This note reviews the economic, social, and political welfare of indigenous peoples in Latin Amer... more This note reviews the economic, social, and political welfare of indigenous peoples in Latin America, and examines the environmental aspects of the region's economic development, as priorities for the World Bank. The paper contains the technical reports presented at the Second Inter-Institutional Workshop on Indigenous Populations Development in Latin America, by participants from international agencies, and indigenous organizations. These technical reports convey the sound practices undertaken lately in the region, in favor of indigenous development, where, some countries have adopted legal frameworks for the protection of their cultural heritage, as well as guaranteeing their civil and political rights. The Indigenous Peoples Leadership Capacity Building Program for the Andean Countries (Andean Prog... more The Indigenous Peoples Leadership Capacity Building Program for the Andean Countries (Andean Program) is the result of an initiative of the Fund for the Development of Indigenous Peoples of Latin America and the Caribbean (Fondo Indigena), supported initially by the governments of Ecuador and Peru and later by the main national indigenous organizations of the Andean countries of Bolivia, Colombia, Ecuador, Peru and Venezuela. Responding to this interest, the World Bank started a participatory process to identify the demand and the most important themes which would be the basis for a capacity-building program. As a consequence, training modules on governance, development with identity, indigenous rights, and the use of technologies of information and communications (ICT) have been prepared and validated in a series of workshops held since 2003, with the participation of indigenous leaders.

This report presents a brief discussion of indigenous peoples’ development as evidenced in a sele... more This report presents a brief discussion of indigenous peoples’ development as evidenced in a select number of case studies about World Bank financed projects that had a positive impact on indigenous peoples’ communities. The main objective of this study is to identify and document good practices and lessons learned that can be shared with World Bank staff, borrower governments, and Indigenous Peoples’ organizations to help improve the design and implementation of projects that trigger the World Bank’s Operational Policy on Indigenous Peoples and/or are primarily oriented toward the sustainable development of indigenous peoples. World Bank activities with regard to indigenous peoples have been primarily focused on applying OP 4.10 to ensure that indigenous peoples receive social and economic benefits that are culturally appropriate and gender and age inclusive, and to mitigate possible adverse impacts associated with Bank-financed projects. This collection of papers identifies a major problem facing developing nations and the countries ... more This collection of papers identifies a major problem facing developing nations and the countries and sources that fund them: the lack of attention and/or effective strategies available to prevent farmers in underdeveloped and poorly endowed regions from sinking still deeper into poverty while avoiding further degradation of marginal environments. The contributors propose an alliance of scientific knowledge with native skill as the best way to proceed, arguing that folk systems can often provide effective management solutions that are not only locally effective, but which may have the potential for spatial diffusion. While this has been said before, this volume describes clearly how to implement such an approach. Moreover, the editors make an eloquent case for the relevance of risk prone areas as a subject of study and the special role that indigenous knowledge plays in such poorly endowed regions.
