Oxfam’s overall aim for the Rights in Crisis (RiC) campaign is that “all women and men in humanit... more Oxfam’s overall aim for the Rights in Crisis (RiC) campaign is that “all women and men in humanitarian crises will be assured both the protection and the assistance they require, regardless of who they are or how they are affected, in a manner consistent with their human rights”. Years of experience at the country level has shown that, in the contexts in which Oxfam works, United Nations peacekeeping forces are key to improving the protection of civilians. Oxfam is closely following the United Nations “New Horizon” process – which is currently assessing the major policy and strategy dilemmas that face UN peacekeeping today – to ensure that it results in a shared vision of protection of civilians as the main purpose of UN peacekeeping and establishes the effective approaches and capacities required to implement this vision on the ground. “Engaging with communities: The next challenge for peacekeeping” looks at how peacekeepers can engage with communities to better protect civilians; ...

There has been greater discussion among humanitarians in recent years about the rise in the numbe... more There has been greater discussion among humanitarians in recent years about the rise in the number of 'strong states', and the suggestion has been made that states are increasingly reasserting their sovereignty. This introduction to this special issue of Disasters on 'State Sovereignty and Humanitarian Action' contends that it is not states that have changed, but rather the international framework that surrounds humanitarian action. The latter has altered so substantially that a fundamental gap has developed between states and international humanitarian actors in terms of describing what sovereignty entails and how it is expressed. At the heart of this dilemma are the urgent needs of people caught up in crises, whose well-being becomes the contested ground on which states and humanitarian actors clash. This paper explores the current and historical dimensions of these shifts, and provides a conceptual overview for this special issue.

Transactional Sex (TS) is often used as an umbrella term to encompass a wide range of practices r... more Transactional Sex (TS) is often used as an umbrella term to encompass a wide range of practices ranging from sex work to sexual exploitation and abuse. TS is typically framed in humanitarian settings through reductive lenses that portray the person engaged in them as without agency, forced into “negative coping strategies” by a larger crisis. Academics and practitioners have challenged these dominant framings in the Transactional Sex in Humanitarian Contexts panel as part of the 6th International Humanitarian Studies Conference. The presentations highlighted both the complexity and the nuanced nature of TS in different contexts, and common trends spanning a broad spectrum of humanitarian and displacement settings, including Bangladesh, the Democratic Republic of the Congo (DRC), France, Greece, Jordan, Lebanon, Pakistan, Sudan, Switzerland, Syria, and Turkey. The panel offered a reflection of the ideologies and frameworks implicit in humanitarian operations, which can blind us to the diverse needs and strategies of those engaged in transactional sex.
