The following eight papers are based on review papers presented at the International Magnetospher... more The following eight papers are based on review papers presented at the International Magnetospheric Study Assessment Symposium (IMSAS) held at Goddard Space Flight Center, Maryland, in May 1981. The IMS was an international program set up under the auspices of the International Council of Scientific Unions Special Committee on Solar Terrestrial Physics, and our job as organizers of IMSAS was to use the meeting (1) to identify what data were obtained during the IMS for coordinated studies, (2) to assess the various, often innovative workshops which were convened to facilitate coordinated studies at an international or national level, and (3) to examine the status of the problems the IMS was to attack. The reader can assess our success in prosecuting aims 1 and by 2 by reading the AGU publication containing the relevant IMSAS proceedings (The IMS Source Book: Guide to the International Magnetospheric Study Data Analysis, edited by C. T. Russell and D. J. Southwood, 1982). The papers presented here are those we invited to pursue aim 3, the scientific progress due to the IMS.

Through examination of the career of the psychiatrist August Hoch (1868-1919), this essay challen... more Through examination of the career of the psychiatrist August Hoch (1868-1919), this essay challenges two assumptions implicit in histories of US progressive-era psychiatry: that the emergence of Freudian psychoanalysis signalled a devaluation of Kraepelin's contributions and that theoretical and therapeutic eclecticism inhibited psychiatric research. Locating Hoch's guiding principles within the context of Kraepelin's clinical psychiatry, I analyse how Hoch mediated the demands of classification and the dynamic understanding of persons in prosecuting a new kind of clinical research that would not have been possible within either the Kraepelinian or Freudian perspective alone.

The universal criminal jurisdiction provisions of the Convention against Torture and Other Cruel,... more The universal criminal jurisdiction provisions of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment ( ' the Convention ' ) which require each state party to extradite or submit any case involving a foreigner in territory subject to its jurisdiction suspected of torture committed abroad against another foreigner to its competent authorities for the purpose of prosecution. What is not generally known is that Article 14 of the Convention, which contains no geographic restriction, requires each state party to ensure in its legal system that any victim of an act of torture, regardless of where it occurred, obtains redress and has an enforceable right to fair and adequate compensation, including the means for as full rehabilitation as possible. Despite two recent decisions, one by a Canadian court and the other by the House of Lords, which erroneously asserted the contrary, an authoritative interpretation by the Committee against Torture, the ordinary meaning of the wording of Article 14, the structure of the Convention, and the drafting history all confi rm that Article 14 applies to torture committed abroad regardless of the nationality of the perpetrator or the victim.

Current debates surrounding the invasion, occupation and ongoing conflict in Iraq, and indeed the... more Current debates surrounding the invasion, occupation and ongoing conflict in Iraq, and indeed the entire prosecution of the 'War on Terror', raise the issue of whether America is attempting to establish an empire. If it is, and this is by no means clear, then what is the character of this 'new imperialism'? Hardt and Negri have argued in Empire that state sovereignty has been transferred to supra-state global sovereignty, and that individual states are no longer able to coordinate an imperial project. On the other hand Ellen Meiksins Wood has argued in Empire of Capital, that the processes of capitalist appropriation and extra-economic coercion are so co-dependent that capitalism could not actually survive without the military force of nation states. If this is the case, modern imperial adventures may be a phenomenon of late capitalism; its global presence as Chalmers Johnson's 'empire of bases' is required for the continuation of wealth extraction under globalisation. So are such incursions still related to individual states, their interests, and the exploitation of resources? Are they akin to the sort of atavistic expansion of the nineteenth century? And how long will such modern adventures last, for as Michael Ignatieff argues in Empire Lite, modern occupation aims to be temporary and seeks the restructuring of politics within states so that challenges to American geopolitical power may be eliminated swiftly.
