive mission beyond its own borders in Kosovo which acquired a much more expansive character in December 2008 following the United Nations' transfer of responsibilities in the areas of police, customs and the judiciary. This article examines the political, legal/security and financial instruments used by the EU to not only strengthen the state capacity in Kosovo but also to end the disagreement between Serbia and Kosovo which still has the potential to explode and sweep the Western Balkans into another cycle of conflict, instability and migration.

Russia appeared to be a country that did not eschew from resorting to hard power instruments such... more Russia appeared to be a country that did not eschew from resorting to hard power instruments such as military intervention and economic sanctions in the post-Cold War period. Moscow fought a battle against Georgia over South Ossetia in August 2008. It also sent its military personnel to Crimea to capture strategic points and to take control of the critical infrastructure in February 2014, shortly before the referendum which would decide whether the peninsula would merge with Russia. Russia also occasionally cut off natural gas supplies to Georgia and Ukraine in the middle of winter when these two pro-Western states failed to pay their accumulated natural gas debt. Yet, Moscow starting from the mid-2000s has been taking serious and systematic steps to strengthen and expand its soft power base in its immediate neighbourhood as well. Azerbaycan, Kazakistan ve Turkmenistan’in bagimsiz devletler olarak ortaya cikmasiyla Hazar’a kiyidas devletlerin sayisi bese cikti. Bundan kisa sure sonra Hazar Denizi’nin ganimetlerini paylasma konusunda Iran ve Rusya da dahil olmak uzere kiyidas devletler arasinda yogun bir rekabet ortaya cikti.
