With critical thinking and clear analytical language as a beginning, resistance remains possible' (p. 318). And that is the benefit of a volume such as Eliter i Sverige, for it provides a framework-primarily through the discipline of sociology but also incorporating history and political science-for understanding exactly how elite power propagates and maintains itself at varying levels in society. Those who seek a cure must study the disease agent, and thus must scholars, as this book so capably argues, focus their attention upon political, economic, and social elites of this world in order to address the world's many pressing needs.

In the aftermath of the great financial crisis of 2007, it has been revived with a vengeance as the weaknesses of its rentier economy have been mercilessly exposed. Meanwhile, the relative strengths of more coordinated “competitor” states are once again more apparent. Of the books under review here, two offer theoretically grounded and comprehensive empirical studies, while the other two bring together contributions from those seeking to restore a greater and more strategic economic activism to the British state. If anything, the former serves to underline the rather desperate predicament depicted by the latter, whose very publication is indicative of the cul-de-sac in which Britain now finds itself economically and politically.

Drawing from the theoretical work of James OConnor, Nicos Poulantzas and the Amsterdam School of global political economy in particular, the articles deal in turnwith key episodes charting the transnationalisation of the state. Precursors to the neoliberal era are explored in detail, with particular reference to the post-1945 history of the United Kingdom, whose economic and geopolitical importance in many ways made it a pivotal actor on the world stage, as both a standard bearer and a laboratory of neoliberal reform. The global hegemony of the United States, which has acted as the main promoter and enforcer of neoliberalism, is examined with particular emphasis on its financial and economic aspects. The key role of the international financial institutions following the Second World War is discussed. The commodification of health care is treated as a case study of how neoliberal transformation has worked in a particular sector. The evolution of the European Union from potential economic fortress to neoliberal standard bearer is also scrutinised. As an introductory overview concludes, following the global financial crisis of 2007 onwards the developmental path charted by neoliberalism has reached an impasse, marked by both the exhaustion of neoliberalism as a policy agenda and orthodox economics as its ideological ballast. Given the continuities of institutions and personnel, however, there is as yet little sign of a significant change of direction

Among these has been a strong rhetorical commitment to market-based institutions as synonymous with individual freedom, in contradistinction to the inefficient, bureaucratic state. This has disguised what amounts to a reconfiguration of state power during the last 40 years, such that it is arguably more pervasive than during the preceding Keynesian era. The books under review here each reveal the ideological character of laissez-faire while in various ways hinting at its mythological properties. This mythical aspect is most prominently displayed by Edmund Phelps’ treatment of ‘corporatism’ as responsible for our current ills, when it is in fact integral to contemporary political economy, and cannot be otherwise, absent truly revolutionary change. Americans know it already as 'managed-care'. This is why it is crucial for health policy analysts to make explicit the role of values in policy-making, especially that involving the input of 'value-neutral' economics. The nature of any clinical effectiveness policy will be determined by the understanding of cost-effectiveness employed in its design and implementation. Given that cost-effectiveness is nowadays usually defined according to health economists' criteria, the battle over the meaning of clinical effectiveness is a significant development in health economics' move to assume control of the NHS.

While Rae conforms to most features identified with the Scottish tradition, his opposition to Smith’s methodology suggests a divergence of approach which would put him outside the tradition. It is argued here that this divergence applies only to Rae’s professed methodology, not to his practice.
