The article studies the Polish response to COVID-19 from an intergovernmental relations (IGR) per... more The article studies the Polish response to COVID-19 from an intergovernmental relations (IGR) perspective. The main focus is on how the Central and Local Government Common Commission worked during this period. The author uses the analytical taxonomy of three types of contrasting IGR processes: (1) a predominantly multi-layer policy process, involving limited conflict, (2) a centralised policy process as the central government attempts to suppress conflict and (3) a conflicted policy process, where such attempts are contested and tend to contribute to poor policy outcomes. In conclusion, it is shown that the Polish government preferred to choose a centralised policy and implement a one-size fits all approach during the first phase of COVID-19.

Niezaprzeczalne sukcesy, jakie przyniosła reforma samorządowa w postaci: demonopolizacji władzy i administracji publicznej, sposobu podejmowania decyzji, partycypacji społecznej są dzisiaj niezaprzeczalne i powszechnie wskazywane w literaturze przedmiotu. Ratyfi kowanie Europejskiej Karty Samorządu Lokalnego, poświęcenie osobnego rozdziału problematyce samorządu terytorialnego w ustawie zasadniczej, to elementy, które pozwalają na stwierdzenie, że samorząd na trwałe wpisał się w polski system polityczny. Tym nie mniej debata nad dysfunkcjonalnymi rozwiązaniami prawnymi 2 , a także koniecznością wprowadzania nowych narzędzi zarządzania, pozostaje otwarta. Z pewnością jedną z najbardziej oczekiwanych reform jest wprowadzenie ustawy o obszarach metropolitalnych. An institution aiming to coordinate activities of these institutions are county Councils for Safety and Order. The aim of this article is to present how they function and how they fulfil their obligations stemming from Art. 38a and 38b governing the abovementioned Councils in Kuyavian-Pomeranian Voivodeship.

The aim of this paper is to present intergovernmental relation (IGR) during the first and second wave of COVID-19. In order to do this Central and Self-Government Common Commission (CSGCC) and national local government associations were taken into consideration. In conclusion it is said that during the first wave centralize approach towards the IGR was apparent, however, in the second wave it evolved toward more multilevel relations.

The aim of this paper is to present the way local security is organised and managed in the context of its functioning as part of Poland's internal security. It is concluded by indication of future directions of the development of security management.

By using the available instruments of incorporation as well as the published information on the activities of the metropolitan associations, the author analysed in what legal form these entities function, what is their subject, what are the instruments of activity and the sources of funding of the indicated associations (stowarzyszenia).

Objective: New public governance is one of the most popular paradigms in public administration ma... more Objective: New public governance is one of the most popular paradigms in public administration management. The aim of this article is to examine the co-production of public services, which is gaining interest in many European countries, including Poland, and to find out how co-production is defined, what the reasons to pay attention to this tool are, how we can distinguish between different models of co-production and, last but not least, what the possibilities and drawbacks of introducing it into practice are. Research Design & Methods: The article is a literature review based on the most important public management journals. Findings: In conclusion, the author shows new ways of defining co-production and presents a proposal for further research strategies for the co-production of public services. Implications / Recommendations: The meaning of co-production of public services has varied over the last few years due to the fact that various new elements have emerged. Therefore there is still a huge field, to cover such as conducting research about the use of social media in the co-production of public services. Contribution / Value Added: The most recent literature review about co-production was conducted by Vooberg in 2014. As a result, this article refreshes the knowledge about it and proposes a new research agenda for the future.

Co-production of public services is an increasingly popular tool in public management, although i... more Co-production of public services is an increasingly popular tool in public management, although it is still a new phenomenon in Poland. Despite the attention researchers give to co-production, some significant gaps remain. In this article, author attempts to examine the legal possibility of implementing co-production by the Polish local government by local initiative and Solecki Fund. The article aims to examine how major Polish cities gathered in Union in Polish Metropolises used local initiatives. The next step in research is to find out how Solecki Fund is spread among rural areas according to statistical data. It is proved that only a handful of local governments in Poland are truly engaged in co-production. However, Solecki Fund can be shown as an excellent example of citizens' engagement. It is presented a possible agenda on what can be done to make co-production more popular and used on a regular basis not only in metropolitan but also rural areas.

The last decades have been a time of dynamic changes in the scope of public management tools, as ... more The last decades have been a time of dynamic changes in the scope of public management tools, as well as a gradual increase in the participation of citizens at every stage of public decision-making. That is why application of ICT tools in practice of public policy implementation is currently a popular direction of public administration development. The aim of the PRZEGLĄD PRAWA KONSTYTUCYJNEGO 2023/1 article is to analyse how this postulate is implemented on the example of Polish participatory budgets. On the basis of quantitative research the authors have analysed participatory budgets that function in towns with powiat rights. In the conclusions it is stated that ICT are applied only partially within the public policy environment and are used to popularise participatory budgets and to facilitate the process of voting for the submitted propositions. Streszczenie Budżet obywatelski jako sposób na rozwój e-demokracji czy jedynie narzędzie do głosowania? Ostatnie dekady to czas dynamicznych zmian w zakresie narzędzi zarządzania publicznego, jak również stopniowego zwiększania udziału obywateli na każdym etapie decydowania publicznego. Dlatego też wykorzystanie narzędzi ICT w praktyce realizacji polityk publicznych jest obecnie często wskazywanym kierunkiem rozwoju administracji publicznej. Celem artykułu jest zbadanie na ile ten postulat jest realizowany na przykładzie funkcjonujących w Polsce budżetów obywatelskich. Autorzy, na podstawie empirycznych badań ilościowych, zbadali budżety obywatelskie, działające w miastach na prawa powiatu. W konkluzji stwierdzono, że narzędzia ICT znajdują jedynie częściowe zastosowanie w kole polityki publicznej i służą celom popularyzacji b. o. i wprowadzenia ułatwień w procesie wyboru zgłoszonych wniosków.

Objectives: The public sector has been subjected to financial pressure. One of the tools to impro... more Objectives: The public sector has been subjected to financial pressure. One of the tools to improve the environment of the public sector entities and introduce greater management flexibility in governance is establishing Shared Services Centres (SSCs). Research: The article presents a case study regarding the implementation process and the effectiveness assessment of this solution based on the example of the city of Toruń. Research Design & Methods: The paper provides a case study of SSC of the city of Toruń. Findings: Based on the results, it can be concluded that the key barrier to the implementation of SSCs as the innovation tool of public management is the lack of understanding of business management tools among directors of public sector units that were not involved in the issue of management efficiency. Implications / Recommendations: What appears to be the most challenging is the sociological factor that matters in terms of SSCs implementation. Social capital of the units' directors, trust, and reciprocity is much more important than institutional arrangements. Contribution / Value Added: The paper shows the first evaluation of SSC in local government in Poland based on a case study. It is believed that this approach might be very fruitful for further theoretical research and practical implementation.

International cooperation of cities is a crucial part of multi-level governance, yet, nowadays, i... more International cooperation of cities is a crucial part of multi-level governance, yet, nowadays, it is facing new challenges, such as the pandemic or the growing role of populist movements, not to mention the war in Ukraine. The research goal of the paper is to determine what drives cities to participate in the Pact of Free Cities and what the perspectives of such an enterprise are. To reach this goal, the authors attempt to answer questions regarding the Pact’s intentions, methods of achieving its objectives and chances to do so, possible EU interest in this kind of initiative, and chances that other cities will be inspired to follow. Do cities want to bypass governments, or are there other reasons for establishing such cooperation? This exploratory case study aims to show a new form of city cooperation introduced by the Pact of Free Cities initiative.
