The paper shares experiences of the transformation that resulted when workers had access to skill... more The paper shares experiences of the transformation that resulted when workers had access to skills and knowledge of collaborative engagement. Community life deals with diversity. It is where the impact of disaggregated decisions impact. This challenging and complex work benefits from skilled practitioners able to provide access to resources of regional Universities. The current shift in Emergency Management from recovery to resilience highlights the international need for this sector to move from a fragmented to a transferable and accredited qualification.

This paper shows how Multi-Topology (MT) routing is used to maintain three different network topo... more This paper shows how Multi-Topology (MT) routing is used to maintain three different network topologies in the heterogeneous land mobile network architecture used in the Coalition Network for Secure Information Sharing (CoNSIS) project. The topologies are each associated with one or more quality of service (QoS) classes to provide differentiated QoS in this disadvantaged grid. A proposal for how to connect a Multi-Topology routing protocol to adjacent Single-Topology (ST) interior gateway protocols and exterior gateway protocols is also given.
