No reconocer las revueltas de los países árabes de 2011 como un punto de inflexión que anuncia la... more No reconocer las revueltas de los países árabes de 2011 como un punto de inflexión que anuncia la necesidad de un cambio de régimen en la región –y la consecuente revisión de la política occidental con respecto a ella, que está pendiente desde hace tiempo– sería un error con importantes consecuencias negativas. Las fuertes réplicas a los acontecimientos de 2011 siguen presentando la posibilidad de debilitar no solo a Estados individuales, sino al sistema de Estados árabes en su conjunto.

Apres avoir examine les origines, les manifestations et les implications du schisme, l'auteur conclut que la bataille qui se livre dans la region oppose, pour l’essentiel, les Etats-Unis et l'Iran. L'action la plus efficace a long terme contre le sectarisme lui-meme viendra probablement de contraintes systemiques, en l’occurrence des loyautes diverses qui, par un effet de contrepoids, empechent toute primaute d’une allegeance unique, telle que l'appartenance religieuse. El resurgimiento chiita en Irak ha provocado una fuerte reaccion de los sunitas en toda la region... more El resurgimiento chiita en Irak ha provocado una fuerte reaccion de los sunitas en toda la region, despertando el temor a una incipiente brecha sectaria que tine y agrava los conflictos locales. Tras examinar los origenes, las manifestaciones y las consecuencias del cisma, el autor concluye que la lucha principal que se libra en la region no es entre sunitas y chiitas, sino entre Estados Unidos e Iran. El acercamiento entre estos dos paises reduciria en gran medida las tensiones sectarias, aunque la respuesta mas eficaz a largo plazo contra el sectarismo sin duda provendra de las restricciones sistemicas, es decir, de las diversas lealtades, cuyos efectos de contrapeso impiden la primacia de una unica filiacion, como la pertenencia religiosa.

Conflicts in the Middle East and North Africa have been multiplying and increasingly intersecting... more Conflicts in the Middle East and North Africa have been multiplying and increasingly intersecting. This complicates and delays efforts to resolve them. Yet sooner or later they must come to an end. Once they do, it is fair to ask what comes next. Can the region recover? And if so, what shape will it take? Some patterns are already visible. National identities, which were subsumed by a series of competing sub-national identities, are rebounding as an essential glue in uncertain times, reinforcing state borders and possibly state structures. And forms of local governance are thriving in some areas where the state has dissolved and its writ disappeared; they constitute important experiments that may prevent a return of fierce authoritarian states. Some obstacles to attempts by societies to reconstitute themselves are also evident. The current conflicts' intersecting nature is one; the other is unremitting external interventions that do yet greater harm by militarizing solutions to political problems, further polarizing divided polities, and undermining local efforts at renegotiating social contracts. Policy makers should gain a more nuanced understanding of the current crises and shape policies that do no further harm but instead contribute to a more stable future.

A Shiite resurgence in Iraq has generated a region-wide Sunni backlash, raising fears of an emerg... more A Shiite resurgence in Iraq has generated a region-wide Sunni backlash, raising fears of an emerging sectarian rift that is colouring and aggravating local conflicts. After discussing the schism's origins, manifestations and implications, the author concludes that the primary battle in the region is not between Sunnis and Shiites but between the United States and Iran. A US–Iranian rapprochement would do much to reduce sectarian tensions, while the most effective long-term response to sectarianism itself will likely come from systemic restraints that exist in the form of countervailing loyalties that prevent any single allegiance, such as religious adherence, from becoming paramount.
