New models of rural settlements are being tested in the Amazon by the Federal Government, in an a... more New models of rural settlements are being tested in the Amazon by the Federal Government, in an attempt to reconcile the needs of land restructuring and rural development with environmental requirements. This research is proposed to deepen the knowledge of one of these procedures, the Forestry Settlement Project (PAF), specifically which was created in the town of Candeias do Jamari, in the state of Rondônia, known as PAF Jequitibá, which intends to be sustainable. It is the first
experience of this kind in the state. The economic exploitation should be done through sustainable forest management community and the homes were originally
planned for the “small farmers corporative system”. The need to establish the settlement was motivated by the Socioeconomic-Ecological Zoning Law of the State of Rondônia (ZSEE) which classified the area in zone 2, sub-zone 2.1, defined as an
area of conservation of natural resources, able to be uses under sustainable management. Its creation by INCRA, a process which begun in 2001, which took a large number of families to the location in search of a plot of land, where including
others have already lived since wood cutters began to explore the area in the 1990s, which at the moment is inhabited, but in precarious survival’s conditions. Its creation
occurred in July 18, 2007 and the organ responsible is in the process of settling the first families who had their cadastre approved. This study looked to know the background of the case, identify the agents and actors involved, examine the
treatment that the agrarian and environmental issues are taken by the state, the approach adopted in the PAF’s sustainability, its receptivity among the candidates for the settlement, especially the proposed systems for Sustainable Forest Community
Management Plan and small farmers corporative home system, strictly collective and bound by the production activities in the forest. The territorial process experienced by the candidates, the deterritorialization and reterritorialization, territorial belonging and relate conflituality, seen as imbrication to a proposal of sustainability which intend to be successful. As a conclusion, we understand that sustainability search is fully
committed while adopting a highly technocratic character, designed "from top to bottom" and "from outside to the inside," without a genuine participation of the community, since from the elementary stages of its design, whose focus has been giving priority to its economic dimension, putting in secondary plans the other side of human life.
