Dell’evento sono disponibili un video integrale e un podcast. Questo volume intende essere così un’ulteriore utile risorsa di confronto, dibattito e divulgazione circa un conflitto che continua a scatenare reazioni e prese di posizione.

The stabilization of Libya is a pressing objective, both to preserve the rights, needs and dignit... more The stabilization of Libya is a pressing objective, both to preserve the rights, needs and dignity of the Libyan people, and to prevent negative spill-over effects that a weak and poorly governed Libya has on its
neighbors. However, state institutions are weak, and there is little prospect of an effective central government for some time to come. Nonetheless, Libyans across the country have shown a remarkable ability to come up with creative solutions to the problems of governance, tailored to local conditions. They have turned to formal, traditional, and ad hoc institutions and mechanisms – Municipal Councils, Councils of Wise Men, Crisis Committees, and civil society organizations, to satisfy their basic needs in terms of services, security, reconciliation, and justice.

Two Parliaments and two governments1—neither of which is exercising any significant control over ... more Two Parliaments and two governments1—neither of which is exercising any significant control over people and territory; two coalitions of armed groups confronting one another and conducting multiple overlapping localized conflicts; thriving organized crime, kidnappings, torture, targeted killings, and suicide bombings; and an increasing number of armed groups claiming affiliation to ISIS (also known as Da’esh): These are powerful reasons to portray Libya as the epitome of the failure of the Arab Spring. The country is sliding into a civil war, and a functional Libyan state is unlikely to emerge anytime soon. By all measures and standards, the Libyan democratic transition appears to have been derailed.

This report results from the UNDP project entitled “Assessment of Local Governance and Its Impact... more This report results from the UNDP project entitled “Assessment of Local Governance and Its Impact on Cross-border Prevention of Violent Extremism Assessment in Libya” funded by the European Union. It seeks to provide a conceptual framing and an empirical assessment of the drivers and markers of violent extremism in Libya. The ultimate objective is to improve both local governance and the prevention of violent extremism (PVE) in Libya at the local and national levels.
The report draws from open-source research of literature on violent extremism and its drivers, on a decade of research and program experience in Libya, and on field research that the North African Policy Initiative team carried out in 2021.
