The text highlights features of Turkish policy towards the Balkans and areas of possible cooperat... more The text highlights features of Turkish policy towards the Balkans and areas of possible cooperation with Poland. Ankara is pursuing an independent policy of deepening it is so-called strategic depth, i.e., policies towards its immediate neighbourhood, including the Southern Caucasus, Middle East, North Africa and the Balkans. Poland, on the other hand, is relying on Euro-Atlantic structures and focusing on securing its eastern flank, which as the 2014 crisis in Ukraine illustrates is far from stabilisation. Warsaw’s foreign policy priorities and Ankara’s vision of Turkey’s international role diverge, leaving little space for pointing at specific forms of cooperation on a larger scale. Nevertheless, both countries share similar strategic goals, enabling us to highlight potential areas for further collaboration—namely society, security and economy—that could pave the way for partnership.

based on the law of uneven and combined development. It assumes a significant
role of economy (and control over economy) in social and political
development of a society across the ages. Subsequently, the ethnopolitics of
the Balkans should be perceived through the prism of historic development
of the political solutions to arising economic questions. In effect, we recognize
several models of cultural division of labour. These models provide varying
levels of economic (in)dependence of minorities from state-authorities.
Our claims, however, are based on the conviction that these institutions and
models are focused mostly on meeting demands of the minorities’ leaders,
not necessarily of the minorities themselves. Consequently, political and economic
interests took precedence over human rights and democratic values.

After the failure of the Dayton project in Bosnia and Herzegovina most of the Western Balkan countries adopts some forms of cultural autonomy. The main hypothesis of this article is that this solution enables the states" governments to hold a firmer control over the minorities political demands and therefore facilitate control of the minority itself and lower the risk of an ethnic conflict outbreak. This article contributes to the debate on the ethnic minorities" political accommodation by highlighting some issues related to cultural autonomy models adopted in the Balkans. It looks into these of it features, which enable central-state authorities to strengthen their bargaining position vis-à-vis ethnic minorities groups and their representatives.

Dayton Peace Agreement and the constitution of Bosnia and Herzegovina attached to it aims at prov... more Dayton Peace Agreement and the constitution of Bosnia and Herzegovina attached to it aims at providing peace, stability and a forum of political dialogue between Bosniacs, Croats and Serbs fighting against each other in the first half of the 1990s in the country concerned. Nevertheless, the constitutional system encourages Bosnian politicians to adopt nationalistic approach in the political debate, which in turn has been perceived as a main reason of hampering economic reform process, political development and reconciliation of the society. Both executive and legislative branches of government have been subject to the principle of ethnic and territorial division of the country. Also the representation of voters in public institutions and legislative process are determined by the national affiliation of participants. There is not a single opportunity for a politician to represent all citizens of Bosnia and Herzegovina as such, regardless of their national or religious affiliation.
