The process of the international integration of the South Eastern Europe (SEE) countries is mainly dictated by their goal of EU integration. With regard to the services' sectors, a major liberalization step on the way is WTO accession. Of the countries in the region only Serbia, Bosnia and Herzegovina and Montenegro are still not WTO members and in order to become members significant liberalization commitments will be demanded of them. For this reason the second part of the paper deals with concrete financial liberalization commitments undertaken by the original WTO members in SEE and the newly WTO acceded SEE member countries. The last part of the paper provides a quantitative analysis of th...

Research paper thumbnail of Financial services liberalization in transition countries and the role of the WTO

Panoeconomicus, 2010

While a bulk of economic theoretical and empirical research deals with various aspects of financi... more While a bulk of economic theoretical and empirical research deals with various aspects of financial liberalization, there is far less research devoted to the measurement of financial liberalization. In this paper we calculate an index of financial liberalization in 18 transition countries in the Central, Eastern and South-East Europe (CESE) and the Commonwealth of Independent States (CIS). This index was previously developed in works of Aaditya Mattoo (1999) to measure financial liberalization that the WTO member countries have committed to. We make a slight modification to scaling to take into account the specific aspects of CESE and CIS countries and also apply the index to a non- WTO member (Serbia) using its currently applied regime. In this paper we will examine the influence of the General Agreement on Trade in Services (GATS) framework on liberalization commitments in financial services sector in the target countries.

In the Western Balkans the crisis has been transmitted through several channels including exports, remittances, foreign investment and bank credit flows. The paper investigates the impact of the Eurozone crisis on the region and questions whether the EU accession process continues to offer hope of economic prosperity in the future or whether the countries of the super-periphery should rely more on their own resources, new alliances and regional cooperation to support future economic growth.

The central question is whether the institutional reforms introduced during the transition period have enabled countries to cope with external shocks such as those associated with the recent global economic crisis. The transmission mechanisms of the crisis to the region are identified as contractions of credit, foreign direct investment, remittances, and exports, and their variable impact across countries is assessed. Several types of institutions are examined, including the degree to which countries have adopted the acquis communautaire, determined by the extent of their EU integration, progress with transition, and the broad institutional environment measured through the quality of governance. The paper asks whether countries with a more flexible economy due to faster progress with transition reforms were better able to adjust to the impact of external shocks. It concludes t...

Compared to the non-Baltic new member states (NMS), the Western Balkan services sectors are smaller in size and have a more adverse composition, with traditional services sectors being dominant over sectors with a higher value added. Although modest, the rate of growth of Western Balkan exports in services is higher than that of the NMS, and higher than their own GDP growth, which indicates an improving export performance and allows for a process of gradual catch-up. Further liberalisation of trade in services within Western Balkan countries is envisaged by a regional trade agreement, CEFTA, and is on their path of EU accession. The main goal of this liberalisation is to foster development of the domestic markets, both through regulatory reforms approximating EU market rules and by foste...

Research paper thumbnail of Perspectives and adoption of mobile banking in Serbia: The case of young adults

Mobile banking is a major driver of change in retail banking globally. The pace of its adoption differs across regions and countries, with some emerging countries taking the lead. Building on a technology acceptance model and earlier studies, we define and test a model comprising five factors that we hypothesize to have an effect on the acceptance of mobile banking. The sample includes 202 respondents from the student population. In the first stage, we extract factors based on factorial analysis so as to provide a justification for the constructs and inputs used for further analysis. In the second stage, we use these factors as independent variables in a regression analysis, where the dependent variables represent behavioral intentions regarding the use of mobile banking. The results show that all five factors are positively associated with the dependent variables. Two factors, "p...

Done in conjunction with the US Army War College, the workshop brought together forty top US and European experts and policymakers to identify regional and national initiatives that could encourage the Balkans region to continue on the path toward euro-Atlantic integration. The views expressed in this article are solely those of the author and do not necessarily reflect the views of the Atlantic Council, its staff, or its supporters. Research paper thumbnail of Interdependence between Core and Peripheries of the European Economy: Secular Stagnation and Growth in the Western Balkans

This paper therefore embeds the analysis of the Western Balkan countries within a wider perspective of the European economy as a whole. It combines a simple Core-Periphery model with an underconsumption model to provide a convincing explanation of the emergence of secular stagnation, the dependency relationships between the European economies, and the spillover effects of Eurozone crisis to the Western Balkans. Due to tendencies to under-consumption, the Core countries have been vulnerable to secular stagnation and in order to overcome this tendency within the Eurozone they are dependent on export revenues from the peripheries to sustain their economic growth. This has led to high trade and current account deficits during the boom and placed the peripheries in a highly vulnerable position during the recession period. Financialisation of the European economy has emerged as a response to the tendency towards secular stagnation, as the provision of consumer credit has stimulated demand and temporarily overcome under-consumption tendencies. The paper argues that continuing austerity as a method to create internal devaluation is unlikely to succeed as a means to extricate the periphery countries from the crisis. Given the dependencies of the European economies upon one another, a possibly better way out of the current period of low growth and stagnation would be a coordinated fiscal expansion to stimulate domestic and Europewide demand.
