When disaster strikes, despite having tenable plans for routine replenishment and operations, many organizations find themselves ill-prepared, ill-equipped, and without effective mechanisms in place to sustain operations during the immediate aftermath of a crisis. Health care operations can be abruptly halted due to the non-availability of supply. The purpose of this work is to add to a necessary, growing body of works related specifically to health care logistics preparedness and disaster mitigation. Logistics management is a specialized genre of expertise within the health care industry and is largely contributive to the success or failure of health care organizations. Logistics management requires extensive collaboration among multiple stakeholders*internal and external to an organization. Effective processes and procedures can be largely contributive to the success or failure of organizational operations. This article contributes to the closure of an obvious gap in professional and academic literature related to disaster health care logistics management and provides timely insight into a potential problem for leaders industry-wide. One critical aspect of disaster planning is regard for competent logistics management and the effective provision of necessary items when they are needed most. In many communities, there seems to be little evidence available regarding health care logistics involvement in disaster planning; at times, evidence of planning efforts perceptibly end at intra-organizational doors within facilities. Strategic planners are being continually reminded that health care organizations serve a principal role in emergency preparedness planning and must be prepared to fulfill the associated possibilities without notification. The concern is that not enough attention is being paid to repeated lessons being observed in disasters and emergency events.

While there is an abundance of literature examining emergency management and disaster preparedness efforts across an array of industries, little information has been directed specifically toward the emergency interface, interoperability and unconventional relationships among civilian institutions and the US Department of Defense (US DoD) or supply chain operations involved therein. To address this imbalance, this paper provides US DoD healthcare supply chain managers with concepts related to communicating and planning more effectively. It is worth remembering, however, that all disasters are local - under the auspice of tiered response involving federal agencies, the principal responsibility for responding to domestic disasters and emergencies rests with the lowest level of government equipped and able to deal with the incident effectively. Design/methodology/approach-Using data collected from a case study involving healthcare supply chain managers in the United States Army, this work examines how collaborative communications is linked to healthcare supply chain management. The findings associated with this study may have many transferable applications to institutions beyond a military health services context. Findings-This paper presents the findings and conclusions ascertained during a case study of collaborative communications. Five emerging themes were identified and a management model was developed for the enhancement of healthcare supply chain operations. Emerging themes included synergy among organizations, stakeholders working together, enhancements in supply chain operations, a continuance of training for supply chain leaders, and commonalities among disparate levels of management. Practical implications-Healthcare is a continually evolving industry. Supply chain efficiency can be linked to potential cost savings and more efficient operations within healthcare organizations. By understanding a model related to communicating collaboratively, leaders begin to understand the need for partnering among internal and external stakeholders and creating more efficient practices and processes. While this discussion is directed specifically toward healthcare management, the principles are applicable across a wide array of industries. Social implications-Communicating effectively is never easy for any healthcare organization or staff. Whether isolated to key individuals or throughout the entire organization, leaders have an inherent responsibility to share information and set conditions for organizational success. Arguably, the critical path to success involves effective, collaborative communications across multiple echelons of management responsibilities. Originality/value-While there is a dearth of literature examining communications and collaboration among various industries, little information is directed specifically toward the management of healthcare organizations or supply chain operations. Critical to any healthcare professional’s understanding of being prepared for a pandemic is an understanding, initially, of the disease processes and how it can affect a population. Administrators and healthcare logistics professionals must be prepared to assist, as necessary, in risk mitigation through advance planning, forecasting of demands, and support services needed for locations when the crisis occurs. Healthcare administrative personnel and other emergency management professionals should begin posturing for a pandemic by asking some rather specific questions related to organizational readiness. While the rest of the world reacts to the impending strike of a pandemic with a degree of fatalistic apathy, healthcare logistics professionals must be determined to engage, continuously, effective countermeasures to help mitigate significant losses ...

Findings – This paper presents a discourse in health care supply chain management's involvement in disaster mitigation by clarifying the role of logistics in strategic-level planning.

Social implications – Arguably, a critical path to success in health care supply chain readiness posturing involves evidence-based, critically applied insight into disaster mitigation and preparations across multiple echelons of managerial responsibilities.

Leadership exists within relationships that are present throughout an organization. Encouraging a collaborative environment promotes an ongoing integration of ideas and interdependency among multiple stakeholders throughout an organization. The purpose of this work is to provide an overview and analysis of collaborative leadership and shared management tactics. The overview includes an identification of differences between leadership and management, and applies the concepts to collaborative management practices. Analysis occurs in the form of a scholastic discussion related to the pragmatic application and inculcation of collaborative management strategies throughout a health care organization. One issue discussed relates to the lack of a common definition for collaborative management. A definition of collaborative management is based upon an extensive doctoral-level study that was conducted between January and February 2009. Collaboration is a synergistic work environment wherein multiple parties must work together toward the enhancement of health care management practices and processes. The discussion culminates with the presentation of a collaborative communications model developed through the conduct of an academic study. While not an end all document, the information contained within this work is applicable for practitioners of management processes through a pragmatic view of leadership. Health care management practices are changing and leaders must embrace change to remain successful in the management of health care.

Both the military and financial sectors have consistently demonstrated an aptitude to expand the boundaries of continuity planning and crisis mitigation. A comparison of both enterprises is provided to see how their respective methodologies compare. Interestingly, the similarities far outweigh the differences.
