A new counting polynomial, called "Omega" (G, x), was recently proposed by Diudea. It is defined ... more A new counting polynomial, called "Omega" (G, x), was recently proposed by Diudea. It is defined on the ground of quasi-orthogonal cut "qoc" edge strips. Three topological descriptors: (1) CI (Cluj-Ilmenau), eventually equal to the well-known PI index, in planar, bipartite graphs; (2) I-defined on all the normalized derivatives of the above polynomial and (3) the coefficient of the first power term, called n p are exemplified and used in nanostructures (e.g., fullerenes, nanotubes and tori) description. Good ability of these descriptors in predicting the heat of formation and strain energy in small fullerenes or the resonance energy in planar benzenoids was found. Omega polynomial is useful in describing the topology of tubular nanostructures. Creating a healthy Public Administration, well structured and effective, constitutes a balance an... more Creating a healthy Public Administration, well structured and effective, constitutes a balance and stability factor, the essential elements in strengthening the state of law, in promoting the principles and guidelines to ensure the progress and prosperity in all economic and social sectors. Creating a modern and efficient system for the Public Administration, although it was considered a priority for the governments of Romania, however, numerous cases have braked the real reform application in the administration : the absence of appropiate reform strategy; the continuing financial constraints , the insufficient training and experience of the politicians and of the civil servants in order to meet thne needs and demans of the reform; the utilisation of the too old regulations on administrative structures, personnel, functions and pays cales, and , at last but not least, the government focus on the economic reform issues disregarding that they can not be solved without reforming the Public Administration. Benchmarking represents a comparative method of analysis which is used in order to evaluate products, services, proceses, practices and performance of an organization.

Political decision makers, public organisation managers, but project managers as well are the main people in charge of elaborating and taking responsibility for these standards and policies within the organisations they manage and represent.
