The study included 41 children aged 4-5 from two schools whose parents spoke a heritage language distinct from the environmental language (Dutch), and had a low level of education. The children were randomly assigned to two groups-one with access to digital books solely in the environmental language (Dutch) and the other with a choice between the environmental language and their heritage language. A general vocabulary test was administered before and after a six-week intervention period. The findings indicated that access to digital books motivated reading, with roughly one-third of the children reading a substantial number of books during the intervention. The availability of books in the heritage language did not lead to an increase in book reading. Given a choice, only a minority (33%) preferred to read in their heritage language. The conditions exhibited similar growth in vocabulary, but the study uncovered positive associations between the number of books and vocabulary development.

The instrument consists of digital questionnaires to students, teachers and school librarians. The questionnaires are administered once per year. The second round of data collection has been completed and involved collecting data from approximately 30,000 students, 3,000 teachers and 300 reading consultants from all over the Netherlands. The main goal of the monitor is to help individual schools and libraries to optimize the impact of their collaboration. At each school, the teachers are given feedback from the monitor by the school librarian. The monitoring data makes it possible to pinpoint specific aspects of student classroom behavior, provides detailed information for discussions amongst teaching staff and to inform school policy. As the data is retained in a national database and has also been used for analysis at a national and provincial level.

By nature, children are curious and motivated to learn about the world and have strong intuitions about the nature of the phenomena they encounter. From infancy, children form visuo-spatial and sensorimotor representations of their personal experiences, and create mental ‘scripts’ or ‘models’ that include information about the temporal and causal structure of actions and events, its obligatory and optional components, and the associated roles (French, 2004; Nelson & et. al, 1986).

Launched in 2008, the program reached in 2016 nearly 700,000 children. In this article, we describe the program’s background, ambitions, content, and implementation, as well as the central role of the public library in its development and execution. A special focus is on the digital monitoring system that has been created to monitor the impact of the program on pupils’ reading behavior and teachers’ reading promotion behavior.
