By examining these two extreme paths of saving the worldthe opposite ends of the spectrum he called themhe brought out the special characteristics of each. A similar effort with regard to gurus and bureaucrats helps to clarify the foundation of the enduring bureaucratic system. In this article, some of the characteristics of a guru are described and then compared with those of the bureaucrat.

First, the role of the state in Quebec has evolved in much the same way as it has in other western states, but there are special features because of the strong desire of governments for provincial autonomy and the position of the Catholic church. Second, while Quebec gradually developed a bureaucratic administration, administrative reform did not follow automatically on the growth of government activity. Third, the position of civil servants in the political system was relatively weak uutil collective bargaining and a new technocratic elite were introduced in the 1960s.
