Abstract This article explores the impact of project management (PM) standardization on project e... more Abstract This article explores the impact of project management (PM) standardization on project effectiveness. It emerged from the observation of three companies: Intel, Armstrong World Industries, and Oregon Anesthesiology Group. Respectively, each has successfully focused on schedule-driven, cost-driven, and cost-quality-driven project effectiveness. To increase project effectiveness, what PM strategies could these and other companies use? To answer this question, we surveyed 239 project managers and team members from various industries and organizations in the U.S. and Canada. From the responses, we identified cross-industry benchmarks that promote higher project effectiveness based on PM standardization. The benchmarks show that organizations with higher levels of certain types of PM standardization gain higher project effectiveness. Standardization—including PM culture, structure, and systems—does not automatically lead to higher project effectiveness. Also, in pursuing PM standardization, organizations need to differentiate depending on their situation.

Technology Forecasting with Data Envelopment Analysis (TFDEA) offers an effective means to determ... more Technology Forecasting with Data Envelopment Analysis (TFDEA) offers an effective means to determine technological capability over time without the burden of fixed a-priori weighting schemes. However, a commonly used extension of TFDEA can create situations where there are multiple feasible solutions. This can introduce challenges in reproducing results for practitioners. This paper resolves this issue by extending TFDEA in a manner consistent with common Data Envelopment methodologies to ensure consistent and reproducible results. The extension is then demonstrated numerically using a well-known data set of fighter jet technology forecasting in which this issue of multiple optima was first observed.

The object of this project is to study the feasibility of applying a linear model to the calibrat... more The object of this project is to study the feasibility of applying a linear model to the calibration of an engineering verification Test Station. This would allow for automation of a very time sensitive and tedious task. A calibrated machine was used to collect data on both sides of the station in questions. This data was then fit into a linear set of equations using Linear Regression. The resulting formulae were then used as constraints in a linear program using LINGO. Major hurdles of the project included scaling, nonlinearity, and accuracy. The conclusion of this report is that such a station may be able to be modeled, but the likelihood that it is linear is slim
In a quest to meet ever more ambitious goals, industry is increasing its standardization efforts ... more In a quest to meet ever more ambitious goals, industry is increasing its standardization efforts at an impressive rate. These efforts are in a large part directed towards costs, time, quality, and customer satisfaction. Most major companies have tackled standardization through ISO 9000, QFD, TQM, as well as other techniques. Typically of operational nature, these aspects of corporate policy have shown mixed results. One of their primary selling points is their ability to provide measurable performance and increased efficiency. It is the aim of this paper to expand this one step forward, to project management. Groups such as PMI, as well as several other organizations are beginning to approach project management with a standard set of tools. Through literature review and a survey, it is the hope of the authors to examine the effectiveness of project management on the meeting of the common goals of cost, schedule, quality, and customer satisfaction

Since its origin in 2001, technology forecasting using data envelopment analysis (TFDEA) has been... more Since its origin in 2001, technology forecasting using data envelopment analysis (TFDEA) has been tested with a number of applications. This paper uses a previously published technology forecast comparison of U.S. fighter jets between the years 1944 and 1982 to compare TFDEA to basic regression. Both techniques use aircraft introduced between 1944 and 1960 to predict the first flights of those fighters introduced between 1960 and 1982. TFDEA was found to better predict the first flight dates than the forecast using regression. These results indicate that TFDEA may be a powerful new technique for predicting complex technological trends and time to market for new products.

As a proxy for technology, the number of transistors in an integrated circuit represents a limited perspective on the technology as a whole. Anderson et al. proposed a set of metrics by which to measure a technology, and a means to measure its progress over time utilizing data envelopment analysis. In this revised model, the assumption of state of the art (SOA) on product release is dropped, technical progress is measured iteratively over time, the effective time elapsed between the SOA and a no longer SOA has been refined to include a weighted average, and a means of utilizing proxy DMUs was implemented to maintain the dataset over time
