Motivation: Since the beginning of the war, Poland has welcomed more than 1.5 million Ukrainian r... more Motivation: Since the beginning of the war, Poland has welcomed more than 1.5 million Ukrainian refugees. This new reality has put pressure on local authorities, especially those managing less developed, poorer regions with less experience in receiving immigrants, as they faced the sudden urge to accommodate the needs of these new arrivals. Aim: This article aims to present the profile, needs, and potential of people who have found refuge in less developed areas (i.e., Warmia and Mazury). It helps to anticipate and understand Ukrainian migration-as the influx of refugees has long-term effects, requiring local authorities to take action, i.e., to ensure the availability of social services. Integrating thousands of refugees requires careful planning, developed infrastructure, and funds. It is also worth considering the benefits of the potential of new residents. Another purpose is to share objective knowledge on the effects of the ongoing war. Results: Through the research, it has been possible to obtain a great deal of information about people who found refuge in a less attractive area for migration. Profile of the immigrant was created, and the needs in terms of social infrastructure and the set of advantages that immigrants can offer on the labor market were described.

The aim of the article is to present changes in the level of socio-economic development of the pa... more The aim of the article is to present changes in the level of socio-economic development of the partner communes and the Ostróda-Iława Functional Area as a whole in 2012-2015. The analyzes were made on the basis of indicators representing priority areas (competitive and modern economy, rich and diverse infrastructure, high quality of life) contained in the Strategy of Development of the Ostróda-Iława Functional Area and overall according to the main criterion - socio-economic development. The indicators needed for the analysis were taken from the GUS Local Data Bank. In the work to develop a ranking of partner communes, the Hellwig method was used, while the analysis of the functional area as a whole was based on the arithmetic mean of the individual commune indicators.
The rather inefficient production of agricultural raw materials on low-quality soils requires sol... more The rather inefficient production of agricultural raw materials on low-quality soils requires solutions enabling alternative uses o f these soils. One of the ways to manage such soils is afforestation. However, this process cannot be performed on a random basis but it should favour sustainable development o f rural areas, be in harmony with both rural inhabitants and nature and create spatial order. This paper presents an attempt to develop a method for qualifying land for forest development, and for setting a boundary betw een forest lands and utilised agricultural lands, depending on the intensity o f potential o f suitability for afforestation. While developing the method, the methodology assum ptions were applied o f the surface potential m ethod developed by Borkow ski [2001] and subsequently modified for the purposes o f solving the presented problem.

Therefore, both international (Agenda 21, Agenda 2030) and domestic documents (in Poland: Social Capital Development Strategy and Strategy for Responsible Development) emphasize the role of social participation for development. The co-participation of local residents and local authorities is thus an important factor that contributes to the success and well-being of local communities, improves local governments’ relations with the residents, and promotes a sense of belonging to a community and responsibility for the “common good”. Agricultural land accounts for approximately 40% of the total Natura 2000 (N2K) network area. The... more Agricultural land accounts for approximately 40% of the total Natura 2000 (N2K) network area. Therefore, many habitats and species protected under the Habitats and Birds Directives are dependent on or linked to agricultural practices. This implies that sustaining agriculture of a high natural value is a priority in achieving the aim of halting the loss of biodiversity in the European Union (EU). However, extensive agriculture is unprofitable in many regions of the EU, which results in it being either abandoned or intensified in the absence of financial support. Hence, organic farming (OF), which is most often supported with public funds, can be an alternative to conventional agriculture in N2K areas. Natura 2000 sites were analyzed with the use of the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS), a linear ordering method with a common pattern and anti-pattern of development, and correlation analysis (Pearson’s correlation coefficient). The basic unit of analysis was the county (Polish: powiat, the second-level unit of local government and administration in Poland). Poland is divided into 16 regions (known as voivodeships) with a total of 380 counties. The results of the analysis were used to determine synthetic values describing the level and potential of investment attractiveness in Polish counties, and the strength of correlations between the evaluated phenomena. Legal measures and the appropriate funding are required to effectively protect the natural environment. The aim of this study was to analyze the dynamics of changes and spatial differences in the measures undertaken to protect and improve the quality of the environment. A set of indicators for evaluating environmental performance was developed and tested on Poland as an example. The relevant data are publicly available in statistical databases. Proposed indicators can be modified for use in other countries by incorporating country-specific characteristics. The environmental protection activities implemented in Polish voivodeships at the Nomenclature of Territorial Units for Statistics (NUTS) 4 level (counties) in three financial frameworks (2004–2006, 2007–2013 and 2014–2017) were analyzed against the base year (2003). In this article the main attention will focus on investments in environmental protection implemen... more In this article the main attention will focus on investments in environmental protection implemented under Sustainable Development of the Fisheries Sector and Coastal Fishing Areas Operational Program for 2007-2013. Briefly, the level of program implementation during the current period were shown and also the prospects of its development in 2014-2020. Conclusions are drawn from Fisheries Local Action Groups (FLAGs) surveys operating in the province of Warmia and Mazury. Unfortunately, in the current programming period, the number of funded projects aimed at protecting the environment and natural heritage in the areas dependent on fisheries in order to maintain its attractiveness and restoring the productive potential of the fisheries' sector is with an exception of FLAG Pojezierze Olsztyńskie highly unsatisfactory. It seems that in the next programming period there is a necessity to introduce minimum financial limits of the resources allocated to Local Development Strategies for Fisheries Areas (LDSFA) operations related to the protection of the environment (especially in areas where a significant role plays NATURA 2000).
