This paper reports practical experience with a project called "Airports of the Future" ... more This paper reports practical experience with a project called "Airports of the Future" carried out in BAA plc, the leading owner and operator of airports in the UK. Airport infrastructure involves large capital investment and typically has a lifetime measured in decades; the project aimed to change the way BAA looks at the future, with the incorporation of more systematic "future-proofing" activities. After an introduction to the organisational context, the work is described, providing the background for two suggestions for research activity: "political context" forecasting and a "science" of flexibility. The paper ends with a list of practical managerial learning points relevant to innovation in a large corporate environment.

This article tells of an unsuccessful fight for the survival of a University OR department, from ... more This article tells of an unsuccessful fight for the survival of a University OR department, from the point of view of two participants. Like, perhaps, the doctor with a ‘professional’ interest in his own demise, we find ourselves drawn to examine our own case for points of more general interest to Management Science. Failures can be instructive (as well as entertaining) - especially when decision-making systems produce unwelcome and unintended results in the absence of (at least obvious) individual malevolence or stupidity. Though we cannot claim to have tested alternative theories in any controlled way, some ideas in the literature seem relevant. One is the ‘garbage can’ model of organisations, and another concerns responses to organisational decline (‘Exit and Voice’). The main point of each are summarised in boxes A and B. Both have been helpful in making sense of events, some of which made little sense at the time. We therefore offer the story, and the ideas, in the hope that others may find them helpful too.

This article is a case study described from two viewpoints: that of an analyst and that of a ‘dec... more This article is a case study described from two viewpoints: that of an analyst and that of a ‘decision-maker’. It describes the use of two ‘soft O.R.’ methods in helping the members of a university O.R. group to plan revisions to a postgraduate Diploma course, resulting in the implementation of an improved course. One author conducted the exercise while the other was a member of the client group. Given that case studies are usually written by the analyst alone, it is hoped that a client's eye-view will be useful as feedback for practitioners and can also introduce some of the concepts and terminology of soft O.R. to those engaged in more mathematical O.R. activities.

It is well known that the language, or psychological frame, in which options are articulated can ... more It is well known that the language, or psychological frame, in which options are articulated can make a substantial difference to individuals' judgements or choices with regard to those options. Among proposed carbon reduction schemes, upstream approaches (e.g. 'cap and dividend', 'cap and share') and downstream approaches (e.g. personal carbon trading) are often framed in terms of the more familiar concepts of taxes and rations, respectively. Formation and implementation of carbon reduction policies may therefore benefit both from understanding the effect of, and harnessing the power of, psychological framing. In particular, since the 'tax' frame is silent about the recycling of revenue to the population, advocates of upstream approaches need to craft a powerful frame associated with the concept of a 'recycled tax'. Meanwhile, among the assumptions included in the 'rations' frame are that a crisis exists and that 'rations' ought not to be traded. Advocates of downstream approaches thus need to address public perceptions relating to acknowledging the existence of a crisis and the legitimacy of trading.
