Dans l'Athènes du V e siècle avant notre ère, période pendant laquelle furent jouées les oeuvres que Ton jugea bon de regrouper sous le vocable de comédie ancienne, dès l'Antiquité 2 , les représentations comiques ne sont rien moins qu'officielles. Elles sont intégrées au déroulement de fêtes religieuses, les Lénéennes ou les Grandes Dionysies, et, partant, à des manifestations civiques, car, dans les cités grecques de l'époque classique, il y a identité de la communauté politique et de la communauté religieuse. En effet, aucune habilitation spéciale, du type du baptême catholique, sinon l'appartenance au groupe socio-politique, n'y est nécessaire pour participer, ou même officier 3 aux manifestations religieuses. Inversement, tout acte politique comporte son rituel: une assemblée, un conseil, un tribunal, n'abordent pas leurs activités sans un sacrifice liminaire, une armée ne part pas en campagne, n'engage pas le combat, sans que certains rites aient été accomplis 4. The governance structure as described in the project charter consists of a Steering Committee (se... more The governance structure as described in the project charter consists of a Steering Committee (senior management representatives from across the organization), a Project Steering Committee (operational management representation and chaired by SC members), and a set of project and business leads for each sub-project. − The Steering Committee role is to set the scope of the AMICAN/TDR project and to allocate the resources. − The Committee shifted direction in fall 2006 by integrating the TDR and AMICAN projects. The TDR governance structure initially was not as smooth as AMICAN-did not have enough governance / oversight earlier. SC members interviewed now feel more comfortable with the new management structure in place. − Currently the information received by the committee is sufficient and accurate enough to make decisions. Progress, risk and budget issues are clear, issues and crises are handled well and fixes are found rapidly. A risk register is in place and the SC is presented with the issues and related PRC recommendations. − Members feel consulted and have adequate opportunity to provide input, any potential issues are communicated beforehand before the PRC, lobbying and consultation are done before each meeting and thus no one is blindsided with an issue they did not anticipate. The AMICAN / TDR governance structure and process overall is well organized and is in line with recommended best practices. AMICAN and TDR both arose out of the Transition initiatives bringing the Library and the Archives together. AMICAN was first to push ahead and has developed a sound governance model. Partly as a result, TDR was moved under its umbrella despite the fact that some feel it doesn't really fit with the AMICAN mandate. − LAC management must be aware of change to scope and mandate, and be willing to adapt to new situations as they arise. This could include scoping back on some aspects of AMICAN/TDR to ensure the project can actually achieve goals. − The risk that the governance of AMICAN has become unwieldy as a result of the amalgamation of projects is a risk that management must be sensitive to. Ensuring the governance can play the role specified will mitigate this risk.

Bibliothèque et Archives nationales du Québec (known by its acronym, BAnQ) is a relative newcomer... more Bibliothèque et Archives nationales du Québec (known by its acronym, BAnQ) is a relative newcomer to the city and is in many respects unique, at least among the library and information community. Born from the successive merging of three institutions, it inherited their respective mandates that would form the heart of its mission: the mandates of a national library, national archives and public library. There can be no doubt that this merger was central to the institution’s originality and forms the basis of its innovative initiatives. A Québec government corporation under Québec’s Ministry of Culture and Communications (ministère de la Culture et des Communications du Québec), BAnQ’s three-fold mission is to acquire, permanently preserve and promote Québec’s heritage materials. Among other similar Canadian provincial institutions, it is the only one that has the mandate of a national library, while Library and Archives Canada fulfills that role for the country as a whole.
