The purpose of this study was to determine whether strategically scheduled recess breaks througho... more The purpose of this study was to determine whether strategically scheduled recess breaks throughout the school day will increase student on-task behaviours during the time when they work independently. As an intervention for this action research study, recess breaks were given more often but for less time; recess breaks were scheduled before and after academic lessons throughout the whole day. Methodology included observations with checklist and field notes. Results of the study suggest that recess breaks scheduled directly before or after academic lessons positively affect student on-task behaviours.

In light of a recent revelation that Gersten (1985) included erroneous information on one of two ... more In light of a recent revelation that Gersten (1985) included erroneous information on one of two programs for English Language Learners (ELLs), the authors re-calculate results of their earlier meta-analysis of program effectiveness studies for ELLs in which Gersten's studies had behaved as outliers ). The correction resulted in a change in mean effect size from .08 to .19 for all outcome measures, from -.06 to .14 for (English) reading, from .08 to .17 for (English) math, and from -.01 to .10 for all Transitional Bilingual Education (TBE) studies. The revelation of Gersten's coding error, and the inconsistency of Gersten's studies with other effect" suppresses results favoring TBE in these studies. Removing Gersten's studies from the meta-analysis renders an effect size of 0.17 for TBE, nearly as high as for Developmental Bilingual Education (DBE). The authors argue that the most informative result is the effect size reported for studies involving ELLs in both treatment and control groups, with an average effect size for TBE of 0.23. The new analysis therefore strengthens the conclusions previously reached in the authors'original research supporting TBE over English-only approaches, and DBE over TBE.

State of Arizona 1 (Flores) ruling in 2000 and the voterapproved Proposition 203 2 in 2002 -have significantly changed the legal landscape in Arizona for English Language Learners (ELLs). 3 The Flores case imposed a number of duties on the State Board of Education and the State Superintendent of Public Instruction related to identifying and providing appropriate services to ELLs. Proposition 203 changed the state law governing the required services and assessments for ELLs, mandating that "all children in Arizona public schools shall be taught English by being taught in English." 4 Flores v. Arizona Citing the Equal Educational Opportunities Act (EEOA) of 1974, 5 in 1992 Miriam Flores sued in Federal District Court, accusing the State of Arizona of failing to provide ELLs with a program of instruction designed to make them proficient in English 3.2

Smith's strategy of including as many studies as possible in the analysis rather than excluding s... more Smith's strategy of including as many studies as possible in the analysis rather than excluding some on the basis of a priori "study quality" criteria. It is shown that bilingual education is consistently superior to all-English approaches, and that developmental bilingual education programs are superior to transitional bilingual education programs. The meta-analysis of studies controlling for English-language-learner status indicates a positive effect for bilingual education of .23 standard deviations, with outcome measures in the native language showing a positive effect of .86 standard deviations. It is concluded that bilingual education programs are effective in promoting academic achievement, and that sound educational policy should permit and even encourage the development and implementation of bilingual education programs.
