The border zone between Brazil and Paraguay materializes a series of discrepancies, principally i... more The border zone between Brazil and Paraguay materializes a series of discrepancies, principally in concerns to ensure the social rights of cross-border labors. In Brazil, the Organic Law of Social Security created in 1991 included rural labors as optional contributors, a reality different from Paraguayan rural labors. This paper analyzes the social security legislation of the two countries, the functionality of the Multilateral Agreement on Social Security of MERCOSUR and it is impacts on the Brazil-Paraguay border between the beginning of the decade of 1997 and the first half of 2018, from an approach in Law and International Relations. This is a qualitative research, based on a bibliographical analysis, with an empirical analysis of a specific case judged by TRF3 in 2008 of a migrant rural labor on the Ponta Porã-Pedro Juan Cabalero border.

The problem of access to public information will be approached, which, despite its recognition in international documents, is still problematic in terms of accessibility and social participation in public governance. This theme will be developed by retrieval of international documents deriving from the United Nations and from internationalregional organizations for the protection of human rights, which are the normative essence of the right to information.
