This Handbook presents many of the key outputs, recommendations and accumulated expertise from th... more This Handbook presents many of the key outputs, recommendations and accumulated expertise from the project “Support for Agri-environment Policies and Programming in Serbia” that was undertaken between 2008 and 2010. It is produced in both Serbian and English and is intended to serve as a reference document to support the future programming of agri-environment measures in Serbia. Special attention is given to introducing the concept of high nature value (HNV) farming and the biodiversity benefits associated with using agri-environment and other rural development measures to maintain low intensity farming systems typically found in Serbia. The publication is the first attempt to systematically introduce the concepts of HNV farming and agrienvironment policies and payments to a Serbian audience.

This chapter documents the EU experience with cross compliance as a means to improve the linkage ... more This chapter documents the EU experience with cross compliance as a means to improve the linkage between the receipt of CAP payments and a minimum level of environmental protection. It reviews the rationale and objectives of cross compliance within the CAP. The latter part of the chapter provides an assessment of the initial performance of cross compliance during the period in which it has become operational, considering in turn some of the key issues that have been raised in relation to its potential as a tool for integrating environmental concerns within agricultural policy.

Focussing on the European Commission's proposals for the 2021-27 CAP, this paper looks at the... more Focussing on the European Commission's proposals for the 2021-27 CAP, this paper looks at the opportunities they present for enhancing climate and environmental ambition in the EU, examining in particular the role that the proposed new Pillar 1 eco-scheme might play in the policy mix. It discusses some of the opportunities and risks related to its introduction including: the ability to target and tailor direct payments to environmental needs; the balance between flexibility and accountability; securing sufficient resources; the pros and cons of the two payment models permitted; annual versus multi-annual commitments; and its relationship in the green architecture with conditionality and other rural development payments. It concludes that the eco-scheme represents a change in direction for the integration of environmental goals and tools into Pillar 1 of the CAP which could act as a bridge to a more integrated and sustainable single pillar policy architecture in the future. This chapter considers the evolution of policy for rural areas within the European Union since th... more This chapter considers the evolution of policy for rural areas within the European Union since the 1950s. It does so largely within the context of the Common Agricultural Policy (CAP) but gives some consideration to the wider EU regional (including cohesion) policies as these have helped shape rural development policy under the CAP. National policies for rural development are not taken into account. The chapter starts by describing the characteristics of rural areas. Next it gives an overview of policy-making for rural areas from the late 1950s to 2000. The third section describes rural development policy/programming since 1999/2000 to date. The chapter concludes with discussion and conclusions on current policy for rural development and the EC proposals for changes from 2021 onwards.

This report explores the long-term future of the European Union’s Common Agricultural Policy (CAP... more This report explores the long-term future of the European Union’s Common Agricultural Policy (CAP) from an explicitly ecosystems perspective. It seeks to make a case that the optimal long-term pathway for the CAP must strike a balance in which the policy’s primary aims – viable food production to ensure food security, territorial balance, and environmental sustainability – are mutually reinforcing and thereby optimally achieved.The value of the ecosystems approach is that it provides a conceptual framework that integrates the provisioning services of food, energy and forest products with regulating, supporting and cultural services that are all underpinned by healthy biodiversity. Only by recognizing this intrinsic interdependence between nature and our food production can we devise an appropriate agricultural policy which embraces the aim of protecting and strengthening the resilience of ecological systems as a core organizing principle.

It examines the distribution and density of features that exist across Europe’s agricultural landscapes, assesses the environmental benefits they confer and the pressures they are under, and reviews the measures currently providing a level of protection. The study, conducted between October 2007 and September 2008, is based on eight detailed case studies, an analysis of national databases on features, field visits, GIS analysis and an extensive literature review

After five years of debates, consultations and negotiations, the European institutions reached an... more After five years of debates, consultations and negotiations, the European institutions reached an agreement in 2013 on the Common Agricultural Policy (CAP) for the 2014-2020 period. The outcome has major implications for the EU’s budget and farmers’ incomes but also for Europe’s environment, its contribution to global climate change and to food security in the EU and in the world. It was decided to spend more than €400 billion during the rest of the decade on the CAP.The official claims are that the new CAP will take better account of society's expectations and lead to far-reaching changes by making subsidies fairer and ‘greener’ and making the CAP more efficient. It is also asserted that the CAP will play a key part in achieving the overall objective of promoting smart, sustainable and inclusive growth.
