One desire of banking regulation is that the points of market failure meet the points of regulati... more One desire of banking regulation is that the points of market failure meet the points of regulation. This does not appear to be the case for Basle II. The new capital accord for banks is complex where it should be simple; is more pro-cyclical than counter-cyclical; is lenient on large banks when it should lean more heavily on them; focuses on processes rather than results; and assumes that diversifying a developed country loan portfolio with developing country borrowers adds to risk rather than reduces it. In each case, regulation misses the main market failure to the benefit of large international banks and the detriment of developing countries. This may be explained by the governance of international bank regulation. There is no representation of emerging economies on the Basle Committee despite the greater size of some nonrepresented countries like India, China and Brazil, as compared to many of the countries that are represented. This governance structure not only challenges notions of equity, but is also leading to inefficient outcomes. It is important that both the composition of the Basle Committee and Basle II changed, so that developing countries interests and concerns are represented.

Th e major task of a development-friendly international fi nancial architecture is to mitigate pr... more Th e major task of a development-friendly international fi nancial architecture is to mitigate procyclical eff ects of fi nancial markets and open "policy space" for counter-cyclical macroeconomic policies in the developing world. Th is paper explores a series of policy instruments for this purpose: counter-cyclical prudential regulatory and supervisory frameworks; market mechanisms that better distribute the risk faced by developing countries through the business cycle; multilateral instruments that encourage more stable private fl ows; and better provision of counter-cyclical offi cial liquidity. It also suggests that regional macroeconomic consultation, and common reserve funds or swap arrangements among developing countries can play a role in this regard. ABSTRACT Este artículo analiza el comportamiento y los cambios del mercado laboral en Colombia en... more ABSTRACT Este artículo analiza el comportamiento y los cambios del mercado laboral en Colombia en la década de los noventa. Resume, en primer término, las reformas y hace una breve reseña de la evolución macroeconómica y de los cambios en la estructura productiva durante los años noventa. A partir de la información disponible en las encuestas de hogares, analiza posteriormente la dinámica laboral, por sectores económicos, nivel educativo y posición ocupacional. Después de resumir los últimos adelantos de la investigación sobre distribución del ingreso para el caso colombiano, muestra los resultados de los ejercicios de simulación, cuyo objetivo es determinar los efectos de los cambios observados en las condiciones del mercado laboral (estructura sectorial del empleo, salarios relativos, desempleo y participación laboral) sobre la distribución del ingreso y la pobreza, tanto para el agregado nacional como para los sectores urbano y rural. Se concluye que la capacidad de la economía para generar empleo se ha deteriorado notablemente. Este deterioro ha afectado sobre todo a la mano de obra menos calificada.

This diversity is a major asset that holds the key to achieving lasting economic and political stability and constructing a fair, cohesive and democratic society. However, the region must overcome a long and divisive history of exclusionary practices that have only left societies poorer, divided, unequal and blind to diversity and its riches. This collection of readings represents an effort by the Inter-American Development Bank to contribute towards developing a region that values its indigenous cultures, acknowledges its different ethnic roots, promotes the leadership role of women and gives voice to persons with disabilities and HIV/AIDS. It is part of a Bank-wide initiative to support countries in the region in building more socially inclusive and cohesive societies. The region must embrace the challenges of this ideal that not only holds great promise for its growth and development, but also is a clear ethical imperative.
