This article is dedicated to the research of unknown fragments of national Belarusian emigrant gr... more This article is dedicated to the research of unknown fragments of national Belarusian emigrant groups’ history. Soviet diplomatic plans to establish ties with the local Belarusian population and to expand Communist propaganda in Latvia required contact with the leaders of the Belarusian movement, including Ezavitau. The main subject is the activity of Kastus Ezavitau in the middle of the 1920s. There was no possibility for Belarusian activists in the region of Latgale, where most Latvian Belarusians lived, to avoid collaboration with the Soviet permanent mission because of a lack of money and the discrimination policy of Latvian authorities. Local Belarusian activists had to fi ght for infl uence over the Latgale peasants, who often could not yet decide on their national identity, with the much more active and infl uential Polish and Russian diasporas. The author describes activity of Poles who lived in Belarusian territories in 1918-1920. They wer... more The author describes activity of Poles who lived in Belarusian territories in 1918-1920. They were a group of cultural and economic importance who promoted the idea of maintaining Lithuania and Belarus in the Polish sphere of influence. They organized councils and committees and, later on, armed groups, wrote memorials and called upon the Polish government to save Belarus from the Bolsheviks. In their opinion, the entire region had to either be a part of Poland or an independent allied state. According to them, the Treaty of Riga which divided Belarus was a failure of Poland's foreign policy. Польское население белорусских губерний (Минской, Могилевской, Гродненской, Витебской и Виленской) в начале ХХ в. составляло не слишком многочисленную (около 500 тыс. чел, по приблизительным оценкам 1), но зато весьма влиятельную группировку. Обладая как материальными средствами, так и моральным и интеллектуальным влиянием, многие белорусские поляки считали себя вправе во многом решать судьбы края.
