The Institute for Employment Studies is an independent, apolitical, international centre of resea... more The Institute for Employment Studies is an independent, apolitical, international centre of research and consultancy in human resource issues. It works closely with employers in the manufacturing, service and public sectors, government departments, agencies, and professional and employee bodies. For over 35 years the Institute has been a focus of knowledge and practical experience in employment and training policy, the operation of labour markets and human resource planning and development. IES is a not-for-profit organisation which has over 60 multidisciplinary staff and international associates. IES expertise is available to all organisations through research, consultancy, publications and the Internet.

In England, adult education became widespread as industrialization fed the demand for popular dem... more In England, adult education became widespread as industrialization fed the demand for popular democracy. A marked shift from practical to leisure-based adult education occurred after World War II. More recently, policymakers have acknowledged the broader aims of education, including social inclusion and creation of a learning society. More than 90% of adults in England consider learning very or fairly important. At any given time, one in seven adults are actively engaged in formal learning. The three main groups of obstacles deterring participation in adult learning are practical/material, structural, and attitudinal barriers. Recent skills audits in England highlight a deficit in basic and intermediate skills among adults. A range of measures to broaden the social profile of people participating in adult, further, and higher education have been introduced or proposed in recent years. The measures range from targeting certain groups to making fundamental changes in funding methods. ...
The effectiveness of "Investors in People," which was launched in October 1991 as the U... more The effectiveness of "Investors in People," which was launched in October 1991 as the United Kingdom's national standard for training and development, was evaluated through a 3-year longitudinal study that included interviews with a sample of 1,804 employers and a series of case study interviews. Of the 1,804 employers interviewed, 76.6% were in the private sector, 35.6% represented the production sector, and 64.4% represented the services sector. Included in the sample were employers employing as few as 1-9 employees and as many as 1,000 or more employees. Some of the employers were interviewed for the first time in 1995, whereas others had been interviewed during 2 or all 3 years of the longitudinal study. The study focused on employers' reasons for becoming involved with Investors in People, problems with achieving/maintaining the standard, and Investors in People's impact on their practice and business performance. The guide contains six sections. The first section provides an introduction to the issue of e-learning and a summary of the issues discussed in the remainder of the guide. Section 2 summarizes the various dimensions and descriptions of e-learning, concluding with a definition of e-learning as "the delivery and administration of learning opportunities and support via computer, networked and web-based technology to help individual performance and development." Sections 3 and 4 describe potential benefits and drawbacks of e-learning.
