Between Apathy and Enthusiasm: An International Comparison of MPs' Attitudes Towards Parliamentary Training

Newly elected parliamentarians face multifaceted challenges in representation, budgeting, and off... more Newly elected parliamentarians face multifaceted challenges in representation, budgeting, and office-management. Added to this are policy-knowledge, understanding, facilitating and scrutinising legislation, and learning the rules of procedure. To support Members of Parliaments (MPs), many assemblies offer induction and training programmes. While some parliamentarians embrace those programmes as useful for increasing their knowledge, skills and abilities, others state that their role is best learned ‘on the job’. Understanding, why MPs respond differently to training offers will help to better target professional development programmes to particular groups or types of parliamentarians. As part of the Parliamentary Careers project, this article explores whether the MPs training-attitude can be linked to their socio-demographic background, their previous careers in- and outside parliament, structural issues or particular political cultures. Based on 70 interviews conducted at eight national legislatures it identifies different types of training compliance.

To support Members of Parliaments (MPs), many assemblies offer induction and training programmes. While some parliamentarians embrace those programmes as useful for increasing their knowledge, skills and abilities, others state that their role is best learned ‘on the job’. Understanding, why MPs respond differently to training offers will help to better target professional development programmes to particular groups or types of parliamentarians. The functions of parliaments have been variously described by scholars and in parliamentary docum... more The functions of parliaments have been variously described by scholars and in parliamentary documents but there have been few, if any, reported studies of how parliamentary practitioners see their own institutions. This paper reports practitioner perceptions of contemporary functions of fifteen selected national legislatures. The research is embedded in a wider project on parliamentary careers that looks at a total of 60 national parliaments. It investigates what knowledge, skills and abilities assist MPs in successfully fulfilling their responsibilities, the nature and content of professional development programs available to MPs and the effect these programs have on enhancing knowledge, skills and abilities. The responsibilities of MPs relate to the functions of the parliamentary chamber to which they have been elected. Hence, for consistency reasons, the research focused only on national parliaments.

This paper deals with common concerns about multi-party and minoritygovernments, in particular, t... more This paper deals with common concerns about multi-party and minoritygovernments, in particular, that they are unstable, that there is no clear string of delegation, that they may facilitate a dictatorship of the smaller party, and that they limit the parliament’s scope to take the executive to account. It addresses the effect multi-party government has on parliament–executive relations by looking at empirical data from the United Kingdom and Germany, and takes account of the mechanisms used and experiences obtained in these countries when setting up and maintaining multi-party government. In Britain, with its Westminster influence, parliamentarians in the devolved assemblies in Scotland and Wales have grown slowly accustomed to coalition and minority government. Facilitated by a proportional representation system, coalition governments are the norm for Germany, both on a federal and at state level. I analysed opposition strategies and patterns of the Parliamentary Party Groups (PPGs) of Social ... more I analysed opposition strategies and patterns of the Parliamentary Party Groups (PPGs) of Social Democrats (SPD) and the Green Party in the Bavarian State Parliament within the 13th congressional term (1994-1998). While the German National Parliament (Bundestag) and other German state parliaments use to produce changing governments run by coalition parties, the situation in Bavaria is defined by the hegemony of the Christian Social Union (CSU) who has been governing the state without the need to build a coalition since 1962. Exploring the Bavarian State Parliament was especially promising since it shows an extreme, maybe even desperate, case of opposition which seemed prone to question common findings on how opposition can influence the political majority’s politics.
