In the article the author assumes that the idea of smart specialization can stimulate the develop... more In the article the author assumes that the idea of smart specialization can stimulate the development of cluster initiatives operating in the EU. In the first part, the author explains the essence of smart specialization concept. Then, in the following sections, he describes the process of identifying smart specialization in EU regions and collates the smart specialization concept with of some economic theories, particularly with M. Porter’s theory of industrial clusters.

The author of the article addresses the problem of effective absorption of EU funds in Poland. Ex... more The author of the article addresses the problem of effective absorption of EU funds in Poland. Exploiting the explanatory potential of transaction costs theory, he aims to identify specific groups of transaction costs related to the absorption of EU funds, estimate the size of these costs and develop a model for EU funded projects management strategies applied by their beneficiaries. Furthermore, he concludes with possible ways of reforming the institutional system for EU funds absorption in Poland for the next EU financial planning period of 2014-2020.

The result of the article are practical guidelines for such cooperation, based on a set of principles promoted by the Committee on Ethics in Science of the Polish Academy of Sciences."
