While adult education aims to energize the process of learning to live together in this urban context by making sense of individual narratives of local inhabitants, there is a lack of insight into the actual dynamics that are stimulated. We explore how narrative practices can open up and shape an educational space in which citizens can express their ambivalence about living together in diversity and plurality. Inspired by Paulo Freire, we argue that these narrative practices can create possibilities for the reinvention and re-imagination of a democratic society.

We observed the challenges citizens take up when participating in a ‘Consensus Conference’ on Genetic Testing and analysed the ambivalences of the learning process. Facilitators, not only should guide the interaction process, but also should support the substance of the process, that is an interaction between personal stories of citizens, the questions that spring from it and the knowledge of experts. In this article, we show how sustainable development is mainly seen as a goal that can be achieved by applying the proper processes of learning and how this learning perspective translates sustainability issues into learning problems of individuals. We present a different perspective on education for sustainable development and emphasize the importance of presenting issues of sustainable development as ‘public issues’, i.e. as matters of public concern. This shifts the focus from the competences that citizens must acquire to the democratic nature of the spaces and practices in which participation and citizenship can develop.

In line with this experience, we raise two questions about the deliberation process we tried to support. First, how to understand the importance of narratives as sources of civic learning? Second, how can a narrative understanding of civic education challenge current practices of citizen participation? Our answers to these questions are grounded both in the practical context of the seven focus groups and in a more theoretical endeavour to understand policy planning as a particular educational practice for citizens.
