The results of liberalization studies can be influenced decisively by the methodology of import t... more The results of liberalization studies can be influenced decisively by the methodology of import tariff aggregation. This article deals with different measures used to aggregate import tariffs. Therefore, the advantages and disadvantages of different aggregation measures are discussed theoretically. In the empirical part of the paper, the simple average and the trade-weighted average of bound and applied tariffs are calculated for different agricultural products of the EU. The analysis considers ad valorem and specific tariffs as well as tariff rate quotas. Additionally, for the applied tariffs, a distinction is made between MFN-tariffs and bilateral preferential tariff rates. Using the same data base, the product specific Trade Restrictiveness Index (TRI) and the Mercantilist Trade Restrictiveness Index (MTRI) are calculated. Because of the poor data availability at the detailed tariff-line level, a simple partial equilibrium application of these indices is implemented, which can be extended to the whole import tariff data base of an economic trade model. The results show a strong correlation between all aggregation methods, but the size of the import tariffs differs highly, depending on the aggregation measure used. Furthermore, high differences between bound and applied tariffs for some EU agricultural products are calculated.

In diesem Beitrag werden die aktuellen Vorschl�ge der EU, der USA, der G 20 und der G 10 analysie... more In diesem Beitrag werden die aktuellen Vorschl�ge der EU, der USA, der G 20 und der G 10 analysiert. Die Simulationen werden mit einem erweiterten GTAP Modell durchgef�hrt. Zu-s�tzlich wird die GTAP Datenbasis um gebundene Z�lle erg�nzt, so dass "Wasser in den Z�l-len" Ber�cksichtigung findet. Die Ergebnisse zeigen, dass die Handelsbilanzentwicklung der EU 27 in den Sektoren f�r Rindfleisch, Zucker und sonstiges Fleisch ma�geblich durch die H�he der Zollk�rzungen beeinflusst wird. Die Handelsbilanz der M�rkte f�r Getreide und Milch wird hingegen durch den Abbau der Exporterstattungen dominiert. Eine Dekompositi-on der Ergebnisse liefert weitere Details.

This article presents selected results of the vTI-Baseline as well as the underlying assumptions.... more This article presents selected results of the vTI-Baseline as well as the underlying assumptions. The vTI-Baseline is established using and combining four models (GTAP, AGMEMOD, RAUMIS, FARMIS) of the vTI model network. It provides a reference scenario for the analysis of the impacts of alternative policies and developments. The projections are based on data and information available in summer 2009 and are thus characterised by the recession following the global financial crisis. The baseline assumes a continuation of the current policy framework and the implementation of the already agreed upon policy changes, respectively. According to the projections, the EU share in global agricultural trade rises from 16 % in 2004 to 19 % in 2019. Due to the reduced policy interventions in the milk market, the projected low world market prices for milk products affect the milk farm gate price in Germany, which in the baseline is 27 Euro/100 kg (3.7 % fat, excl. The Thünen-Baseline is established using and combining several models of the Thünen model network. It provides a reference scenario for the analysis of the impacts of alternative policies and developments. The projections are based on data and information available as of winter 2013/14. The baseline assumes a continuation of the current policy framework and the implementation of already decided policy changes. For the Thünen-Baseline 2013 to 2023, this implies the implementation of the EU-CAP reform decided in 2013 and its national implementation according to the decisions made at the German Ministers of Agriculture conference. Die Ergebnisse von modellgestützten Liberalisierungsstudien können maßgeblich durch die Aggregati... more Die Ergebnisse von modellgestützten Liberalisierungsstudien können maßgeblich durch die Aggregation der Importzölle beeinflusst werden. Gegenstand dieses Beitrags ist die Quantifizierung des Einflusses unterschiedlicher Aggregationsmethoden auf die Wohlfahrtsergebnisse eines multiregionalen und multisektoralen allgemeinen Gleichgewichtsmodells. Ausgehend von derselben Datenbasis werden die Zölle mit dem einfachen und handelsgewichteten Durchschnitt, dem Trade Restrictiveness Index (TRI) und dem Merkantilistischen Trade Restrictiveness Index (MTRI) von der detaillierten Zolllinienebene auf ein modellkompatibles Niveau aggregiert. Unter Berücksichtigung von gebundenen und angewandten Zöllen wird ein multilaterales Liberalisierungsszenario entsprechend des G20- Vorschlags in den WTO-Verhandlungen gerechnet und die Ergebnisse verglichen.

The Mac-Sharry-Reform and the Mid Term Review (MTR) reform of the CAP for example improved the conformity between the EU agricultural policy and the liberalization requirements on the international level. Currently, it is again discussed within the Health Check how the EU direct payments will be adapted to meet the international and national requirements. This paper employs the Global Trade Analysis Project (GTAP) Model to quantify the global and national effects of the implementation of the current WTO negotiations and the adaptation of the EU direct payments. The impact of the change in the respective political instruments and the exemption of sensible products are calculated with the help of two policy scenarios and a decomposition and set in relation to each other.
