From history to present: Militarism the currency in control of the Ugandan state, a discussion of... more From history to present: Militarism the currency in control of the Ugandan state, a discussion of strategic public policy options1. The history of the Ugandan state as a unified entity starts with the arrival of the British explorers tracing the Nile to its source in Jinja in 1862, itself a time of great change in Europe right after the Industrial Revolution (1750-1850). This era followed about 300 years of growth in international trade of commodities and development of global mercantile traditions right after the dark ages (1450-1750). Most of these events were maritime based dominated by Spain and Portugal, wars of conquest waged on slave trade, high seas, developments that marginalised the hinterlands of vast continents like South America, Africa and Asia. She belongs to a shrinking cadre of independent minded judges who are being steadily replaced by a more businesslike judiciary without any specific viewpoint. The discussion focuses on whether any safeguards do exist to protect the mavericks if they are identified as such in the Judiciary, and the consequential harm to even more fundamental freedoms like speech.
