This chapter discusses the research process and indigenous epistemologies, specifically, what is ... more This chapter discusses the research process and indigenous epistemologies, specifically, what is involved in conducting research using indigenous epistemology. The dictionary definition of epistemology is that it is a philosophical theory of knowledge that studies the nature and what constitutes knowledge. In this chapter, indigenous epistemology is contrasted with other epistemologies, as an epistemology that seeks to advance the voices of “indigenous” people, or the marginalized. The contention is that dominant epistemologies have downplayed the role and importance of indigenous knowledge in research. Such epistemologies have not given voice to the researched communities yet purport to have an understanding of their social worlds. This chapter therefore places indigenous epistemology at the fore for carrying out research with rather than on communities and using indigenous knowledge to theorize research and inform the theories and constructs used in the conduct of research.

Big data and its application to healthcare has captured the world's imagination because of th... more Big data and its application to healthcare has captured the world's imagination because of the ability of data analysts to combine huge disparate datasets and be able to produce trends, patterns and predictions. This ability lends itself to the quest to improve healthcare in terms of quality as well as cost. This chapter explores what big data is and how it can be applied to health care and medicine. To do this, the first sections address the question of what big data and data analytics are and what they encompass. An exploration of the potential benefits of big data is provided, with examples of applications, most of which are from the more developed nations of the United States and Europe. The chapter then considers what might be possible from implementing big data in low resource countries, with some examples of what already pertains. It looks at the challenges of implementing big data in health care in both developed and low resource countries.

This study investigated the extent to which information and communication technologies(ICT) had b... more This study investigated the extent to which information and communication technologies(ICT) had been used by commercial banks in Mozambique, as well as the benefits of ICTs to banks and customers. Thirty-one managers, fifty four clerical staff and fifty eight customers were surveyed. The findings reveal that the use of information and communication technologies was well entrenched in Mozambican banks. This has resulted in the improvement of banking services. It is convenient to identify the establishment of the Forum on China Africa Cooperation (FOCAC) i... more It is convenient to identify the establishment of the Forum on China Africa Cooperation (FOCAC) in 2000 as the symbolic starting-point of a new phase of China’s engagement with Africa. This intensified engagement is driven by the imperatives of China’s current mode of accumulation which demands raw materials for its rapid industrialisation, and export markets for its manufactured products. It reflects China’s increased integration into the global capitalist economy since its adoption of the “Go out policy” in 1999. Thus in analysing the changing relationship between Africa and China, much attention must be given to the economic issues of trade and investment, and the role China has played in the commodities boom that has fuelled a period of strong economic growth on the continent. But while these economic realities are the basis of China’s current involvement with Africa, there are many other ways that China interacts with the continent, diplomatically, socially and culturally. ...

Public sector reforms have become the norm in many jurisdictions, especially in the African conti... more Public sector reforms have become the norm in many jurisdictions, especially in the African continent. In Botswana there have been a number of significant reform activities over the years, aimed at enhancing the public sectors capacity to deliver effective and efficient service to its population. The authors contend that the implementation of reforms result in significant documentation, knowledge and lessons learnt that need to be harvested and harnessed to improve future implementation of such programs. This can be done for as long as the relationship between electronic records and Knowledge Management in this era is recognized, and both are embedded in the public-sector reforms design and implementation. This paper shows that there is a nexus between the management of knowledge and electronic records in achieving the objectives of public sector reforms. It also explicates reasons the relationship is important. It assesses the implementation of KM in the public sector and the link with electronic records management, and concludes that there is room for both.

Public libraries are regarded as partners in the development process in Africa, yet they bemoan t... more Public libraries are regarded as partners in the development process in Africa, yet they bemoan the fact that they are not adequately supported both by their principals in terms of resources and recognition, and by their users in terms of usage levels that justify their existence. This chapter presents a review of literature on the advocacy, outreach and public programming carried out in public libraries. The thesis advanced is that it is through these processes that public libraries can engender the support they require. However, advocacy and public programming can only be effectively carried out where libraries have reached out to communities to provide relevant services that are informed by their context and needs. The themes arising from the review suggest a framework for public libraries that includes five areas, namely, strategy and leadership, partnership and collaboration, community engagement and involvement, assessment and reporting, and equity and social inclusiveness.

In 1984 a project was formulated between the Documentation Centre and the International Development Research Centre, Canada and the Pan African Documentation and Information System (PADIS). The Project sought to assist the NIR to effectively collect and organise its holdings using PADIS methodologies. It would also contribute to the bibliographic database at PADIS and would eventually computerise its own holdings. This was part of a grand scheme to establish a network with PADIS as the hub and with various regional nodes contributing and using the databases at PADIS. Centres like the NIR would be national centres through which other centres in the country would contribute and access the PADIS database. The authors examined unpublished documentary sources from the Department of Information Technology (DIT) in the Ministry of Finance and Development Planning (MFDP) and conducted interviews with two corporations to obtain relevant information. The authors noted that the Government of Botswana has massively injected funds into critical ICT projects in order to improve budgeting, productivity and services to the public, as well as to remove bottlenecks to development and improve capacity to implement and monitor projects. The government has succeeded in computerising some of its major functions, and plans to implement many more computerisation projects during the ongoing implementation of the National Development Plan 9 (NDP9) spanning the period 2003/04 – 2008/09. ABSTRACT Twenty-four employers of the graduates of the Department of Library and Information Stud... more ABSTRACT Twenty-four employers of the graduates of the Department of Library and Information Studies at the University of Botswana were surveyed to find out if these graduates met the expectations of their employers and to seek their opin-ions on the curriculum of the programmes in the depart-ment. The employers were themselves involved in tradi-tional library tasks and were satisfied with the graduates, although they emphasised the need for strengthening of the IT component of the curriculum. It is recommended that the curriculum of the various programmes in the department be strengthened to enable graduates of the department to func-tion more effectively in the emerging information market.

PurposeThe purpose of this paper is to present findings of the design and implementation of an on... more PurposeThe purpose of this paper is to present findings of the design and implementation of an online information literacy module to first‐year students at the University of Botswana.Design/methodology/approachThe study population consisted of 103 first‐year students in the Department of Library and Information Studies. The population was divided into three equal groups of 34, 34 and 35, respectively, and each assigned a two‐hour slot in the smart computer laboratory weekly for five consecutive weeks, to cover five information literacy topics online. Each group was assigned a tutor who received assignments online and graded them. Each topic was followed by questions for students to answer.FindingsFindings generally revealed that impartation of information literacy through the online mode could improve students' competencies perhaps more than the face‐to‐face instruction approach. This paper highlights the crucial role that research in the humanities and social sciences can an... more This paper highlights the crucial role that research in the humanities and social sciences can and should play in policy making, business, innovation, etc. The paper also identifies the challenges faced by researchers in the humanities and social sciences and these include the continued marginalization of such research compared with research in the natural sciences disciplines; the relegation of humanities and social sciences theory and methodology; the lack of funding of research; the lack of time for researchers due to increased teaching loads and administration. Opportunities have been identified that can be seized to make research visible by ensuring that it answers the needs of society and policy makers, and that there is more collaboration, partnership and interdisciplinary research. The paper also draws upon the experience at the University of Botswana.

The need for an appropriate evaluation model with respect to workplace HIV/AIDS information, educ... more The need for an appropriate evaluation model with respect to workplace HIV/AIDS information, education and communication (IEC) programme implementation necessitated this study. The study adopted the documentary research method. The documents review relied to a large extent on documents from the ILO, the Botswana governments' National Strategic Framework on HIV/AIDS and the Botswana Revised National policy on HIV and AIDS. Besides, the study also consulted other empirical literatures from electronic databases. These covered books, academic journals, official publications, websites of government and international HIV and AIDS organisations. In all, a total of 47 documents were reviewed. The criteria for the selection of the documents were being focused on HIV/AIDS policies, workplace HIV/AIDS information, education and communication programmes as well as theoretical frameworks. The key components of the input evaluation model (HIVADIEF Model) are programme intervention, resources, institutional support mechanisms and target groups. Each component had its measuring attributes. The study recommended HIVADIEF input evaluation model for researchers in the field of workplace HIV/AIDS information, education and communication programme evaluation in Botswana and elsewhere with a view to further developing and improving the input evaluation model for hospitality facilities.
