With the growing emphasis on mentoring in educational systems, mentoring is viewed as a critical ... more With the growing emphasis on mentoring in educational systems, mentoring is viewed as a critical support mechanism for enhancing teaching practices, especially for novice teachers. This study examines the effect of mentoring in enhancing teachers ‘effectiveness, especially focusing on pedagogical content knowledge, classroom management skills, and professional development and growth among primary school teachers in Plateau State, Nigeria. The research adopts a descriptive survey design to assess the impact of mentoring programme on primary school teachers in Plateau State. The population consisted of 15,790 teachers across various primary schools in Plateau State and was selected using stratified random sampling techniques to ensure representation across different educational authorities. Data were collected through structured questionnaires designed to measure the impact of mentoring on the identified dependent variables. Data analysis was conducted using descriptive statistics, including mean scores and standard deviation; regression analysis was used to test the research hypotheses. The finding revealed that mentoring significantly improves teachers understanding of subject content, classroom management strategies, and their engagement in professional growth activities. The study concludes that effective mentoring programs are essential for improving teacher quality and student outcomes. The implications of the research suggest that formalised mentoring programmes should be integrated into teacher development frameworks to foster long-term growth and classroom success. It recommended that educational authorities implement structured mentoring programmes to provide continuous professional support, with a focus on both instructional practices and classroom management.

Three research questions guided the investigation: how technology facilitates policy development, barriers hindering technology adoption, and successful strategies for overcoming these limitations. In-depth qualitative literature review was carried out into understanding the intricate relationship between technology adoption and policy innovation in developing countries. The findings demonstrate the potential of e-governance platforms and data analytics for improved service delivery, public engagement, and datadriven decision-making. However, challenges including organizational inertia, financial constraints, and limited digital infrastructure hinder progress. The study recommends strategies for overcoming these limitations. These include enhancing public sector capacity for innovation through targeted training and performance-based incentives. Leveraging public-private partnerships through innovation challenges and social impact bonds can further stimulate innovation. Finally, successful local adaptation of global policy solutions requires collaboration between public and private sectors. By addressing these challenges and harnessing the potential of technology, developing countries can create a more efficient, transparent, and citizen-centric governance system.

Crop rotation has potential to maintain and improve agricultural sustainability. The effects of c... more Crop rotation has potential to maintain and improve agricultural sustainability. The effects of crop rotation are known to be site-specific which led to this study's objective of determining the effect of three different maize rotational systems in the NorthWestern Free State. This semi-arid region with its sandy soils is dominated by maize production. A field trial with maize in rotational systems with soybean and cover crops was established. Three aspects of sustainability were monitored: Soil health, total digestible nutrition and yield. Soil and maize kernel samples underwent soil health and nutritional testing respectively while yield data was collected. All data were analysed using descriptive and inferential statistics. Rotational systems and seasonal variation played a role in all aspects of sustainable agriculture investigated. Seasonal variation was seen in the wetter second season, with soil health and yield negatively affected. Although there was an association between maize soil health and yield, a rotational effect excluding soil health was observed, with the maize in rotation with cover crop and soybean performing better despite unhealthier soils. In addition, soybean production improved up to 40% over time in rotational systems. Overall, rotational systems focusing on maize production in the area were viable and contribute to agricultural sustainability and food security.

Political participation and elections as well as voting behavior are pivotal to democracy and dem... more Political participation and elections as well as voting behavior are pivotal to democracy and democratic regimes across the globe. In Nigeria, the factors that have contributed in shaping the participation and voting behaviour of the electorate in elections are political and socioeconomic settings as well as historical background of the country. This manifested specifically in the gubernatorial elections that took place in Kwara state in 2019. It offers insight into political participation and voting behavior in the 2019 Gubernatorial Election in Kwara state, determined the outcome of the election and the winner. Using Kwara State as a case study, the paper adopted Focus Group Discussion and as well relied on anecdotal evidence on voting behavior to obtain qualitative data on voting behavior across the Senatorial Districts of the state. It is within the purview of the paper that there was a sharp variation in the usual pattern of voting in the state, which had been patrilineal since its creation, in the 2019 gubernatorial election and provided rationale for this occurrence. Findings from this research revealed that poor governance in Kwara state prior to the election averted the age long voting behavior in the state. Thus the 2019 gubernatorial election showed a radical change from inter-generational transfer of political affiliation to issue-based politics. It underscored the place of good governance in electoral behavior and recommended that for good leadership and governance, the electorate should be reorientated to focus their choice of leaders on performance, accountability and transparency.

This study was designed to examine the factors that affect girls' education at secondary school l... more This study was designed to examine the factors that affect girls' education at secondary school level in Yobe State. Female principals, teachers and students serving and studying at eight senior Girls secondary schools in Yobe state constituted the population of the study. The study was restricted to eight senior Girls secondary schools across the state only. In order to ensure adequate representation of the population, 8 principals, 66 teachers and 476 students were selected randomly as a sample. Quantitative research approach was adopted. Data was collected through self-developed structured questionnaire designed on five Point Likert Scale. Statistical tools employed are: simple percentage and chi-square for data analysis. It was concluded that there were various factors that affect girls' education. These were: unpunctuality of teachers; unfeasibility of school buildings; poor financial status of the parents; lack of basic facilities; marriage at early age; lack of parental attention; negative attitudes of parents about girls' education; illiteracy of the parents; lack of competent teachers; lack of basic facilities for teachers; lack of proper security arrangement; and long distance to school. Therefore, it was recommended that negative attitude towards female education should be discouraged through intensive campaign and sensitization through social media. Early marriage culture should be discouraged. Secondary education should be made free and a special programme of scholarships should be launched for less privileged female students. More classrooms should be constructed on feasible places so that girls in rural areas will benefit.

The use of agent-based coordination systems for the optimal distribution of control for district ... more The use of agent-based coordination systems for the optimal distribution of control for district heating systems is the inflective of this paper. A district heating system with monitoring and control comprises production units, a distribution network control, and a host of consumer substations. The operations work of district heating systems usually involves conflicting goals, e.g., to satisfy host customers and minimize production costs while also maximizing output of heated water. Hence, the agent has the capability of optimizing between maximizing supply to substations and minimizing production costs. The substations are equipped with purely reactive devices that make positive local decisions without taking the obstruction state into account. Moreover, the substations assign the flow in all parts of the district heating system to households. The optimal operation of the district heating system is therefore limited to providing a sufficiently high temperature and pressure to all customers by taking local measurements to achieve this goal without considering other factors such as cost of production and time. The approach studied in this paper is to equip substations with intelligent agents to form an agent-based coordination system of adaptive intelligence using Q-learning control.

A heating system comprises production units, a distribution network, and a host of consumer substations. The operation of a heating system usually involves satisfying customers and minimizing production costs. The optimal operation of the district heating system is therefore limited to providing a sufficiently high temperature and pressure to all customers by taking local measurements to achieve this goal without considering other factors such as cost of production and time. The approach studied in this paper is to equip stations with software agents to form a multi-agent system using learning policies. The purpose is to dynamically control the heating system using demand-side management strategies. The simulation tool simulates a heating system to functionally and dynamically support interaction at each time step with the multi-agent system. The tool enables detailed performance analysis of both district heating systems as well as of different strategies of the control system. Results from simulation studies indicate that the approach makes it possible to reduce production costs while maintaining the quality of service. This shows that it is possible to automatically load balance a small district heating network using agent technology.

The study investigated the effect of microfinance banks savings mobilization and strategic partnership on the performance of women entrepreneurs in Anambra State. The study reviewed relevant conceptual, theoretical and empirical literature. This research work was anchored on resource-based theory. Descriptive research design was adopted in this study. The researcher made use of primary and secondary sources of data. The population comprises 1822. The sample of the study consists of 328 using Taro Yamane's formula. The researcher used face and content validity and reliability of the instrument used was test-retest and Cronbach Alpha. The data generated through questionnaires were analyzed using simple percentage while multiple linear regression analysis was employed to test the hypotheses. The study found out that microfinance bank credit schemes can significantly assist the performance of women entrepreneurs. Microfinance banks savings mobilization can significantly encourage the performance of women entrepreneurs and Strategic partnership of microfinance banks can significantly help the performance of women entrepreneurs in Anambra State. Based on the findings of this study, the study concluded microfinance banks can significantly assist the performance of women entrepreneurs. The study recommended that Federal Government should put in place policies and programs that support the existence of Microfinance banks across the country. The researcher also recommend that more people should still research more in this area, to enable the Government pay more attention to this area since the poor in the society mostly operate at this level. Government should assist some women entrepreneurs in Anambra State who do not have Microfinance Bank in their town to establish one in order to help the citizen achieve their goals and make life meaningful for them.

The greatest contemporary challenge to national security is the insurgency orchestrated by the Islamic sect called Boko Haram. However, technological advancement has helped most law enforcement agencies in tackling the menace of insurgency. In this paper, we implemented an intelligent terrorist tracking and reporting system. The research method implored was sourcing for related data from relevant authorities through the use of interview, observation and internet. The existing system was analysed and found to be prone to many problems. This led to the proposal of an intelligent crime tracking system. The system was developed with Dreamweaver, CS3, ASP and VBScript. The use of Adobe Dreamweaver and CS3 was inspired because of its flexibility. The crime tracking information management system is a complete software solution for efficiently managing large data generated. It will help fighting crime and criminals in a more responsive, quick and proactive way.

This study examined the biological and the physico-chemical characteristics of a deep offshore oi... more This study examined the biological and the physico-chemical characteristics of a deep offshore oil field with potential attributes of Blue economy. Standard Analytical Methods were used for each objective. Findings showed that pH levels of deep offshore oil block field fall within the safe threshold range for marine organism survival and reproduction; Salinity were higher during wet season and no significant variation across the different sample points. The objectives determined and examined the physico-chemical characterization of the oil field; identification and determination of the plankton diversity and distribution in the oil field; identification and determination of benthic organisms of the oil field; determination of the vertical and horizontal relationship between physico-chemical parameters and plankton distribution in the oil field and determination of the status of the oil field as a veritable prospect for Blue economy. DO levels were slightly higher in dry season at drill clusters and also higher during wet season at control station; Temperature range recorded were consistent with effect of seasonality with all sample stations; High conductivity values were obtained during wet season and low conductivity values during dry season; TDS values were higher during wet season and lower during dry season; BOD and COD values fall below the stipulated baseline of 10mg/l; Hydrocarbon levels were highest during the dry season while TPH value were not recorded during the wet season; The water was generally rich in Cation; Phytoplankton found in the study area were Chorophyta, Chrysophyta, Baccilariophyta, Cyanophyta, and Pyrrophyta; A significant relationship exists between Nitrates and Zooplanktons in both seasons. The study concludes that the study area is not under threats of the potent hazards of the water soluble hydrocarbon fractions and malignant PAHs. It is therefore recommended amongst others that spatial management of deep-sea ecosystem should be imbibed in vicinities of oil and gas activities.
Attics are not commonly used as occupied spaces and, as a result, they usually do not have smoke ... more Attics are not commonly used as occupied spaces and, as a result, they usually do not have smoke alarms or heat sensors. The moment a fire occurs in an attic, it is common that it will go unnoticed until smoke or flames, escaping from the roof, are observable from the exterior. The fire has often been described as the greatest servant but the worst master difficult to control when it turns into an inferno, burning and destroying everything in its path. In the rage of its fury, it has no respect for anyone. Buildings as infrastructure along with people's lives need protection against attic fire. Data on attic outbreaks in Lagos metropolis from2016 to 2021 were obtained from various rescue agencies in the state. Interviews were conducted alongside the structured questionnaires administered to a good number of citizens of the state. An estimated 1,000 residential building attic fires were reported each year and cause an estimated 300 deaths, 140 injuries, and N1.87 million in property loss. Residential building attic fires are considered part of the residential fire problem and comprise approximately 11 percent of all residential building fires.Almost all residential building attic fires are unrestricted fires (95 percent). One-and two-family residential buildings account for 90 percent of residential attic fires. Electrical malfunction is the leading cause of residential building attic fires (43 percent), followed by natural fires (16 percent). A third of all residential building attic fires spread to involve the entire building. Only 2 percent extend beyond the building to adjacent properties. Residential building attic fires are most prevalent in December (12 percent) and January (11 percent) and peak between the hours of 4 and 8 p.m. Electrical arcing is the most common heat source in residential building attic fires (37 percent). Prevention techniques were consequently highlighted.

This study examined the relationship between motivation and employee heterogeneity of deposit mon... more This study examined the relationship between motivation and employee heterogeneity of deposit money banks in Rivers State. Cross sectional research design was adopted in studying the deposit money banks in Olu Obasanjo Road, Port Harcourt. Two-hundred and thirty-two (232) copies of questionnaire were retrieved and analyzed from the field survey out of two-hundred and fifty-nine (259) distributed. Spearman's rank order correlation coefficient statistical tool was employed to ascertain the relationship existing between the variables. Findings revealed a positive non-significant relationship between the predictor variable (motivation) and the measures of employee heterogeneity (gender and age heterogeneity). It was concluded that motivation non-significantly relates positively to employee heterogeneity of deposit money banks in Rivers State. The study suggested that CBN increase its routine bank inspections to make sure that the banks are following industry best practices. Deposit money bank management should make sure that employees are adequately motivated in line with industry best practices.

The study seeks to evaluate students' perception of learning environment as a correlate to studen... more The study seeks to evaluate students' perception of learning environment as a correlate to students' academic performance in Esan South East Local Government Area of Edo State. The learning environment (LE) plays an important role in the teaching and learning processes. The population for the study consisted of six thousand (6000) secondary schools' students from sixty (60) Secondary Schools in Esan South East LGA of Edo State. Using the proportionate stratified random sampling techniques, nine hundred (900) secondary school students were selected as respondents in the study from the various secondary schools. The instrument was designed using the modified four point likert scale, and contents were validated by experts in measurement and evaluation. The Pearson Product Moment Correlation Coefficient (PPMCC) was used to find out the consistency level in the responses to the items. Three research questions were answered using mean and standard deviation while three hypotheses were tested with independent t-test statistics at 5% probability level. The results obtained showed that: Firstly, the male secondary schools' students had positive perception of the learning environment (LE) than their female secondary schools' students. Second, students' perception of the learning environment correlates with their academic performance. Third, secondary schools' students in single-gendered secondary schools had a positive perception of the learning environment as it correlates with their academic performance than their counterparts in the coeducational secondary schools. Therefore, the researcher recommended an improved and enhanced learning environment for secondary schools' students in Esan Southeast LGA of Edo State; secondary schools' teachers should be made to be enlightened on the influence of the learning environment (LE) on the achievement of secondary schools' students through workshops, seminars and symposia.

The constant search of how man can fit into the society by utilizing the necessary attitudes, values and skills are at the root of Social Studies objective. Presently, social studies has encountered several challenges which range from the teachers competence, qualification, experiences, poor teacher renumeration and inadequate teaching resources. All these factors hinder the effective teaching and learning of social studies in secondary schools especially in Kogi State, Nigeria. This study tries to find out the availability, accessibility and utilization of the necessary teaching materials needed by teachers of social studies. In doing this, related literature will be sought to broaden the view of the research. Descriptive research design was adopted through the use of questionnaire as research instrument. The population of the study is made up of all 14,192 UBE teachers in 2,765 UBE schools in Kogi State. Simple random sampling will be employed to sample fifty respondents from the five Local Government Areas of Kogi State Central senatorial district which include Adavi, Ajaokuta, Okehi, Okene, Ogori-Magongo Local Government Areas in Kogi Central Zone of Nigeria. A total of two-hundred and fifty (250) teachers were randomly selected from the five Local Government Areas. The data collected through the use of questionnaire were analyzed through the use of statistical mean. The study revealed that necessary materials for teaching social studies are not available in schools. The study concludes that it is important for schools to make effective use of the available teaching resources for the effective and better teaching and learning to take place in Social Studies classes, schools and that effective teaching and learning of social studies is dependent on the availability, accessibility and utilization of teaching resources. The study recommends amongst others that Instructional material is one of the major determinant of effective teaching and learning of Social Studies in secondary schools which cannot be separated from teaching resources, it is therefore imperative to ensure they are made readily available during social studies lessons by both the school head or the government as the case may be and that quality and adequate utilization of the teaching resources of social studies is hereby recommended for teachers who have access to those resources.

This study examined the effect of cooperative instructional strategy on learning behaviour and ac... more This study examined the effect of cooperative instructional strategy on learning behaviour and academic achievement in Basic Science in Delta State. Eight research questions and hypotheses were formulated and tested. A quasi-experimental design using a 2 x2x2 factorial design was adopted for the study. The population of this study comprises of 20,658 JSSII students. The sample of the study consists of 176 JSS II students that were drawn from four mixed secondary schools in Delta central. Basic Science Achievement Test (BSAT) and Students Learning Behaviour Scale (SLBS) were used for data collection in this study. The validity and reliability of the instruments were determined. The reliabilities of the instruments were determined using Kuder-Richardson formula-21 and Cronbach Alpha, and reliability index of 0.85 and 0.79 were obtained for BSAT and SLBS respectively. Data collected before and after five weeks of instruction were analysed using t-test and Analysis of covariance (ANCOVA). The findings among others indicated that: There was a significant difference between the mean academic achievement scores of students taught Basic Science using cooperative instructional strategy and those taught with lecture instructional strategy. There was a significant difference between the learning behaviour scores of students taught Basic Science using cooperative instructional strategy and those taught with lecture instructional strategy. There was a significant interaction effect of instructional strategies, sex and location on students' academic achievement in Basic Science.There was a significant interaction effect of instructional strategies, sex and location on students learning behaviour in Basic Science. From the findings, it was concluded that the use of cooperative instructional strategy enhances the academic achievement and learning behaviour of students in Basic Science better than lecture instructional strategy. Based on the findings it was recommended among others that Basic science teachers should endeavour to expose students to cooperative instructional strategy so as to promote and encourage social interaction, active engagement in learning, learning by doing and learning by experience in the classroom as well as their academic achievement.

Bloodless medicine and surgery refers to the treatment and care of patients medical and surgical ... more Bloodless medicine and surgery refers to the treatment and care of patients medical and surgical needs without the use of allogeneic blood and blood products. It is an alternative to blood transfusion and has become increasingly attractive due to its benefits which include; minimising the infections associated with blood transfusion and improving patients' recovery. The emergence of this evolving branch of medicine raises certain medico-legal issues revolving around the liabilities of doctors who opt for bloodless medicine and surgery in the treatment of patients, and the issue of consent of adult patients, minors, mentally disordered patients and unconscious patients in emergency situations. This work examines these medicolegal issues with a view to sensitising the judiciary, legal practitioners, doctors and the populace on the legal obligations, implications and liabilities arising from bloodless medicine and surgery. This work adopts the doctrinal method of research, which involves the use of primary and secondary sources of law. This work finds that doctors are not liable for the sole act of adopting bloodless medicine and surgery over blood transfusion in the treatment of patients in the absence of negligence or treatment without valid consent. It also finds that the use of exparte applications by the state in seeking an order for a desired form of treatment for incompetent patients is not in the spirit of fair hearing and precludes the other party from advancing evidence on his or preferred form of treatment. This work suggests that the use of exparte applications by the state should be discouraged. It also recommends that due to the expeditious nature of cases involving conflicts between the state and parents or guardians of incompetent patients, family courts should be established in each state of the federation for speedy dispensation of justice.

This article found out that in most countries the Libraries were not exactly operational nor were they totally closed from services amidst the lockdown, but found out ways to deliver services to clienteles as all physical buildings were locked up, of which this was not the case in Nigeria where Libraries were totally locked down with no services rendered to her clienteles. This observation prompted the need for this research. In Nigeria, with the COVID-19 outbreak and the imposition of the lockdowns the Academic Libraries were basically locked up and Librarians were away from service. The article looks at how Librarians, especially Academic Librarians in Nigeria could prepare to render services to their clients in the wake of such outbreaks and lockdown(s) in the future, modelling on what was obtained in Libraries from other parts of the world. In the peak of the spread of COVID-19 all over the world, towns, cities and countries world over went on lockdown, Nigeria was on total lockdown, Nigerian universities and every level of schools were lockdown. The study highlights the role of University Librarians in this type of emergency situations which includes; raising awareness through public health education, providing support to medical staff, researchers, traditional services to regular Library patrons and providing links to useful resources like Open Access resources.

The median test and its modified method is a nonparametric technique developed to handle two samp... more The median test and its modified method is a nonparametric technique developed to handle two samples problem and their data are continuous which consist of two mutually independent random samples. In this paper, we proposed a modified median test for analyzing two sample data which helps in finding out which of the populations might have led to not rejecting the null hypothesis under consideration which is a significant improvement on the median test. It was observed using an illustrative example at 5 percent level of significance that the proposed method performed favorably well in comparison than the median test.

Data were collected through structured questionnaires designed to measure the impact of mentoring on the identified dependent variables. Data analysis was conducted using descriptive statistics, including mean scores and standard deviation; regression analysis was used to test the research hypotheses. The finding revealed that mentoring significantly improves teachers understanding of subject content, classroom management strategies, and their engagement in professional growth activities. The study concludes that effective mentoring programs are essential for improving teacher quality and student outcomes. The implications of the research suggest that formalised mentoring programmes should be integrated into teacher development frameworks to foster long-term growth and classroom success. It recommended that educational authorities implement structured mentoring programmes to provide continuous professional support, with a focus on both instructional practices and classroom management.

Three research questions guided the investigation: how technology facilitates policy development, barriers hindering technology adoption, and successful strategies for overcoming these limitations. In-depth qualitative literature review was carried out into understanding the intricate relationship between technology adoption and policy innovation in developing countries. The findings demonstrate the potential of e-governance platforms and data analytics for improved service delivery, public engagement, and datadriven decision-making. However, challenges including organizational inertia, financial constraints, and limited digital infrastructure hinder progress. The study recommends strategies for overcoming these limitations. These include enhancing public sector capacity for innovation through targeted training and performance-based incentives. Leveraging public-private partnerships through innovation challenges and social impact bonds can further stimulate innovation. Finally, successful local adaptation of global policy solutions requires collaboration between public and private sectors. By addressing these challenges and harnessing the potential of technology, developing countries can create a more efficient, transparent, and citizen-centric governance system.

The effects of crop rotation are known to be site-specific which led to this study's objective of determining the effect of three different maize rotational systems in the NorthWestern Free State. This semi-arid region with its sandy soils is dominated by maize production. A field trial with maize in rotational systems with soybean and cover crops was established. Three aspects of sustainability were monitored: Soil health, total digestible nutrition and yield. Soil and maize kernel samples underwent soil health and nutritional testing respectively while yield data was collected. All data were analysed using descriptive and inferential statistics. Rotational systems and seasonal variation played a role in all aspects of sustainable agriculture investigated. Seasonal variation was seen in the wetter second season, with soil health and yield negatively affected. Although there was an association between maize soil health and yield, a rotational effect excluding soil health was observed, with the maize in rotation with cover crop and soybean performing better despite unhealthier soils. In addition, soybean production improved up to 40% over time in rotational systems. Overall, rotational systems focusing on maize production in the area were viable and contribute to agricultural sustainability and food security.

In Nigeria, the factors that have contributed in shaping the participation and voting behaviour of the electorate in elections are political and socioeconomic settings as well as historical background of the country. This manifested specifically in the gubernatorial elections that took place in Kwara state in 2019. It offers insight into political participation and voting behavior in the 2019 Gubernatorial Election in Kwara state, determined the outcome of the election and the winner. Using Kwara State as a case study, the paper adopted Focus Group Discussion and as well relied on anecdotal evidence on voting behavior to obtain qualitative data on voting behavior across the Senatorial Districts of the state. It is within the purview of the paper that there was a sharp variation in the usual pattern of voting in the state, which had been patrilineal since its creation, in the 2019 gubernatorial election and provided rationale for this occurrence. Findings from this research revealed that poor governance in Kwara state prior to the election averted the age long voting behavior in the state. Thus the 2019 gubernatorial election showed a radical change from inter-generational transfer of political affiliation to issue-based politics. It underscored the place of good governance in electoral behavior and recommended that for good leadership and governance, the electorate should be reorientated to focus their choice of leaders on performance, accountability and transparency.

This study was designed to examine the factors that affect girls' education at secondary school l... more This study was designed to examine the factors that affect girls' education at secondary school level in Yobe State. Female principals, teachers and students serving and studying at eight senior Girls secondary schools in Yobe state constituted the population of the study. The study was restricted to eight senior Girls secondary schools across the state only. In order to ensure adequate representation of the population, 8 principals, 66 teachers and 476 students were selected randomly as a sample. Quantitative research approach was adopted. Data was collected through self-developed structured questionnaire designed on five Point Likert Scale. Statistical tools employed are: simple percentage and chi-square for data analysis. It was concluded that there were various factors that affect girls' education. These were: unpunctuality of teachers; unfeasibility of school buildings; poor financial status of the parents; lack of basic facilities; marriage at early age; lack of parental attention; negative attitudes of parents about girls' education; illiteracy of the parents; lack of competent teachers; lack of basic facilities for teachers; lack of proper security arrangement; and long distance to school. Therefore, it was recommended that negative attitude towards female education should be discouraged through intensive campaign and sensitization through social media. Early marriage culture should be discouraged. Secondary education should be made free and a special programme of scholarships should be launched for less privileged female students. More classrooms should be constructed on feasible places so that girls in rural areas will benefit.

A district heating system with monitoring and control comprises production units, a distribution network control, and a host of consumer substations. The operations work of district heating systems usually involves conflicting goals, e.g., to satisfy host customers and minimize production costs while also maximizing output of heated water. Hence, the agent has the capability of optimizing between maximizing supply to substations and minimizing production costs. The substations are equipped with purely reactive devices that make positive local decisions without taking the obstruction state into account. Moreover, the substations assign the flow in all parts of the district heating system to households. The optimal operation of the district heating system is therefore limited to providing a sufficiently high temperature and pressure to all customers by taking local measurements to achieve this goal without considering other factors such as cost of production and time. The approach studied in this paper is to equip substations with intelligent agents to form an agent-based coordination system of adaptive intelligence using Q-learning control.

A heating system comprises production units, a distribution network, and a host of consumer substations. The operation of a heating system usually involves satisfying customers and minimizing production costs. The optimal operation of the district heating system is therefore limited to providing a sufficiently high temperature and pressure to all customers by taking local measurements to achieve this goal without considering other factors such as cost of production and time. The approach studied in this paper is to equip stations with software agents to form a multi-agent system using learning policies. The purpose is to dynamically control the heating system using demand-side management strategies. The simulation tool simulates a heating system to functionally and dynamically support interaction at each time step with the multi-agent system. The tool enables detailed performance analysis of both district heating systems as well as of different strategies of the control system. Results from simulation studies indicate that the approach makes it possible to reduce production costs while maintaining the quality of service. This shows that it is possible to automatically load balance a small district heating network using agent technology.

The study reviewed relevant conceptual, theoretical and empirical literature. This research work was anchored on resource-based theory. Descriptive research design was adopted in this study. The researcher made use of primary and secondary sources of data. The population comprises 1822. The sample of the study consists of 328 using Taro Yamane's formula. The researcher used face and content validity and reliability of the instrument used was test-retest and Cronbach Alpha. The data generated through questionnaires were analyzed using simple percentage while multiple linear regression analysis was employed to test the hypotheses. The study found out that microfinance bank credit schemes can significantly assist the performance of women entrepreneurs. Microfinance banks savings mobilization can significantly encourage the performance of women entrepreneurs and Strategic partnership of microfinance banks can significantly help the performance of women entrepreneurs in Anambra State. Based on the findings of this study, the study concluded microfinance banks can significantly assist the performance of women entrepreneurs. The study recommended that Federal Government should put in place policies and programs that support the existence of Microfinance banks across the country. The researcher also recommend that more people should still research more in this area, to enable the Government pay more attention to this area since the poor in the society mostly operate at this level. Government should assist some women entrepreneurs in Anambra State who do not have Microfinance Bank in their town to establish one in order to help the citizen achieve their goals and make life meaningful for them.

Standard Analytical Methods were used for each objective. Findings showed that pH levels of deep offshore oil block field fall within the safe threshold range for marine organism survival and reproduction; Salinity were higher during wet season and no significant variation across the different sample points. The objectives determined and examined the physico-chemical characterization of the oil field; identification and determination of the plankton diversity and distribution in the oil field; identification and determination of benthic organisms of the oil field; determination of the vertical and horizontal relationship between physico-chemical parameters and plankton distribution in the oil field and determination of the status of the oil field as a veritable prospect for Blue economy. DO levels were slightly higher in dry season at drill clusters and also higher during wet season at control station; Temperature range recorded were consistent with effect of seasonality with all sample stations; High conductivity values were obtained during wet season and low conductivity values during dry season; TDS values were higher during wet season and lower during dry season; BOD and COD values fall below the stipulated baseline of 10mg/l; Hydrocarbon levels were highest during the dry season while TPH value were not recorded during the wet season; The water was generally rich in Cation; Phytoplankton found in the study area were Chorophyta, Chrysophyta, Baccilariophyta, Cyanophyta, and Pyrrophyta; A significant relationship exists between Nitrates and Zooplanktons in both seasons. The study concludes that the study area is not under threats of the potent hazards of the water soluble hydrocarbon fractions and malignant PAHs. It is therefore recommended amongst others that spatial management of deep-sea ecosystem should be imbibed in vicinities of oil and gas activities.

The moment a fire occurs in an attic, it is common that it will go unnoticed until smoke or flames, escaping from the roof, are observable from the exterior. The fire has often been described as the greatest servant but the worst master difficult to control when it turns into an inferno, burning and destroying everything in its path. In the rage of its fury, it has no respect for anyone. Buildings as infrastructure along with people's lives need protection against attic fire. Data on attic outbreaks in Lagos metropolis from2016 to 2021 were obtained from various rescue agencies in the state. Interviews were conducted alongside the structured questionnaires administered to a good number of citizens of the state. An estimated 1,000 residential building attic fires were reported each year and cause an estimated 300 deaths, 140 injuries, and N1.87 million in property loss. Residential building attic fires are considered part of the residential fire problem and comprise approximately 11 percent of all residential building fires.Almost all residential building attic fires are unrestricted fires (95 percent). One-and two-family residential buildings account for 90 percent of residential attic fires. Electrical malfunction is the leading cause of residential building attic fires (43 percent), followed by natural fires (16 percent). A third of all residential building attic fires spread to involve the entire building. Only 2 percent extend beyond the building to adjacent properties. Residential building attic fires are most prevalent in December (12 percent) and January (11 percent) and peak between the hours of 4 and 8 p.m. Electrical arcing is the most common heat source in residential building attic fires (37 percent). Prevention techniques were consequently highlighted.

Cross sectional research design was adopted in studying the deposit money banks in Olu Obasanjo Road, Port Harcourt. Two-hundred and thirty-two (232) copies of questionnaire were retrieved and analyzed from the field survey out of two-hundred and fifty-nine (259) distributed. Spearman's rank order correlation coefficient statistical tool was employed to ascertain the relationship existing between the variables. Findings revealed a positive non-significant relationship between the predictor variable (motivation) and the measures of employee heterogeneity (gender and age heterogeneity). It was concluded that motivation non-significantly relates positively to employee heterogeneity of deposit money banks in Rivers State. The study suggested that CBN increase its routine bank inspections to make sure that the banks are following industry best practices. Deposit money bank management should make sure that employees are adequately motivated in line with industry best practices.

The learning environment (LE) plays an important role in the teaching and learning processes. The population for the study consisted of six thousand (6000) secondary schools' students from sixty (60) Secondary Schools in Esan South East LGA of Edo State. Using the proportionate stratified random sampling techniques, nine hundred (900) secondary school students were selected as respondents in the study from the various secondary schools. The instrument was designed using the modified four point likert scale, and contents were validated by experts in measurement and evaluation. The Pearson Product Moment Correlation Coefficient (PPMCC) was used to find out the consistency level in the responses to the items. Three research questions were answered using mean and standard deviation while three hypotheses were tested with independent t-test statistics at 5% probability level. The results obtained showed that: Firstly, the male secondary schools' students had positive perception of the learning environment (LE) than their female secondary schools' students. Second, students' perception of the learning environment correlates with their academic performance. Third, secondary schools' students in single-gendered secondary schools had a positive perception of the learning environment as it correlates with their academic performance than their counterparts in the coeducational secondary schools. Therefore, the researcher recommended an improved and enhanced learning environment for secondary schools' students in Esan Southeast LGA of Edo State; secondary schools' teachers should be made to be enlightened on the influence of the learning environment (LE) on the achievement of secondary schools' students through workshops, seminars and symposia.

The constant search of how man can fit into the society by utilizing the necessary attitudes, values and skills are at the root of Social Studies objective. Presently, social studies has encountered several challenges which range from the teachers competence, qualification, experiences, poor teacher renumeration and inadequate teaching resources. All these factors hinder the effective teaching and learning of social studies in secondary schools especially in Kogi State, Nigeria. This study tries to find out the availability, accessibility and utilization of the necessary teaching materials needed by teachers of social studies. In doing this, related literature will be sought to broaden the view of the research. Descriptive research design was adopted through the use of questionnaire as research instrument. The population of the study is made up of all 14,192 UBE teachers in 2,765 UBE schools in Kogi State. Simple random sampling will be employed to sample fifty respondents from the five Local Government Areas of Kogi State Central senatorial district which include Adavi, Ajaokuta, Okehi, Okene, Ogori-Magongo Local Government Areas in Kogi Central Zone of Nigeria. A total of two-hundred and fifty (250) teachers were randomly selected from the five Local Government Areas. The data collected through the use of questionnaire were analyzed through the use of statistical mean. The study revealed that necessary materials for teaching social studies are not available in schools. The study concludes that it is important for schools to make effective use of the available teaching resources for the effective and better teaching and learning to take place in Social Studies classes, schools and that effective teaching and learning of social studies is dependent on the availability, accessibility and utilization of teaching resources. The study recommends amongst others that Instructional material is one of the major determinant of effective teaching and learning of Social Studies in secondary schools which cannot be separated from teaching resources, it is therefore imperative to ensure they are made readily available during social studies lessons by both the school head or the government as the case may be and that quality and adequate utilization of the teaching resources of social studies is hereby recommended for teachers who have access to those resources.

Eight research questions and hypotheses were formulated and tested. A quasi-experimental design using a 2 x2x2 factorial design was adopted for the study. The population of this study comprises of 20,658 JSSII students. The sample of the study consists of 176 JSS II students that were drawn from four mixed secondary schools in Delta central. Basic Science Achievement Test (BSAT) and Students Learning Behaviour Scale (SLBS) were used for data collection in this study. The validity and reliability of the instruments were determined. The reliabilities of the instruments were determined using Kuder-Richardson formula-21 and Cronbach Alpha, and reliability index of 0.85 and 0.79 were obtained for BSAT and SLBS respectively. Data collected before and after five weeks of instruction were analysed using t-test and Analysis of covariance (ANCOVA). The findings among others indicated that: There was a significant difference between the mean academic achievement scores of students taught Basic Science using cooperative instructional strategy and those taught with lecture instructional strategy. There was a significant difference between the learning behaviour scores of students taught Basic Science using cooperative instructional strategy and those taught with lecture instructional strategy. There was a significant interaction effect of instructional strategies, sex and location on students' academic achievement in Basic Science.There was a significant interaction effect of instructional strategies, sex and location on students learning behaviour in Basic Science. From the findings, it was concluded that the use of cooperative instructional strategy enhances the academic achievement and learning behaviour of students in Basic Science better than lecture instructional strategy. Based on the findings it was recommended among others that Basic science teachers should endeavour to expose students to cooperative instructional strategy so as to promote and encourage social interaction, active engagement in learning, learning by doing and learning by experience in the classroom as well as their academic achievement.

It is an alternative to blood transfusion and has become increasingly attractive due to its benefits which include; minimising the infections associated with blood transfusion and improving patients' recovery. The emergence of this evolving branch of medicine raises certain medico-legal issues revolving around the liabilities of doctors who opt for bloodless medicine and surgery in the treatment of patients, and the issue of consent of adult patients, minors, mentally disordered patients and unconscious patients in emergency situations. This work examines these medicolegal issues with a view to sensitising the judiciary, legal practitioners, doctors and the populace on the legal obligations, implications and liabilities arising from bloodless medicine and surgery. This work adopts the doctrinal method of research, which involves the use of primary and secondary sources of law. This work finds that doctors are not liable for the sole act of adopting bloodless medicine and surgery over blood transfusion in the treatment of patients in the absence of negligence or treatment without valid consent. It also finds that the use of exparte applications by the state in seeking an order for a desired form of treatment for incompetent patients is not in the spirit of fair hearing and precludes the other party from advancing evidence on his or preferred form of treatment. This work suggests that the use of exparte applications by the state should be discouraged. It also recommends that due to the expeditious nature of cases involving conflicts between the state and parents or guardians of incompetent patients, family courts should be established in each state of the federation for speedy dispensation of justice.

This article found out that in most countries the Libraries were not exactly operational nor were they totally closed from services amidst the lockdown, but found out ways to deliver services to clienteles as all physical buildings were locked up, of which this was not the case in Nigeria where Libraries were totally locked down with no services rendered to her clienteles. This observation prompted the need for this research. In Nigeria, with the COVID-19 outbreak and the imposition of the lockdowns the Academic Libraries were basically locked up and Librarians were away from service. The article looks at how Librarians, especially Academic Librarians in Nigeria could prepare to render services to their clients in the wake of such outbreaks and lockdown(s) in the future, modelling on what was obtained in Libraries from other parts of the world. In the peak of the spread of COVID-19 all over the world, towns, cities and countries world over went on lockdown, Nigeria was on total lockdown, Nigerian universities and every level of schools were lockdown. The study highlights the role of University Librarians in this type of emergency situations which includes; raising awareness through public health education, providing support to medical staff, researchers, traditional services to regular Library patrons and providing links to useful resources like Open Access resources.

In this paper, we proposed a modified median test for analyzing two sample data which helps in finding out which of the populations might have led to not rejecting the null hypothesis under consideration which is a significant improvement on the median test. It was observed using an illustrative example at 5 percent level of significance that the proposed method performed favorably well in comparison than the median test.
