The German trunk roads network has around 13,000 km of federal motorways and around 39,000 km of federal highways. For those reasons, infrastructure projects are significantly important. Despite their significance, infrastructure projects have been characterized by negative aspects like cost overruns and time delays. This results in disagreement amongst the project participants. Traditionally, design and construction phase are strictly separate, which makes communication and exchange of information between project involved parties difficult. The owner contracts separately with designers and contractors. The design team is retained to deliver complete design documents used as the basis of a competitive bidding process.
