A survey of 202 Punjab Agricultural University Library users was conducted to determine users’ satisfaction with the library webpage, library resources, infrastructure facilities, and library services. The study found differences in the satisfaction level and awareness of library services and facilities among the undergraduate, graduate, research scholars and faculty users. A compulsory credit-based course exists for postgraduate students only, leaving the other users uninformed about the services and facilities offered by the library. It was discovered that a robust ICT infrastructure is required since most of the users assessed the ICT infrastructure as ‘average’. Data collected was analysed using Statistical Package for Social Science (SPSS).

With growing accessibility of the Internet, huge impetus is on the global access of information resources. This paper discusses the utilization of e-resources by the faculty members. A survey of 134 faculty members of three oldest agricultural universities of Punjab, Haryana and Himachal Pradesh was conducted. It was discovered that faculty members of Punjab Agricultural University (PAU) and Himachal Pradesh Agricultural University (HPAU), use ebooks, e-journals, and e-databases 'weekly' whereas faculty members of Haryana Agricultural University (HAU) 'rarely' use e-books and e-databases. The frequency of using e-resources 'daily' is quite low by the faculty members of all the three agricultural universities. Nearly 14 percent faculty members of HPAU are 'unaware' of the CAB Abstract and half of the faculty members of HAU 'rarely use it. Almost 14 percent faculty members of PAU & HPAU and 20 percent HAU faculty members are though aware of the resource but do not use Krishiprabha. However, faculty members generously use e-resources for research and teaching, and reveal good interest in e-journals and e-databases.

It is a curse and great barrier to knowledge. From time to time, Government has been initiating various projects and programmes to eradicate illiteracy. A lot has been said and written about adult education. A great deal of time and money has been spent on it and on continuing education programmes. Unfortunately, the results are nowhere near expectations. To eradicate illiteracy, public library is the most suitable agency. Where adult education ends, the public library service begins. Regarding libraries, most of the recommendations remained on the paper only. This paper suggests a model in existing situations of Punjab how to incorporate public library which acts as backbone in Post Literacy Programmes(PLPs).

The evils of illiteracy need not be overemphasised. It is a great barrier to knowledgeand consequently to quality of human life. Illiteracy and poverty often move together. Nothing threatens our society more than poverty and nothing contributes to poverty more than illiteracy. India's literacy rate (as per Census 2011) is 74.04 per cent in which 82.14 per cent are males and 65.46 per cent are females. The graph of progress could have been escalated if we had a more literate population.
