The nonstate education sector has experienced rapid growth globally and in the Middle East and No... more The nonstate education sector has experienced rapid growth globally and in the Middle East and North Africa (MENA) in the last three decades (Al Qasimi Foundation, 2021). This rapid growth has had a major effect on issues of sound education provision, financing, and equity. While several studies have explored this regional trend of expansion in private education, in particular (Ridge et al., 2016b; Abdelkhalek & Langsten, 2019), few have attempted to discuss the extent to which nonstate education legislation addresses issues of equity and inclusion. As such, this report examines legislation and regulations for the nonstate education sector across MENA countries, focusing in particular on equity and inclusion. It attempts to do so by assessing whether laws and policies delineate limitations on fee-setting and profit-making, while further examining whether nonstate education legislation accounts for the inclusion of persons with disabilities (PWDs) and those from disadvantaged backgro...

The Middle East and North Africa region has witnessed the rapid growth of the non-state education... more The Middle East and North Africa region has witnessed the rapid growth of the non-state education sector, including within the Gulf states. Although this growth of non-state education has provided parents with a wide variety of schooling options in which they can enroll their children, obstacles to accessing equitable, quality education persist across the Gulf. This paper examines existing legislation and policies on nonstate education to examine their inclusivity, focusing particularly on dis/ability, socioeconomic status, and ethnic background. We begin by describing the education landscape in the Gulf states of Saudi Arabia, the United Arab Emirates (UAE), Qatar, Kuwait, Bahrain, and Oman. We then discuss the data and limitations before summarizing the challenges and offering some recommendations to policymakers moving forward.

Over the last year, there have been increasing reports of stray, abandoned, and surrendered anima... more Over the last year, there have been increasing reports of stray, abandoned, and surrendered animals in Ras Al Khaimah and other emirates. This has led to growing complaints from the community to address the issue and the resulting costs and demands on local governments as these animals pose environmental and safety concerns. This is especially challenging as stray and abandoned animals threaten the natural ecosystem and give the environment an unfavorable image, which can negatively impact local businesses and tourism. The stray and abandoned animal population requires human intervention to control; otherwise, the population may grow exponentially, further impacting the environment and increasing costs to the community. Several strategies can be used to control the stray and abandoned animal population, such as Trap-Neuter-Release (TNR) programs.
