Izlaganje sa znanstvenog skupa Promjene koje u komunikaciji medu ljudima, a time i u obliku pisan... more Izlaganje sa znanstvenog skupa Promjene koje u komunikaciji medu ljudima, a time i u obliku pisanih dokumenata, izazivaju informatičke tehnologije, čini aktualnim pitanje o sadržaju djelatnosti arhivske struke. Osnova te djelatnostije upravljanje spisima tijekom čitava njihova zivotnog ciklusa teje stoga mlzno jasno razumjeti što je spis, odnosno dokument i što ga razlikuje od drugih oblika informacija. Arhivistićka literatura poznaje dva različita tipa definicije dokumenta: pravni i teorijski. U članku se opisuju dva pristupa definiranju elektroničkih dokumenata u kontekstu istrazivačkih projekata u posljednje vrijeme: jedan koji definiciju izvodi iz poslovnih transakcija, i drugi, s uporištem u diplomatici, koji polazi od tradicionalne definicije arhivskog dokumenta, pri čemu se specifičnost elektroničkog dokumenta vidi ufizičkoj odvojenosti teksta i kontekstualnih podataka. Iz definicije isvojstava dokumenta izvode se ijill1kcionalni zahtjevi sustava za upravljanje spisima i dokumentima. Ključne riječi: elektronički dokumenti, arhivsko gradivo, upravljanje spisima Uvod Da sc bitka na Maratonskome polju dogodila u današnje vrijeme, ne bi bilo maratona na Olimpijskim igrama. Poruka o pobjedi Grka nad Perzijancima bi sc mogla poslati e-mailom i proslijediti Internetom svim atenskim građanima. A ja ne vjerujem da bi slanje e-mail poruka ikada moglo postati olimpijskim sportom.

Between 1978 and 1981 Archives and manuscripts published a series of articles 'Archives and a... more Between 1978 and 1981 Archives and manuscripts published a series of articles 'Archives and administrative change: some methods and approaches', written by a consortium of authors under the direction of Peter J Scott. The articles became a landmark in Australian archival thinking. Scott and his co-authors are the founding fathers of the Commonwealth Record Series (CRS) System and forerunners of the Records Continuum. Twelve years before, in 1966, Peter Scott had written a most provocative essay, 'The record group concept: a case for abandonment', in which he undermined the Schellenbergian cornerstone of North American archival theory and practice. Despite the fact that the essay was published in The American archivist, little response came from North American archivists, with just one nottoo- convincing letter to the editor by Meyer Fishbein, to which Scott responded in the next issue. In 1966 the Commonwealth Archives had already abandoned the record group concept and converted to the CRS System. Peter Horsman has over 20 years experience in archives. He began his career at the municipal arch... more Peter Horsman has over 20 years experience in archives. He began his career at the municipal archives of Dordrecht. Since 1981 he has worked with the Netherlands State Archives where, in particular, he has been involved in the development of automation policies. From 1991 to 1997 he was director of the State Archives Information Policies Department. Currently he works with the Netherlands Archives School where he teaches electronic recordkeeping for the University of Amsterdam. lie wrote his Masters thesis on the application of knowledge technology and knowledge management in archival appraisal. He is currently preparing a doctoral dissertation on recordkeeping systems. Since 1988 he has been a member of the successive International Council on Archives automation committees (initially as a corresponding member, and, from 1992 as chairperson). In the committee he is particularly involved in the development of a data model supporting the ISAD and ISAAR standards. One of the basic concepts propounded by the Manual for Arrangement and Description by Muller, Feith and Fruin-and probably the one most criticised and misunderstood-is the Respect of the Original Order. The Manual focuses on a logical order rather than on the original physical arrangement. In particular, Muller did not attach great importance to the work of the originating secretaries. For him and his colleagues the binding of the records with the administrative function, not the way that the records were stored, was the predominant consideration. This opinion, however true, may be considered somewhat limited. Often the physical arrangement demonstrates how the creator used its records-or did not use them. La gestion de documents aux Pays-Bas se métamorphose à la suite de changements politiques et admi... more La gestion de documents aux Pays-Bas se métamorphose à la suite de changements politiques et administratifs qui s'enclenchent en 1795. Les changements proviennent en bonne partie de l'influence des pratiques françaises, durant la période où le pays se trouve sous contrôle français. Toutefois, les pratiques traditionnelles en matière de gestion des documents survivent et se combinent aux pratiques françaises. Les administrations locales, comme celle de la ville de Dordrecht, semblent avoir échappé à l'influence française directe sur leur gestion de documents. Toutefois, l'importance croissante des écritures renforce la bureaucratie, qui impose ses règles aux élites politiques locales, comme le conseil de ville et le comité des bourgmestres et échevins. Le cas de Dordrecht montre comment la gestion de documents s'éloigne des processus de prise de décision pour devenir une spécialité bureaucratique, qui répond aux besoins de la bureaucratie plutôt qu'à ceux des décideurs politiques. ABSTRACT Initiated by political and administrative changes that started in 1795, record-keeping in the Netherlands underwent a metamorphosis. The alterations were greatly influenced by French practices during the period that the country was under French control and administration. However, many of the traditional record-keeping methods were preserved and mixed with the French practices. Local administrations, like those of the town of Dordrecht, seem largely to have escaped from French influence on their record-keeping. However, increasing paperwork enforced bureaucracy, and the bureaucracy imposed its administrative rules on the local political hierarchy, such as the city council and the committee of burgomaster and aldermen. The Dordrecht case study demonstrates how record-keeping moved from the primary process of decision making to become a bureaucratic specialty, which met the requirements of the bureaucracy itself rather than those of the political decision makers. The beginning of the twentieth century witnessed the birth of a formal record-keeping system, controlled by a specialized registry.

Les racines de ce principe semblent être dans le respect des fonds, exprimé en France en 1841, mais elles remontent en fait encore plus loin et manquent à l'origine de tout fondement théorique. La diversité des pratiques administratives dans les traditions européennes n'a pas contribué à un réel consensus, tant pour la définition du fonds, que pour la question de savoir si l'ordre primitif des documents doit être préservé ou restoré. Dans les pays où la tradition du registre central existe, les archivistes ont tendance à respecter l'ordre original alors qu'ailleurs, les archivistes le trouve encombrant. Mais même le fonds comme entité à respecter est remis en cause, puisque les changements administratifs brouillent souvent ses limites. Pourquoi les archivistes à travers le monde tentent-ils de respecter un concept ou une situation qui pose tant de problèmes? Digital archives are both different from and similar to their analogue equivalents. An archive se... more Digital archives are both different from and similar to their analogue equivalents. An archive service is required to provide for the preservation needs of both. This article describes the steps taken towards building an e-depot at the Stadsarchief Rotterdam (Rotterdam City Archives), a tale from which lessons can be learnt. We attempt to bring these lessons together in the form of a description of an approach methodology. We present an overview of aspects which must be considered when building an e-depot: its design and development. A single method for building-or rather, developing-such a facility does not exist, therefore a number of options are presented. In 2004, Rotterdam City Archives (pictured below) took the first modest steps towards an electronic repository (e-depot) for the durable storage of digitized and born-digital documents. The Rotterdam case shows that there, at least, a clear and previously exactly defined method did not exist. Instead, it resembled a journey of discovery in which management and employees ventured into previously uncharted territory looking for a solution

When an American talks about "records" and an Englishman about "archives," should the difference best be postponed? Or, alternatively, would we, to quote Sir Hilary Jenkinson, be "flirting (I hope not) with Dr. Schellenberg and his arbitrary distinction between Records and Ar~hives?'~ This is a simple example, and concerns only the Tower of Babel of the archivists. How can we as a profession communicate with, for example, IT people, librarians, and museum curators, who understand the term "record" differently? Postpone the difference? Or try to achieve terminological uniformity? That was the fantasy of Herman Hardenberg, rapporteur to the second International Congress on Archives (1953). He was, however, restrained by the scepticism of Sir Hilary and Robert-Henri Bautier. In an attempt to solve the current and future problems in electronic recordkeeping the Dutch gove... more In an attempt to solve the current and future problems in electronic recordkeeping the Dutch government, namely the Minister of the Interior, and the Minister of Culture, established a nation wide program: Digital Longevity (Digitale Duurzaamheid). The program is run by a bureau, staffed by consultants from the ministry of the Interior, the National Archives, and a province. By various means the bureau creates awareness at the political and senior management levels, develops policies for electronic recordkeeping, and supports implementation. The program contributes to the developing of theories in the area, supports research, and cooperates in education and training. Via pilot projects the consultants keep in touch with record creating organizations. As an opus magnum the program works on a generic design of a recordkeeping system, including a structured definition of recordkeeping functional requirements.

Mas o que esse princípio significa e como deve ser interpretado? É amplamente aceito pela comunidade arquivística que um fundo de arquivo deve ser mantido como um todo, no entanto, a interpretação de que o arranjo original deve ser preservado, e eventualmente reconstituído, está aberta ao debate. Este artigo explica os principais argumentos para esse debate e apresenta novas interpretações para os arquivos criados no século XX, propiciando uma reflexão atual também no que concerne aos documentos arquivísticos produzidos em ambiente digital, afirmando que o princípio é sobre o respeito ao contexto de criação e arquivamento.

In 2004, Rotterdam City Archives (pictured below) took the first modest steps towards an electronic repository (e-depot) for the durable storage of digitized and born-digital documents. The Rotterdam case shows that there, at least, a clear and previously exactly defined method did not exist. Instead, it resembled a journey of discovery in which management and employees ventured into previously uncharted territory looking for a solution

And so, by postponing the difference between the Roman and the Rooshan Empire, Mr. Wegg came out of his disadvantage, as Charles Dickens describes in Our Mutual Friend.2 Should we postpone and conceal the differences in our discourse on the nature and administration of records and archives? When an American talks about "records" and an Englishman about "archives," should the difference best be postponed? Or, alternatively, would we, to quote Sir Hilary Jenkinson, be "flirting (I hope not) with Dr. Schellenberg and his arbitrary distinction between Records and Ar~hives?'~ This is a simple example, and concerns only the Tower of Babel of the archivists. How can we as a profession communicate with, for example, IT people, librarians, and museum curators, who understand the term "record" differently? Postpone the difference? Or try to achieve terminological uniformity? That was the fantasy of Herman Hardenberg, rapporteur to the second International Congress on Archives (1953). He was, however, restrained by the scepticism of Sir Hilary and Robert-Henri Bautier. In an attempt to solve the current and future problems in electronic recordkeeping the Dutch gove... more In an attempt to solve the current and future problems in electronic recordkeeping the Dutch government, namely the Minister of the Interior, and the Minister of Culture, established a nation wide program: Digital Longevity (Digitale Duurzaamheid). The program is run by a bureau, staffed by consultants from the ministry of the Interior, the National Archives, and a province. By various means the bureau creates awareness at the political and senior management levels, develops policies for electronic recordkeeping, and supports implementation. The program contributes to the developing of theories in the area, supports research, and cooperates in education and training. Via pilot projects the consultants keep in touch with record creating organizations. As an opus magnum the program works on a generic design of a recordkeeping system, including a structured definition of recordkeeping functional requirements.

Mas o que esse princípio significa e como deve ser interpretado? É amplamente aceito pela comunidade arquivística que um fundo de arquivo deve ser mantido como um todo, no entanto, a interpretação de que o arranjo original deve ser preservado, e eventualmente reconstituído, está aberta ao debate. Este artigo explica os principais argumentos para esse debate e apresenta novas interpretações para os arquivos criados no século XX, propiciando uma reflexão atual também no que concerne aos documentos arquivísticos produzidos em ambiente digital, afirmando que o princípio é sobre o respeito ao contexto de criação e arquivamento.

Izlaganje sa znanstvenog skupa Promjene koje u komunikaciji medu ljudima, a time i u obliku pisan... more Izlaganje sa znanstvenog skupa Promjene koje u komunikaciji medu ljudima, a time i u obliku pisanih dokumenata, izazivaju informatičke tehnologije, čini aktualnim pitanje o sadržaju djelatnosti arhivske struke. Osnova te djelatnostije upravljanje spisima tijekom čitava njihova zivotnog ciklusa teje stoga mlzno jasno razumjeti što je spis, odnosno dokument i što ga razlikuje od drugih oblika informacija. Arhivistićka literatura poznaje dva različita tipa definicije dokumenta: pravni i teorijski. U članku se opisuju dva pristupa definiranju elektroničkih dokumenata u kontekstu istrazivačkih projekata u posljednje vrijeme: jedan koji definiciju izvodi iz poslovnih transakcija, i drugi, s uporištem u diplomatici, koji polazi od tradicionalne definicije arhivskog dokumenta, pri čemu se specifičnost elektroničkog dokumenta vidi ufizičkoj odvojenosti teksta i kontekstualnih podataka. Iz definicije isvojstava dokumenta izvode se ijill1kcionalni zahtjevi sustava za upravljanje spisima i dokumentima. Ključne riječi: elektronički dokumenti, arhivsko gradivo, upravljanje spisima Uvod Da sc bitka na Maratonskome polju dogodila u današnje vrijeme, ne bi bilo maratona na Olimpijskim igrama. Poruka o pobjedi Grka nad Perzijancima bi sc mogla poslati e-mailom i proslijediti Internetom svim atenskim građanima. A ja ne vjerujem da bi slanje e-mail poruka ikada moglo postati olimpijskim sportom.
