This report analyses the development and implementation of the European Union’s policies in dista... more This report analyses the development and implementation of the European Union’s policies in distance higher education 1957-2004; it identifies the actors involved in developing these policies; and it investigates the barriers to implementation in the form of the digital divide and attitudinal factors. From the 1960s, the pace of technological and economic change led to obsolescence of skills, and a demand for a more educated workforce. Distance education emerged in the 1960s and 70s as an instrument at national level to redress disadvantage, and to provide flexible, high-quality and cost-effective access to higher education to adults who were unable, for geographical, employment or personal reasons, to attend on-campus. The expansion of distance education led to the opening of a policy window in the 1980s with the Maastricht Treaty (1992) commitment to ‘encouraging the development of distance education’. The study visit on which this report is based was undertaken as part of a 1 arger research projec... more The study visit on which this report is based was undertaken as part of a 1 arger research project entitled "Rura 1 development strategies in the west of Ireland" being carried out by members of the Department of Geography at St. Patrick's College, Maynooth, and funded by the National Board for Science and Technology. A major focus of this research project is the respective roles of, and relations between, locally-based and state-sponsored approaches to the promotion of rural development. The first part of the project concentrates on the Irish Gaeltacht, where the community development co-operative movement (representing a particularly dynamic form of locally-based development) is well established and where a specific state development agency, Udaras na Gaeltachta, (the Gaeltacht Authority) operates. A similar situation obtains in the Scottish Highlands and Islands region, where the establishment of community development co-operatives has been promoted in recent years ...

This paper outlines the way in which Oscail (National Distance Education Centre-Ireland) has deve... more This paper outlines the way in which Oscail (National Distance Education Centre-Ireland) has developed its technology strategy, from the initial research on student readiness to learn using technology to more recent studies which have identified the need for a programme specifically designed to prepare students for learning in the online world. The skills for learning are not necessarily innate, and in particular, the skills for learning with technology need to be recognised and made more explicit. However, regardless of discipline, the development of preparatory courses for students to equip them with the skills for eLearning is essential if maximum benefit is to be garnered from the potential of this exciting means of teaching and learning. The Student Passport for elearning (SPeL) programme has been designed as a learner-centred pedagogically driven module using a scaffolding approach to gradually introduce students to use of electronic media. Crucial to the success of the SPeL programme has been the level of support offered to students in pedagogical, technical and administrative terms.

The challenge for educators is to develop ways of enabling students to achieve, and to demonstrate their achievement, of these outcomes. The aim of this chapter is to explore ways in which online pedagogical techniques can be designed to provide solutions to the challenge of clearly demonstrating that students are achieving intended learning outcomes.
