The purpose of the study was to assess the monitoring and evaluation capacity development in loca... more The purpose of the study was to assess the monitoring and evaluation capacity development in local municipalities in the KwaZulu-Natal Province. The research method included the case study and the mixed method approach. The study found that monitoring and evaluation (M&E) capacity development is perceived to positively impact staff motivation, training and placement; allocation of resources; and stakeholder participation. The results of the study are relevant to the National, Provincial and the Municipal Councils in exercising their oversight roles to capacitate municipalities to plan, implement and manage M&E systems to ensure an accountable and responsive local government. This study is significant as it provides a platform for the three spheres of government to address the current M&E capacity development gaps and to collectively develop an evidence-based national M&E capacity development strategy. The paper proposes further detailed research be undertaken for M&E capacity needs analysis in each municipality to ensure the developmental mandates are achieved.

It includes methods and tools for measurement at the national level. The indicators in this guide supplement the UN General Assembly Special Session on HIV/AIDS (UNGASS/AIDS) and MDG ‘orphan school attendance’ indicator with a set of recommended standardized core indicators that each country could monitor to assess the effectiveness of its national response and thereby inform programming. While monitoring should be an integrated activity conducted from the global to the local level this guide does not cover the much more detailed monitoring and evaluation needs of individual projects for children orphaned and made vulnerable by HIV/AIDS. This article reports the proceedings of the Regional Seminar and Workshop, Monitoring and Evaluat... more This article reports the proceedings of the Regional Seminar and Workshop, Monitoring and Evaluation Capacity Development in Africa, held in Abidjan, November 6-9, 1998. The objectives of the workshop include: a) to provide an overview of progress with evaluation capacity development in Africa; b) to build consensus on the purposes and elements of monitoring and evaluation (ME c) to identify strategies and resources for building ME d) to help country teams to develop preliminary action plans for developing ME and e) to support the creation of country and regional networks to encourage follow-on work. Discussions during the seminar underlined important directions in African administration and aid agencies. 1) There is a global trend toward more accountable, responsive, and efficient government. 2) The role of evaluation within individual development assistance agencies is gaining in clarity and effectiveness. 3) The outlook for development partnership across the development community...
