The concept of the digital economy has become the ideology of the 21st century in developed count... more The concept of the digital economy has become the ideology of the 21st century in developed countries. In Ukraine, the implementation of the transition to the digital economy at the level of small and medium-sized enterprises (SMEs) is rather difficult and time-consuming, since decision-makers do not have sufficient digital literacy and consider digital transformation as an incomprehensible and complex phenomenon, not seeing the place, role and advantages for their business. The introduction of information technology allows any company to flexibly change its own business model, ensure innovative development, achieve a competitive position, and quickly and efficiently integrate into the global digital market. Realizing the need to move to a new management concept, many small and medium-sized enterprises do not possess modern tools and capabilities of digital transformation in practice. The pace of innovation in Ukrainian entrepreneurship is slowing down due to the lack of understandable and accessible sources of information, services, platforms, applications or portals for digital transformation. In turn, this complicates the work of domestic business in the international economic arena. The purpose of the article, namely the development of a digital platform for small and medium-sized businesses, which would automatically determine the Digital Transformation Index and provide an individual "roadmap" for improving the digital development of an enterprise, is determined by the analysis of the identified problems.

The use of international methodologies to determine the level of digital maturity of business using appropriate indicators is not acceptable for domestic realities due to the low overall level of use of digital technologies in the economic space. The task of developing a national methodology for determining the index of digital maturity of business is relevant and important. Such a methodology should take into account the current state of the national economy, reflect an in-depth analysis of digital maturity indicators of business structures and take into account their dynamics, while being flexible to respond quickly to new economic processes and phenomena, and provide further unification with international methodologies (e.g. DESI). This paper proposes an algorithm for solving the survey respondents' clustering problem, includin... more This paper proposes an algorithm for solving the survey respondents' clustering problem, including the steps of collecting, preparing data, summarizing key results, and developing future goals. The research consists of two approaches to clustering: iterative and hierarchical in order to produce consistent and comprehensible results. The iterative method is implemented in MS Excel using the Data Mining add-in, hierarchical one is used with the help of writing code and using Python libraries. Hard clusters with sufficient degree of similarity within the cluster and differences from others were distinguished, the main characteristics of the obtained clusters were described as well. It has been experimentally established that the method of agglomerative hierarchical clustering is more effective for solving the problem of clustering of mixed-type data obtained from the survey of respondents.

Research goals and objectives: to develop practical recommendations for increasing the level of d... more Research goals and objectives: to develop practical recommendations for increasing the level of digital business transformation index based on clustering of small and medium enterprises. Subject of research: development and use of practical recommendations (digital roadmaps of digital transformation) for entrepreneurs. Research methods used: survey of entrepreneurs, analytical methods for determining the Index, statistical methods of data processing, expert analysis of respondents' answers, cluster analysis of business structures, business analytics. Results of the research. The list of multilevel recommendations for increasing the Digital Transformation Index were formed as well as the calculation method of the Index were described. Also was displayed gradation of recommendations; the results of clustering of business structures by the level of digital maturity were demonstrated; specific recommendations for raising the HIT for the enterprises of each of the clusters were formed. Such a methodology should take into account the current state of affairs in Ukraine, reflect an in-depth analysis of the level of digital transformation of business structures, while being flexible in order to respond promptly to new phenomena and the emergence of new digital technologies.

As there is currently a problem with the low digital literacy of society and business executives at all levels, the use of a European methodology for determining the digital intensity index with appropriate indicators is not entirely acceptable for domestic businesses. Given the lack of data on the ownership of certain digital technologies by 2017, it is unclear whether domestic businesses are ready to integrate the global digital development trends, according to which the EU determines the relevant indices. Окреслено, чому ж Україна, дійсно випереджаючи Європу у розробленні та прийнятті стратегічних концепцій, так і не зробила інноваційний прорив відповідно до європейського прикладу. Запропоновано напрямки досягнення інноваційної конкурентоспроможності України й обґрунтовано необхідність раціонального використання науково-технічного та освітнього потенціалу з метою інтегрування до європейського співробітництва.
