The Study Examined The Public Private Partnership Policy In Nigeria As A Panacea To The Developme... more The Study Examined The Public Private Partnership Policy In Nigeria As A Panacea To The Development And Management Of Electricity In Nigeria. The Study Was Descriptive And It Is Aimed At Evolving An Alternative Policy That Will Ensure The Sustainable Development Of Electricity In Nigeria. The Heavy Presence Of Government In Energy Development Did Not Seem To Encourage Desirable Development In The Sector. The SAP, Vision 2010, And NEP 1999 Proposed Deregulatory Approach Relying On Private Sector Led Development Approach For The Development Of Utilities. The NEEDS 2004 Clearly And Specifically Proposes The PPP Approach Under The Deregulatory Devices. PPP As A Contractual Arrangement Between The Public And Private Sectors Operators Constitutes An Approach To Achieving Well Defined And Shared Objectives In A Well-managed, Cost-effective, Efficient And Sustainable Manner, Hence, Is Considered In The Paper. Findings Suggest That Forms Of The PPP Are Given For Consideration To Bail Nigeria Out Of The Impacts Of Poor Quality, Unreliable And Limited Availability Of Power-supply, Presumed Partly Due To Government Led-development Approach. Local Governments Being The Institutions Of Transformation At The Grassroots Level Are Supposed To Bring Meaningful Development To Their Communities And Thereby Improve The Lives Of The Rural People. This Paper Examined The Relationship Between Human Capital Development And Efficient Service Delivery In Nigerian Local Governments. Being An Expository Research, The Study Leaned Heavily On Secondary Source Of Data Collection. Data Collected From Journals, Books And Other Published Works On The Internet Were Therefore Presented And Interpreted To Explain The Nexus Between Human Capital Development And Performance Of Local Government Employees. The Study Noted That Inadequate Development Of The Human Capital Is One Of The Major Causes Of Poor Service Delivery At The Grassroots. The Paper Observed That Are More Unadmitted Applicants Into The Universities, Polytechnics And Colleges Of Education Yearly Than In 1980s/1990s When There Was Less Number Of Such Tertiary Institutions In The Country. It Revealed That Only About 19.52 Percent Of People Who Sought For Admission Between 2004 And 2014 Were Actually Successful Leaving A Total Of 80.48 Percent Unadmitted. While Conceding The Possible Impact Of Such Measures As Establishment Of Distance Learning Centres, Open Distance Learning Outlets, Such As Open University System; And Incorporation Of E-learning Modules Into The Academic Programmes Of Tertiary Institutions As Ways Of Increasing Access To Tertiary Education, It Argued That The Mass Media, Particularly The Radio, Can Be Put To Better Use In This Regard Considering That The Aforementioned Measures Are Prone To Problems Of Carrying Capacity, Dearth Of Infrastructural Facilities, Financing Challenges And Problem Of Poverty Affecting Most Nigerians.

However, Beyond The Play Function, Cartoons Also Inform, Educate And Satirize Issues, Events And People. This Research Study Focused On Education Function Of Cartoons By Examining The Audience Perception Of Newspapers Cartoons As Opinion Moulding Tool On Corruption. The Research Objectives Were To Find Out If Newspaper Corruption Cartoons Provided Their Audience Sufficient Information On Corruption; To Ascertain Whether There Was Any Relationship Between Information Provided In The Cartoons And Opinion Moulding On Corruption; And To Determine If Newspaper Cartoons Influenced Opinion Formation On Corruption. The Study Used The Survey Research Method And Sampled The Opinions Of 360 Readers Of Daily Sun And Vanguard Newspapers Who Are Residing In Awka, Nnewi And Onitsha, All In Anambra State Of Nigeria. It Was Discovered Through The Data Generated Via Questionnaire That The Cartoons Provided Their Readers Information On Corruption In Line With The Agenda-setting Theory Of The Mass Media Adopted Into This Study. It Was Also Found Out That The Information Provided By Newspaper Cartoons On Corruption Were Sufficient, And Enabled The Audience To Form Opinion On Corruption In Nigeria. It Means, Therefore, That Cartoons Can Be Utilized To Communicate Important Messages To The People And To Mobilize Them Towards A Given Cause. In View Of This, Therefore, The Researcher Recommended, Inter Alia, That More Thought-provoking Cartoons Should Be Provided By The Newspapers In Creating Awareness About Social Maladies.

By Offering Opportunities For Vertical And Horizontal Mobility, It Enables Individual To Attain The Optimum Development Of His Or Her Personality. It Also Helps In Producing An Enlightened Citizenry, So Vital For The Success Of Democratic Polity That This Country Has Adopted For Her. The New Economic Policy Launched In Early Nineties Is Based On A Regime Of Liberalization, Decontrol, Decentralization And Foreign Equity Participation. It Has Led To Serious Thinking Almost The Role Of Government In Firming And Administration Of Education As Well As Higher Education. The Key Discussion Of This Paper Is That Higher Education In India Is Being De Facto Privatized On A Massive Scale. However, This Study Is An Attempt To Do A Comparative Analysis Of The Budgetary Systems Of Both Countries, With A View To Understanding How Open And Transparent The Processes Are, And The Extent To Which They Allow For Public Participation. The Aim Is To Identify The Differences And Similarities (if Any). The Study Was Anchored On The Marxist Theory Of The State. Our Analysis Showed That In Terms Of Openness And Transparency Of The System, Budget Processes In Ghana Were More Open And Transparent Both In 2012 And In 2015 Than What Obtained In Nigeria In Those Years. As Regards Public Participation In The Process, The Study Also Discovered That The Government Of Ghana Created More Opportunities For The Public To Participate In The Process Than The Government Of Nigeria. The Comprador Bourgeois Class In Nigeria, Because Of Its Interest In Primitive Accumulation, Ensures That Budgeting In Nigeria Is Its Exclusive Preserve. This Is Because It Is Through The Budget That It Allocates Funds To Service The Interest Of Its Members. Conversely, The National Bourgeoisie In Ghana, To A Large Extent, Carries The Citizens Along In The Budget Process. The Modalities In Question Include: Change In Residency Requirement For IDPs; Mass Transfers Of The Registration Of Identified IDPs To Their New Locations; Creation Of Special Voting Centres For IDPs In The North East; And Distribution Of Outstanding PVCs To IDPs In Their Camps Before The Election. In Generating Data For The Study, Documentary Method Of Data Collection, Based On Secondary Sources, Was Adopted. To Analyze The Data Generated, The Study Used Content Analysis Rooted On Logical Deductions. The Study Was Anchored On The Social Dominance Theory. The Result Of Data Analysis Demonstrated That The Modalities INEC Put In Place To Ensure The Participation Of IDPs In The 2015 General Elections Were Skewed In Favour Of The Opposition Candidate, Especially, Given The Fact That IDPs From Other Parts Of The Country Were Excluded From The Arrangement. Thus, This Study Examines The Extent To Which The Re-brand Nigeria Project Succeeded In Attracting International Investment Into The Country. By Adopting The Qualitative Research Method And Relying On An Analytical Framework Based On The Coordination Failure Model, Findings Revealed That The Project Failed To Reverse The Negative Trends That Had Contributed In Giving Nigeria Her Poor Image And Corollary, Failed In Attracting International Investors As Envisaged. The Specific Objectives Are: To Ascertain The Impact Of Credit Facilities For Cash Crop Production On Agricultural Sector; To Determine The Effect Of Credit Facilities For Livestock Production On The Growth Of Agricultural Sector; To Determine The Relationship Between Credits Facilities For Food Crop Production And The Growth Of The Agricultural Sector; And To Determine The Extent To Which Credit Facilities For Fisheries Affects The Sector Of The Economy. The Study Employs A Correlational Research Design. The Data Were Secondary In Nature. They Were Data On Credit Facilities Granted For Cash Crop, Food Crop, Livestock And Fisheries Production In Nigeria Between 1984 To 2013. The Data Were Analyzed Using The Simple Linear Regression Analysis. The Study Found That Credit Facilities For Cash Crop Production, Livestock, Food Crop And Fisheries Have Significant Relationship With The Growth Of Agricultural Sector. The Study Among Other Things, Recommends The Needs To Spend Much More On Agriculture Than Its Current Commitment In Order To Increase Economic Growth In Agricultural Sector And Make Agriculture The Main Stay Of The Nigerian Economy.

It Revealed That Only About 19.52 Percent Of People Who Sought For Admission Between 2004 And 2014 Were Actually Successful Leaving A Total Of 80.48 Percent Unadmitted. This Research Study Focused On Education Function Of Cartoons By Examining The Audience Perception Of Newspapers Cartoons As Opinion Moulding Tool On Corruption. The Research Objectives Were To Find Out If Newspaper Corruption Cartoons Provided Their Audience Sufficient Information On Corruption; To Ascertain Whether There Was Any Relationship Between Information Provided In The Cartoons And Opinion Moulding On Corruption; And To Determine If Newspaper Cartoons Influenced Opinion Formation On Corruption. The Study Used The Survey Research Method And Sampled The Opinions Of 360 Readers Of Daily Sun And Vanguard Newspapers Who Are Residing In Awka, Nnewi And Onitsha, All In Anambra State Of Nigeria. It Was Discovered Through The Data Generated Via Questionnaire That The Cartoons Provided Their Readers Information On Corruption In Line With The Agenda-setting Theory Of The Mass Media Adopted Into This Study. It Was Also Found Out That The Information Provided By Newspaper Cartoons On Corruption Were Sufficient, And Enabled The Audience To Form Opinion On Corruption In Nigeria. It Means, Therefore, That Cartoons Can Be Utilized To Communicate Important Messages To The People And To Mobilize Them Towards A Given Cause. However, This Study Is An Attempt To Do A Comparative Analysis Of The Budgetary Systems Of Both Countries, With A View To Understanding How Open And Transparent The Processes Are, And The Extent To Which They Allow For Public Participation. The Aim Is To Identify The Differences And Similarities (if Any). The Study Was Anchored On The Marxist Theory Of The State. Our Analysis Showed That In Terms Of Openness And Transparency Of The System, Budget Processes In Ghana Were More Open And Transparent Both In 2012 And In 2015 Than What Obtained In Nigeria In Those Years. As Regards Public Participation In The Process, The Study Also Discovered That The Government Of Ghana Created More Opportunities For The Public To Participate In The Process Than The Government Of Nigeria. The Comprador Bourgeois Class In Nigeria, Because Of Its Interest In Primitive Accumulation, Ensures That Budgeting In Nigeria Is Its Exclusive Preserve. This Is Because It Is Through The Budget That It Allocates Funds To Service The Interest Of Its Members. The Modalities In Question Include: Change In Residency Requirement For IDPs; Mass Transfers Of The Registration Of Identified IDPs To Their New Locations; Creation Of Special Voting Centres For IDPs In The North East; And Distribution Of Outstanding PVCs To IDPs In Their Camps Before The Election. In Generating Data For The Study, Documentary Method Of Data Collection, Based On Secondary Sources, Was Adopted. To Analyze The Data Generated, The Study Used Content Analysis Rooted On Logical Deductions. The Study Was Anchored On The Social Dominance Theory. The Specific Objectives Are: To Ascertain The Impact Of Credit Facilities For Cash Crop Production On Agricultural Sector; To Determine The Effect Of Credit Facilities For Livestock Production On The Growth Of Agricultural Sector; To Determine The Relationship Between Credits Facilities For Food Crop Production And The Growth Of The Agricultural Sector; And To Determine The Extent To Which Credit Facilities For Fisheries Affects The Sector Of The Economy. The Study Employs A Correlational Research Design. The Data Were Secondary In Nature. They Were Data On Credit Facilities Granted For Cash Crop, Food Crop, Livestock And Fisheries Production In Nigeria Between 1984 To 2013. The Data Were Analyzed Using The Simple Linear Regression Analysis. The Study Found That Credit Facilities For Cash Crop Production, Livestock, Food Crop And Fisheries Have Significant Relationship With The Growth Of Agricultural Sector. These High Spirals Of Conflicts And Crises, Which Almost Enveloped The Nation Is Precipitated Partly By Colonial Legacy And Many Years Of Military Misrule, And Partly By Lack Of Justice, Equity And Fairness In The Sharing And Distribution Of Our God-given Resources. Thus, The Niger Delta Crisis Posed Serious Challenge To Human Security In The Region And The Nigerian State In General. Therefore, Based On The Above Pathetic Scenario, This Paper Critically Examines The Human Security Challenges Of The Niger Delta Crisis And Its Implications On The Nigerian State. Regrettably, However, There Has Been An Upsurge In Socio-political And Ethno-religious Violent Conflicts With Mind-boggling Consequences In The Country Since 1999in Spite Of Efforts By Successive Administrations To Entrench Democratic Values And Principles In The Country. Albeit The History Of These Conflagrations Is Said To Be Rooted In Our Colonial History And The Post-independence Political System Which Tended To Alienate The Masses, The Mass Media And Their Practitioners Who Report These Conflicts Have Not Been Spared The Verbal Howitzer Regarding The Exaggeration Of Conflict-generating Issues Resulting In The Escalation Of Social Conflicts And The Attendant Reprisal Attacks.
