Effective systems to prevent violence to children and to protect them from harms are as indispens... more Effective systems to prevent violence to children and to protect them from harms are as indispensable today as they were half a century ago. The United Nations Convention on the Rights of the Child, adopted in 1989, binds the states to respect the rights of all children. In particular Article 19 focuses on the right of children to be free from all forms of violence. This paper describes the different components essential to build an effective child protection system, suggesting at the same time how these multi-disciplinary systems can be supported. While this paper acknowledges the vital role of state government in the protection of children, it also stresses that child protection is everyone’s responsibility and that interventions are required at all levels, at the level of government, of civil society, and of local community.

SUMMARYThis article gives a general overview of the current situation in relation to a range of w... more SUMMARYThis article gives a general overview of the current situation in relation to a range of widely recognised and also newly identified types of child maltreatment. The academic and clinical evidence relating to the impact of child maltreatment on the mental and physical health of child victims is substantial and steadily increasing in volume. New types of abuse are being identified, and changing environmental circumstances, which exacerbate the possibility of widely recognised types of child maltreatment occurring, are also being described. These include multi-type maltreatment, female genital mutilation and online child maltreatment. Serious questions may arise regarding neglect of the moral and social development of children and young people who become addicted to online gaming and pornography. Multiple national and local definitions of each of these existing and new forms of maltreatment have been created, some of which are covered here. The impact of these abuses on the phy...
This paper, drawing on UK and international experiences, suggests that the key components of an e... more This paper, drawing on UK and international experiences, suggests that the key components of an effective national system of services to safeguard children from being maltreated have to not only be in place but also functioning effectively in an integrated manner if they are to achieve their aims. The United Nations Convention on the Rights of the Child (UNCRC) provides a common international framework for all governments, organisations and professionals to work within. It should be incorporated into domestic legislation, which is supported by national frameworks and protocols that are underpinned by a commitment to multi-disciplinary, multi-agency working. Effective implementation of services that are based on the most up to date evidence requires the allocation of adequate resources, both human and financial. Organisations providing services to children and families require competent staff who have opportunities for training at all levels, including continuing professional develop...

BACKGROUND In 1996, the ISPCAN Working Group on Child Maltreatment Data (ISPCAN-WGCMD) was establ... more BACKGROUND In 1996, the ISPCAN Working Group on Child Maltreatment Data (ISPCAN-WGCMD) was established to provide an international forum in which individuals, who deal with child maltreatment data in their respective professional roles, can share concerns and solutions. OBJECTIVE This commentary describes some of the key features and the status of child maltreatment related data collection addressed by the ISPCAN-WGCMD. METHODS Different types of data collection methods including self-report, sentinel, and administrative data designs are described as well as how they address different needs for information to help understand child maltreatment and systems of prevention and intervention. RESULTS While still lacking in many parts of the world, access to child maltreatment data has become much more widespread, and in many places a very sophisticated undertaking. CONCLUSION The ISPCAN-WGCMD has been an important forum for supporting the continued development and improvement in the global effort to understand and combat child maltreatment thus contributing to the long term goals of the UN Convention on the Rights of the Child. Nevertheless, based on what has been learned, even greater efforts are required to improve data in order to effectively combat child maltreatment.

Is the Parent/Carer aware of the referral? This refers to awareness at the point in time the referral is being made. 3. Re-referral A re-referral is defined as a referral about the same child received within a twelve month period, where the child's case has been closed. 4. Address This is the child's usual or home address. Where parents have shared care, the child may have two addresses.
