Send comments regarding this burden estimate or any other aspect of this collection of information, including suggestions for reducing this burden, to Washington Headquarters Services, Directorate for Information Operations and Reports, 1215 Jefferson Davis Highway, Suite 1204, Arlington VA 22202-4302. Yet, groupthink is often incorrect and this may be the case regarding the terrorist threat as well. Without doubt, the 11 September 2001 attacks on New York City and Washington, D.C. were horrific, but they have become an ‘‘anchoring’’ event in a psychological sense through which all subsequent perceptions and events

The spread of infectious diseases results from both human behavior such as lifestyle choices, land-use patterns, increased trade and travel, and inappropriate use of antibiotic drugs, as well as mutations in pathogens. These excerpts from a January 2000 National Intelligence Estimate highlight the rising global health threat of new and reemerging infectious diseases. The National Intelligence Council argues that the infectious disease threat will complicate US and global security over the next 20 years. These diseases will endanger US citizens at home and abroad, threaten US armed forces deployed overseas, and exacerbate social and political instability in key countries and regions in which the US has significant interests, according to the report.

"Global Trends 2015" examined the broad features of the changing security environment and identified key global drivers and their likely impact over the next 15 years. Migration will move higher on the policy agendas of many countries -- including the United States -- as new waves of legal and illegal migrants, asylum-seekers, and refugees flee poverty, conflict, and persecution in their native lands. The latest U.S. census underscored this trend in the United States, and it is undoubtedly taking place elsewhere as well.
