This paper provides a structured outline of innovation and industrial policies in a small and hig... more This paper provides a structured outline of innovation and industrial policies in a small and highly industrialised economy during the post-war period. Analysing the changing priorities of these policies in an open economy like Norway provides a contrasting perspective to the literature on the structure and evolution of industrial innovation policies with its bias towards US and other large country developments. The analysis lead us to introduce, inspired by Foucault’s concept of mentalities, Kuhn’s paradigms, as well as Gadamer’s life worlds, policy mentalities as a concept to characterise main dimensions of industrial policies in various period. Policy mentalities are sets of implicit and explicit assumptions and views held by the policy system about the core task and objective of industrial policy. In a sense, these policy mentalities, reflecting current views or aspirations concerning the nature and dynamics of ongoing social change, can be seen as major determinants of policy o...

The aim of this paper is to argue that evolutionary economist should not use – other than in quot... more The aim of this paper is to argue that evolutionary economist should not use – other than in quotation marks - the concept “perfect competition” since this core neo-classical concept actually describes a situation of perfect, and utter stagnation, which is certainly not an attractive situation from a welfare maximising point of view. The paper argues that there is a need to deepen the critique of "perfect competition", by not counter posing equilibrium to process, not counter posing technological and price competition, but clearly stating that "perfect competition" means no competition at all. )

Mobility of researchers is increasingly becoming a prioritised focus of science, technology and i... more Mobility of researchers is increasingly becoming a prioritised focus of science, technology and innovation policies. In a European context there is a longstanding objective in enhancing transnational mobility within the research community, increased mobility being seen a vital instrument to achieve an improved integration of research systems. More recently however, mobility of qualified scientists and engineers from universities and other research institutions into the business world has increasingly been seen as having to major effect that are beneficial for the interaction between the business and research systems. Increased inter-sectorial mobility is seen as an important instrument for transferring scientific expertise to companies and to build up their wider research capabilities. This will allow, it is argued, companies to react more effectively to rapidly changing technology, and to more efficient outsourcing of research activity. This paper considers the measurement of the direct and indirect flows of knowledge between differ... more This paper considers the measurement of the direct and indirect flows of knowledge between different technology-intensive industries in France, Germany, Norway, Sweden, and the United States. Using the OECD Input-Output database and the ANBERD database, we show that product-embodied knowledge accounts for about half of total technology use, on average, but with a substantial variation between industries. We then develop a general two-sector linkage measure that allows us to examine the interaction between predominantly technology producing industries (generally high-tech) and predominantly technology using industries (generally low-tech). This study shows that the medium-high and medium-low tech industries, identified as specialized-supplier and scale-intensive industries, including knowledgeintensive business services (KIBS), are essential for the production, diffusion and use of technology, and hence for economic growth.
