The document outlines the concept of improving the system for granting and exercising the rights ... more The document outlines the concept of improving the system for granting and exercising the rights of persons with disabilities. These rights are now performed dispersed across different departments of the state administration without central coordination, and are regulated through more than 120 legal norms. The new system, based on the application of modern ICTs, should enable a unified state policy and effective governance in this field and can be established as part of e-government. It is considered from a normative, organizational and technological point of view, and the expected effects are assessed.

Upravljanje sustavom za transport plina definirano je zakonima i podzakonskim aktima u svim Zemlj... more Upravljanje sustavom za transport plina definirano je zakonima i podzakonskim aktima u svim Zemljama EU, a od travnja 2009. godine i u Hrvatskoj. U radu je osmisljen cjeloviti sustav upravljanja transportom plina a novi upravljacki procesi (objavljivanje transportnih kapaciteta, mjesecne i godisnje rezervacije, nominacije i obracun) modelirani su tehnikom BPM. Takvi modeli poslovnih procesa jednoznacno su odredili sadržaj i algoritme u softvera koji ce se koristiti kod upravljanja plinskim transportnim sustavom, ali i omogucili da se predlože poboljsanja i unapređenja u podzakonskim aktima koji se odnose na tržiste plinom.

To estimate the amount of work needed for aplication software development, several methods are us... more To estimate the amount of work needed for aplication software development, several methods are used today, while estimation of the development complexity of the new IS as the whole is generally based on experience of the project manager and system analyst. In this paper a new genetic taxonomy of IS is shortly presented. This taxonomy is based on those characteristics of IS-s, which are important for their development and design. The study shows how the principles of genetic taxonomy could be applied to estimate the complexity of new IS, thus improving the understanding between IS designers and users.

A manufacturing firm is a complex and dynamic system, which e.fficiency is measured by system res... more A manufacturing firm is a complex and dynamic system, which e.fficiency is measured by system response on market demands (T) and the entire business effectiveness (E). Modern information technology (IT) should have apositive effect on these two functions, but il is difficult to determine the value and mode of that influence in advance. Regularities in form T=f1(Xj) and E=f2(Xj), describing the effects of implementation new IT in certain business areas on the e.fficiency of the firm as the whole, are described in this study. These regularities are established on the basis of data resulting from multifactorial experiments inform 2P-k, carried out on the simulation model of the manufacturing firm. A developed mathematical model is applicable in strategic planning of information system. The results of the research are compared with the results of empirical researches, carried out by several other authors.

The term "Information System" has been used for a great number of different products of human min... more The term "Information System" has been used for a great number of different products of human mind designed to enable man to understand and control the events in his surroundings. Numerous classifications of ISs have been designed so far. They are based on various forms and characteristics of the existing systems, but they do not explain their origin and growth. In this study, preceded by a brief survey of the existing classifications, a new genetic taxonomy of IS is presented. It is based on those characteristics of ISs, which are important for their development and design. It also shows how the principles of genetic taxonomy can be applied to evaluate the complexity of new IS development and thus improve the understanding between IS designers and users.

Strategic planning of information systems (IS) has lately become an interesting subject for both ... more Strategic planning of information systems (IS) has lately become an interesting subject for both the researches and practitioners dealing with IS-development and information technologies (IT) implementation in business systems. Recent researches have shown that the impact of IT on the effectiveness of business systems is less than has been expected. Therefore, information systems development and information technology implementation can not be solely the problem for system analysis and IT professionals, but also one of the most important problems for top management. The hypothesis that the efficiency of ITimplementation depends on strategic planning of information system has been set in this paper. In order to improve the efficiency of the investments in IT, some new proposals and guidelines are given.

The usage of modern information technologies will be successful only if information system develo... more The usage of modern information technologies will be successful only if information system development is aligned with the business system development strategy. Such an approach is usually regarded as the strategic planning of information systems (SPIS). A unified methodology for SPIS does not exist yet, although several methods, techniques and templates might be inventively integrated to develop a new IS for each particular business system. This paper presents how this integration could be performed to obtain a consistent methodology named SPIS. Such a methodology has been developed by the authors and applied to six large-scale projects in very different business environments. In this way a theoretical approach was confirmed and extended by new experiences, which are presented in this article.

Planned business system reengineering and new information system development became two parallel and tightly connected projects. In the paper, based on the experience earned on previous performed projects, authors analyze those connection and present some conceptual and methodological recomendations, which adoption could increase synergetic effect of reengineering project and new information system development project in some organizations.

Uvođenje modernih informacijskih tehnologija može biti uspjesan projekt samo onda, ako je razvoj ... more Uvođenje modernih informacijskih tehnologija može biti uspjesan projekt samo onda, ako je razvoj informacijskog sustava usklađen sa strategijom razvoja poslovnog sustava. Ovakav pristup naziva se strateskim planiranjem razvoja informacijskog sustava (SPIS). Planirana poslovna strategija se najcesce može ostvariti samo temeljitim preustrojem. Stoga se reinženjering poslovnog sustava i izgradnja novog informacijskog sustava javljaju kao dva paralelna i povezana projekta. U radu se analizira ova povezanost te prezentiraju neke konceptualne i metodoloske preporuke cije usvajanje može povecati pozitivni sinergisticki ucinak projekta reinženjeringa i projekta izgradnje novog informacijskog sustava u nekoj organizaciji.

Object-oriented and structured methods are not mutually exclusive, although each of them has thei... more Object-oriented and structured methods are not mutually exclusive, although each of them has their advantages when used in developing a specijic type of information system. For that reason, some characteristics of real systems and their ISs, that determine the choice of methods, are analysed in this paper. It has been concluded that for the development of complex ISs, especially those that integrate business and technological processes, a combined use of structured and object-oriented methods gives the best resuits. The way structural and object methods are integrated into a consistent methodology for the development of ISs is also shown in the paper. The resuits are illustrated with examples from a large-scale project, which was carried out by the authors.

Ovakav pristup naziva se strateskim planiranjem razvoja informacijskog sustava (SPIS). Planirana poslovna strategija se najcesce može ostvariti samo temeljitim preustrojem. Stoga se reinženjering poslovnog sustava i izgradnja novog informacijskog sustava javljaju kao dva paralelna i povezana projekta. The use of modern information technologies (IT) will be successful only if information system (IS... more The use of modern information technologies (IT) will be successful only if information system (IS) development is closely connected to a business processes development strategy. Despite the fact that ERP systems are complex application packages with full functionality, they cannot be implemented immediately "from the shelf". The only way to maximise business ejJects, using modern IT for enterprise resources planning, is through the deliberate and extensive alignment of ERP capabilities with the business system (ES) development strategy. In this way, support for the business processes and enterprise resource planning (ERP) can be maximised. Such an approach is usually regarded as the strategic planning of the information systems (SPIS). There is no unified methodology which could be applied white performing SPIS. There are several methods, techniques and templates that should be inventively integrated to develop an optimal approach to ERP system design and to develop the implementation development of each particular manufacturing system. Thus, SPIS and ERP implementation appear as two parallei and closely connected projects, and the main outcome is a reengineered business system, supported by modern IT. This paper illustrates how this integration of SPIS and ERP can be performed in order to obtain a consistent methodology. This methodology has been proved and applied in six largescale projects in very different business systems. In this way, the theoretical approach was confirmed and extended by the new experiences presented in this article.
