This paper proposes and empirically validates a stages of growth model for the evolution of Infor... more This paper proposes and empirically validates a stages of growth model for the evolution of Information Systems Planning (ISP). A questionnaire survey of senior IS executives is used to gather information pertaining to the stages of growth model, which includes measurement of the nature and level of integration between business planning (BP) and ISP. The del test is used to validate empirically benchmark variables for each stage of BP-ISP integration. The results support the stages of growth model of BP-ISP integration and the benchmark variables are generally found to be successful in predicting the stage of integration.

ABSTRACT Interoperability has been discussed and studied for more than a decade. While early disc... more ABSTRACT Interoperability has been discussed and studied for more than a decade. While early discussions were very conceptual, interoperability is increasingly seen as one of the key enablers of the promised benefits from eGovernment. Consequently, and not surprisingly, a considerable amount of research has been published related to interoperability. However, a conceptual model of the interoperability domain is currently missing. We thus propose such a model based on an extensive review of a subset of the eGovernment literature published in highly ranked information systems, public administration and eGovernment journals. The model outlines and discusses actors, activities, contextual factors, effects and evaluation related to interoperability. The resulting framework can be used as a common reference to assist in the development of cumulative research related to interoperability.

Benchmark variables for each stage are suggested. As development practices of eGovernment gradually mature, there appears to be an increasing focus... more As development practices of eGovernment gradually mature, there appears to be an increasing focus on documentation of innovation processes and documentation of realized benefits. Although research on benefits realization provides some guidance to these issues, there is a lack of empirical research to validate central tenets in the literature and to provide the level of detail necessary to understand the impact benefits realization practices can have on organizations. To address these issues, we carried out an in-depth longitudinal case study of a large-scale benefits realization effort in Norway. Institutional theory was used to analyze the organizational impact. Our findings show that the work with benefits realization has had considerable organizational impact that is seen as positive for the realization of benefits. However, important issues such as stakeholder engagement and governance still need to be further addressed. Our study provides new insights concerning benefits realization processes in government and a theoretical perspective that can be further developed.

ABSTRACT This paper is concerned with maturity in e-government interoperability. Based on the sta... more ABSTRACT This paper is concerned with maturity in e-government interoperability. Based on the stage hypothesis model of growth, a framework to analyze and predict e-government interoperability is presented. Lessons learned from the experience of the government sector in Norway are useful for analysing the stages of growth, dominant problems at each stage, and evolutionary path. Using the organisational, semantic and technical parameters of the framework, benchmarks applicable for each stage are applied to the case studies from the government sector in Norway. This exploratory research describes the utility of the analytical framework, as well as benefits derived from improved e-government interoperability.

ABSTRACT Purpose – The purpose of this empirical study of financial crime in business organizatio... more ABSTRACT Purpose – The purpose of this empirical study of financial crime in business organizations is to create insights into management competence, applications of information technology and use of information sources to combat financial crime. Design/methodology/approach – This empirical research was carried out by a web-based questionnaire combined with a letter to the largest business organizations in Norway. Findings – Executives demonstrate competence in crime prevention by introducing control mechanisms and reporting routines. However, when suspicion of crime occurs, executives are not competent in carrying out interviews, investigate documents and find electronic evidence. Practical implications – Executives need to focus less on routines and regulations and more on information sources and knowledge management. Originality/value – Both descriptive statistics as well as correlation analysis in this paper provide new insights into the extent of financial crime, as well as competence, information sources and systems in a developed economy such as Norway.

The aim of this exploratory case study was to develop an understanding of mechanisms used to facilitate knowledge transfer. We identify five shipbuilding phases as scoping, specification, negotiation, construction, and acceptance testing. Further we identify the important role of experienced sailing officers in knowledge transfer between ship owner, shipyard, and the shipbuilding project. The original value of the paper is the use of knowledge management theory to extend the scientific research and theory of shipbuilding and to inform project managers on knowledge transfer mechanisms.

White-collar criminals are individuals who tend to be wealthy, highly educated, and socially connected, and they are typically employed by and in legitimate organizations. This article presents a stage of growth model for knowledge management systems to support investigation and prevention of white-collar crime in business organizations. The four stages are labelled investigator-to-technology, investigator-to-investigator, investigator-to-information and investigator-to-application, respectively.
