ABSTRACT disponible solo en íngles: The book exposes general conclusion about university adult ed... more ABSTRACT disponible solo en íngles: The book exposes general conclusion about university adult education based on the description of the national landscapes of tertiary lifelong learning in 7 EU-member states, 21 case studies in these states, and the outcomes of discussion at two mutual learning seminars and one conference. At the seminars and conference, the research results were contrasted by the opinion of persons responsible for university lifelong learning and European expert. The book uses the national and comparative reports elaborated in the course of the project. It does not provide political recommendations, as the situation of university adult education is very heterogeneous not only across the EU-country, also among universities in the same country. But the document provides a proposal to analysis the labour market relevance of the programmes in term of employability and quality of work. It is based on empirical analysis of adult education strategies of 21 Universities in 7 member states of the European Union. The aim was to study different institutional strategies on university adult education addressing students’ labour market needs. The study had two differentiated parts: a) the institutional configuration and processes, and b) the teaching and learning strategies addressing adult learners. The project focused on those aged 45+ who have been identified as an increasingly vulnerable group in the European labour market14. The EU is worried about their increasing social vulnerability advocating for active ageing considering the need to combat age discrimination and calling the attention to the need that dismissed older workers have the opportunity to stay in the labour market15. But the people must participate earlier in lifelong learning activities anticipating age related labour market risks, so that learning activities could help to reduce their labour market risks. The sociological and socio-psychological literature commonly defines learning as an observable change of behaviour as a reaction of the person to changes in the social environment. Learning by itself cannot be observed. What is observable is the change of behaviour at different life stages. However, this is a very broad definition of learning, which must be differentiated from processes of change originated by biological or neurological processes. For this proposal learning is defined as intentional process to acquire new knowledge, skills and competences, which lead (potentially) to new patterns of behaviour in life and more specifically at work. The learning results can only be observed by changes in behaviour. Regarding the acquisition of new knowledge, the results of the learning process are measured, through reference to the achievement of intended learning outcomes. In relation to technical competences, the learning results are measured, for instance, through their application in practice. Another dimension the project seeks to measure is if the learning process will produce changes of behaviour in the day-to-day life and work of the learners. Learning processes can be evaluated at two levels: a) the results of the learning process may be measured by achievement in various types of examination; and b) the social and economic impact on the work and life environments of the learners particularly in the mid to long term. Our project focuses on the second kind of impact of university learning on the behaviour of the learners and their life situations. Thus, does the learning process have a positive impact on the life and work situation of the learner and if so in what ways? At the end of the book, we will propose core dimensions to analyse the social effectiveness of university adult learning and a model to plan university adult learning programme facing social effectiveness in terms of employability and quality of work. The document provides first a concretisation of the used terminology. We propose to use the term of ‘university adult education’ to circumscribe well the area of our research. Then it will describe briefly the European strategies regarding education, lifelong learning and adult education. This give place of a more detailed critical revision of the role given to education in the European overarching strategies: Lisbon strategy and ‘Europe 2020’ advocating a) for a approach to manage social vulnerability and b) for the relevance of university adult education for the EU adult population to maintain or improve employability and quality of work (and life). Then we will resume briefly the results of our case studies, which have been exposed in two e-books: one focusing on structural aspects and the other on teaching and learning aspects. This allows, referring to the 21 case studies and the mapping exercise, to develop a) a proposal for the analysis the conditions for social effective university adult education and b) to propose dimensions to measure their social effectiveness.

El estado ya no tiene la exclusividad en el diálogo con las IES, sino que lo comparte con otros agencias de calidad, los Consejos de Investigación, y Consejos de Educación Superior), representantes empresariales, actores políticos regionales y locales. Reformar sistemas de educación superior es un proceso de negociación político difícil, que, en algunos casos, ha acabado en cambios substanciales, y, en otros casos, ha introducido solo cambios parciales. Los casos presentados muestran que los procesos de reformas suelen producirse en etapas. Cuando se ha llegado a un equilibrio entre las coaliciones de interés, los subsistemas son, con mucha probabilidad, muy estables en el tiempo. Solo cuando la presión externa e interna hacia un cambio se vuelve insostenible las relaciones entre las coaliciones de interés se vuelven inestables y se busca un nuevo equilibrio a través de reformas. This is due partly to the acceleration of the ageing process and partly to policies which delay the age of retirement. This shift raises a number of questions about how to engage older people in lifelong learning. This chapter makes some suggestions as to how Tertiary Lifelong Learning (TLLL) can contribute to the well-being of older learners, and how European Union universities might therefore respond to the increasing demands for lifelong learning. It reports relevant data for the six partner countries of the LETAE project and EU averages to provide some context to debates about relative levels of attainment and labour market position. Responsible research and innovation (RRI), as an integrated concept, is being promoted by the Eur... more Responsible research and innovation (RRI), as an integrated concept, is being promoted by the European Union since 2010 and forms part of the Horizon 2020 in the area of science with and for society. RRI is formed by five strategic dimension: public engagement, gender equality, science education, open science and ethics, to which the transversal dimension of governance is added to develop harmonious governance models and institutional strategies. The project RRIL developed learning courses for three of these dimensions: public engagement, gender equality and ethics, to which we add an introductory course to ReSI. The goal of the learning programme is to support the integration of these core aspects of RRI and sustainability in science-based innovation processes. The main target groups are academics involved in science-based innovation processes or students as future academics or agents of innovation e.g. in business, NGOs, local and regional authorities. The integration of the programme in the learning offers of higher education will support the promotion of responsibility in innovation processes in universities. The participating Higher education institutes will do so in the next academic years. The use of the creative Commons licences Attribution-NonCommercial-ShareAlike allows other higher education institutions to integrate the whole programme (or parts of them) in their learning offers. Although the courses are designed as a holistic programme, they can be used separately. Work process knowledge is defined as an understanding of the labour process and the production process in the organisation as a whole. The contributions contained in this book suggest that employees in flexible organisations require work process knowledge to enable them to deal with new situations and work across boundaries. It is also suggested that such knowledge is essential where communication and information technologies are introduced in organisations to enable better use of knowledge assets. This book contains the findings of research in a wide range of manufacturing and service industries on new forms of work and the consequent demands these place on workers' knowledge and skill.

També en l’àmbit universitari els ránquings han proliferat en l’última dècada, tant a escala mundial, com a escala nacional degut : a) a la globalització de la competició entre universitats dins del context de la societat del coneixement globalitzat; b) a la creixent demanda d’informació comparable per part dels ‘clients’ (per exemple, els estudiants i les seves familias); c) la creixent demanda per part dels governs i de la societat d’una major responsabilitat de les universitat enfront de la societat, la qual cosa es tradueix en majors exigencies de qualitat dels serveis prestats a la societat. Responsible research and innovation (RRI), as an integrated concept, is being promoted by the Eur... more Responsible research and innovation (RRI), as an integrated concept, is being promoted by the European Union since 2010 and forms part of the Horizon 2020 in the area of science with and for society. RRI is formed by five strategic dimension: public engagement, gender equality, science education, open science and ethics, to which the transversal dimension of governance is added to develop harmonious governance models and institutional strategies. The project RRIL developed learning courses for three of these dimensions: public engagement, gender equality and ethics, to which we add an introductory course to ReSI. The goal of the learning programme is to support the integration of these core aspects of RRI and sustainability in science-based innovation processes. The main target groups are academics involved in science-based innovation processes or students as future academics or agents of innovation e.g. in business, NGOs, local and regional authorities. The integration of the programme in the learning offers of higher education will support the promotion of responsibility in innovation processes in universities. The participating Higher education institutes will do so in the next academic years. The use of the creative Commons licences Attribution-NonCommercial-ShareAlike allows other higher education institutions to integrate the whole programme (or parts of them) in their learning offers. Although the courses are designed as a holistic programme, they can be used separately. Work process knowledge is defined as an understanding of the labour process and the production process in the organisation as a whole. The contributions contained in this book suggest that employees in flexible organisations require work process knowledge to enable them to deal with new situations and work across boundaries. It is also suggested that such knowledge is essential where communication and information technologies are introduced in organisations to enable better use of knowledge assets. This book contains the findings of research in a wide range of manufacturing and service industries on new forms of work and the consequent demands these place on workers' knowledge and skill.

Esto se hace evidente desde la introduccion del Tratado de Maastricht, que viene acompanado de un recorte de prestaciones sociales. Pero ya antes habia un conjunto de evaluaciones y criticas del nuevo sistema implementado que hace pensar que se trata de una ley de buenas intenciones, pero que choca en la practica con la realidad politica social. Hay otro aspecto importante de la nueva ley: en su aplicacion existen grandes diferencias entre las Comunidades Autonomas, segun lo cual ya no podriamos hablar de un regimen de bienestar espanol homogeneo. El concepto de ‘innovación social’ se ha convertido en un punto central de la estrategia política... more El concepto de ‘innovación social’ se ha convertido en un punto central de la estrategia política de la Unión Europea y, por consiguiente, de sus programas de investigación social. Sin embargo, el uso del término es tan amplio y diverso que hace difícil percibir su denominador común. Un informe de la Unión Europea del año 2013 insiste en el hecho de que no existe una base compartida entre los diferentes enfoques respecto a que significa ‘innovación social’.
Este ensayo toma como punto de partida esta inquietud surgida de la poca consistencia de las definiciones de innovación social para exponer, en primer lugar, distintos ejemplos de tesis sobre que es una (o la) ‘innovación social’ y para proponer, en segundo lugar, una definición más general de ‘innovación social’ -distinguiéndola de ‘cambio social’ e ‘invención’- partiendo de una perspectiva sociológica.
Otra cuestión era conocer en qué grado los conceptos analíticos (como paisajes, regímenes o nichos socio-tecnológicos) elaborados para analizar los procesos de innovación tecnológica son capaces de aplicarse a las innovaciones sociales, tomando como ejemplo la agricultura ecológica, y si son útiles para esbozar posibles líneas de convergencia o nuevas líneas de investigación de los procesos de innovación.
En este ensayo se argumenta que los conceptos propuestos en los estudios de tecnología requieren algunas modificaciones sustanciales para su aplicación en el ámbito de las innovaciones sociales. Además, se observa que los estudios de tecnología no suelen prestar la suficiente atención al análisis de los aspectos políticos. Por ello, las ciencias sociales y, particularmente, la teoría de la micro-política de organización ofrecen enfoques más prometedores para el análisis de negociaciones sociales donde participan diversos actores en procesos de innovaciones con distintos intereses (frecuentemente en pugna).
