Animal spirits in modern economics has a specific meaning; it refers to the restless and inconsis... more Animal spirits in modern economics has a specific meaning; it refers to the restless and inconsistent element in the economy as well as the peculiar relation- ship people have with ambiguity and uncertainty, which tends to lead to paralysis or incredible confidence and energy in decision-making and risk taking. Animal spirits have also been used to explain peaceful periods and instability or interpret track re- cords of success and periods of disarray or spectacular failure, high levels of trust and confidence or extreme pessimism and distrust. Willingness to undertake extreme ef- fort or self-sacrifice to get things done is another expression of animal spirits, which can again go in the opposite direction with people shirking responsibilities, and prac- ticing generalized selfishness or individualism. Such behaviours can have visible ef- fects on the performance of public agencies or civil service agencies, in the behaviour of leaders in the public or private sector, or in the econ...
The paper provides an empirical analysis of the demand for money function in Uganda. It argues th... more The paper provides an empirical analysis of the demand for money function in Uganda. It argues that monetary policy: based on monetarist views of the dynamics of a less developed economy is, to say the least, ineffective in regulating the economy. An error correction model is used to examine the character of the demand for money – in particular if it is stable in order for traditional monetary policy to be effective. The evidence on Uganda suggests that the demand for money function is unstable and hence, monetary policy needs to be used in conjunction with other policies to achieve the goal of economic stabilisation and adjustment.

An urgent question demanding our attention therefore is: what are the levels of access to sources of local market finance for infrastructure development in Africa? It brings to our attention the state of infrastructure access in the continent with a special focus on constraints to infrastructure development in Africa. The Chapter then discusses innovative local sources of infrastructure finance in the continent alongside some of the constraints and solutions to a major source that the African Development Bank has emphasized lately—infrastructure bond. The other question to be answered therefore is: given the constraints and opportunities, what is the role of the African Development Bank?
