The design and management of social and economic systems, which are not coordinated with the poss... more The design and management of social and economic systems, which are not coordinated with the possibilities of the natural environment, its reproductive capacity and the laws of nature, have created such trends, the effects of which neither the planet nor its inhabitants can withstand for a long time. Without management and outside of management, it is fundamentally impossible to move into a new quality and ensure sustainable development in the long term, covering the system of cycles-crises of modern world civilization. The purpose of this article is to describe a multi-level model for designing (planning) and managing the sustainable development of socioeconomic objects in the invariant coordinates' system using power (energy) units of measures. The novelty of the approach lies in the fact that, based on the analysis of socioeconomic, technical and environmental factors that determine the sustainable development, natural science meters are determined, reduced to universal power unit of measurement in systems that are open at the input and output in terms of energy. Within the framework of the proposed design model, the data of the Central Statistical Office of the EU, the World Bank and the United Nations Organization database were used for calculations. The main results presented in the article were calculated and primary interpreted for Latvia. Latvia's situation in the period 2008-2019 can be characterized as unsustainable development, and if it continues, it would mean long-term stagnation and further degradation.

The proposed framework has been developed for local government of Kuldiga District in Kurzeme Region, Latvia. The combined modelling framework is considered as an invaluable tool in assisting decision-makers in development planning allowing evaluation of alternative scenarios and planning options.

It is with this situation that the world community has faced, feeling the consequences of earlier decisions. It is natural to raise the question: why, despite enormous efforts, it is not possible to reverse the negative trends and ensure the transition to sustainable development of the world community. In order for the criteria of sustainable development to meet these requirements, it is necessary to determine the main governing laws and find a way to measure different quality social, natural processes and resource flows in stable and universal units of measurement (measures). The article investigates sustainable development from the holistic perspective, taking into accou... more The article investigates sustainable development from the holistic perspective, taking into account the complex nature of the world and the dynamism of the socioeconomic systems. The study is interdisciplinary, as it addresses the issues of economics, mathematics and physics with the main focus on the modern perspective of sustainable development offered in the field of education. The article focuses on key questions concerning the expansion of the educational processes and deepening of ideas and knowledge about the dynamism and diversity of the planetary system. The holistic approach implies the interaction of various nonlinear features that have been used in the paper to build a mental model and a causal relationship schema. The understanding of the interaction of energy flows in socioeconomic systems has been used by the authors to explain the underlying connection of various processes. The authors of the article propose a systemic dynamic model of sustainability, which can open up an understanding of some of the reasons for changes in the potential of the industrial sector. Modeling results have been obtained and interpreted using historical USA statistical data from 1949 to 2019. In the article, the authors reveal the relationship between nature, society and human from the point of view of promising and methodological approaches of the "new" and "old" world. The diversity of experiences makes it possible to question the dominant approaches of traditional teaching in education. This creates the need to look for new foundations that can promote the development of more sustainable learning for the future.

Kaut gan Latvija pamatojas uz ilgtspējīgas attīstības principiem, joprojām ir iegūti relatīvi maz teorētisku un praktisku rezultātu ilgtspējīgas attīstības pētījumu jomā. Tādējādi veiktais darbs iezīmē jaunu sistēmu dinamikas pētījumu un praktiskā pielietojuma virzienu Latvijas telpiskajā un reģionālajā plānošanā. Spatial planning deals with land use issues forming the basis for high quality living environments and sustainable development. This paper analyses the capabilities of simulation models in the area of spatial planning for training and practice processes in Latvia. On the basis of this analysis a multi-scale, spatially explicit, dynamic modelling framework for local government is developed.

ABSTRACT The comprehensive monitoring technology for complex natural-technical objects inducing h... more ABSTRACT The comprehensive monitoring technology for complex natural-technical objects inducing high risk of technogenic accidents in the case of malfunction is considered. Nuclear power stations, hydroelectric power stations, chemical production, etc. are the afford examples of such objects. The new intelligent monitoring technology (IMT) developed is based on interdisciplinary methodology of creation and application of any information technology. Unlike existing systems, the IMT is universal, it includes the combined methods and algorithms of decision making in various classes of monitoring problems, forecasting and safety control of complex objects regardless to their appointment. The article presents the basic setup and expected results of joint work St. Petersburg Institute for Informatics and Automation of the Russian Academy of Sciences (Russia) and Riga Technical University (Latvia).
