We construct a New Keynesian Phillips curve (NKPC) in which the inflation fundamental is nominal ... more We construct a New Keynesian Phillips curve (NKPC) in which the inflation fundamental is nominal unit labor costs. This NKPC yields estimates of the fraction of price constrained firms consistent with previous studies. Although the NKPC predicts permanent shocks dominate price level movements at all horizons, our estimated NKPC explains over half of price level fluctuations with permanent shocks only at a three year horizon. We develop monetary business cycle models which contain different combinations of nominal and real rigidities to study this puzzle. Monte Carlo experiments indicate labor market search together with flexible prices replicate the empirical NKPC predictions. Models with sticky-prices are at odds with these observations. Thus, real rigidities in the labor market matter more for economically important monetary non-neutralities than do sticky prices.

This paper examines changes in the distribution of men’s earnings over 1979-1990. The paper emplo... more This paper examines changes in the distribution of men’s earnings over 1979-1990. The paper employs two recent methodological innovations regarding distributional inferences: social welfare ranking criteria based on stochastic dominance principles and statistical inference procedures. The relative importance of cyclical versus trend factors over the 1980s is identified. Using annual CPS microdata, it is found that (1) we can rank in terms of social welfare changes each year’s change in earnings distribution based simply on first-order stochastic dominance with a significant reduction in social welfare judged to have occurred over the decade; (2) highly significant trend and cyclical effects are identified with separate polarizing effects on the earnings distribution; and (3) while cyclical effects are quite dramatic toward the lower end of the distribution (and among the less educated and young workers), a marked trend emerges over the entire distribution that indicated progressively widening skill differentials.

The Supreme Court’s decision in Weber v Ontario Hydro notably expanded the scope of labour arbitr... more The Supreme Court’s decision in Weber v Ontario Hydro notably expanded the scope of labour arbitral jurisdiction in Canada. The scope of this expanded jurisdiction was ambiguous and included issues that were arguably complex and outside of the core expertise of arbitrators. For these reasons, some have identified Weber as a cause of increased in delays in the arbitral system. We contend that this is likely not the case. We present results from a comprehensive statistical study of the relationship between issues added to arbitral jurisdiction by the Weber decision and the time elapsed at each stage of the arbitration process. Our results show that the subject matter jurisdiction added by Weber has had little or no impact on efficiency or delay in the arbitral system. Weber-related issues were neither frequent nor likely to be a cause of delay.

Distribution-free techniques of statistical inference are developed for the cumulative coefficien... more Distribution-free techniques of statistical inference are developed for the cumulative coefficients of variation of an income distribution, thus allowing one to test for inequality dominance when Lorenz curves cross. The full covariance structure of the cumulative sample means and variances is worked out. As an illustration, the procedures are applied to the 1984 and 1990 earnings distributions of male paid workers in the United States, and it is found that the 1990 distribution was significantly less unequal than the 1984 distribution.
